HomeMy WebLinkAbout10/20/1952 Business Meeting1 r� i i 1 r� 1 OCTOBER .20, . 1952 The City commission met in regular session, Mayor Burns and Commissioners, Carpenter and Huey present on roll call: The minutes of the regult r meeting of Tuesday, October 14th 1952, and adjourned meeting thereof were approved as read. Moved by Huey; seconded by Burns, that this being the time for receiving bids for the construction of paving the-Alley between Queen Avenue and 12th Avenue, L.I.D. Now 745, the bid of the Lone Pine Paving Company in the sum of $1.,118.20 was the only bid received; It;is therefore ordered that said bid be accepted with the understandin that the; property owners be contacted for the reason that the above bid was 13.3 above the Engineer's estimate, carried-, Burns, Carpenter and Huey voting aye on roll call. Moved by Burns, seconded by Huey, that the property owners in L.I.D. No. 745,. having been contacted relative to paving the al ley, and they haveing agreed to the awarding of the bid to Lone Pine Company.in the sum of 1,118.20;; It is ordered that said bid be accepted, and the Mayor and City Clerk authorized to execute a contract.therefor on behalf of the City of Yakima upon receipt of the proper bond therefor,. carried: Burns, Carpenter and Huey - voting aye on roll call. Moved by Burns±, seconded by Carpenter,. that the bids heretofore received for &A car for the Commissioners and Police Department from Burrows Motor and Wagner Chevrolet Company be awarded as follows: Burrows Motor Company in the sum of $1,,668.28,Police Dept. Wagner Chevrolet Co.in the sum of 886.03 City Commissione carried: Burns, Carpenter and Huey voting aye on roll call. ORDINANCE NO. B- 1401,, AN ORDINANCE fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 734, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. Moved by Carpenter, seconded by Huey that Ordinance No. -B =1401, providing for the issuance of bonds in L.I.D. No. 734,be passed as read, carried, Burns, Carpenter and. Huey voting aye on roll call., 1 ORDINANCE N0, B -1402, AN ORDINANCE amending Section 71, of Ordinance No. B -131,, Entitled: "AN ORDINANCE relating to and. regulating traffic, travel and transportation and their incidents upon the streets. and other ways open to the public; prescribing the powers and duties of officers >and others in relation thereto; defining offenses, providing penalties and repealing certain ordinances concerned with or relating to the subject matter of this ordinance, and declaring an emergency;" as amended by Ordinance No, B -956, B -1068, B- 1186, B- 12339; B- 1339,, and B ®1351.;; and declaring an emergency. Moved by Huey, seconded by Carpenter, that Ordinance No. B- 1402, pertaining to parking rules and regulations be passed as read,, carried:. Burns, Carpenter and Huey voting aye on roll call. ORDINANCE N0, B -1403, AN ORDINANCE establishing a City Park, to be known as "Kiwa -nis Park," and providing for and authorizing the conveyance of part of said park property and the lease of part of said park property to the Metropolitan Park District of Yakima- for use as a public park and playground. Moved by Huey, seconded by Burns, that Ordinance No. B- 1403,, establishing "Kiwanis•Park," be passed as read, carried: Burns, Carpenter and Huey voting aye on roll call. RESOLUTION NO. C- 1032:, BE IT RES'OLVIM BY THE CITY COMMISSION OF THE CITY OF YAKIMA, WASHINGTON: That it is.its intention to construct a domestic water system to serve all of the lets and tracts of land included within the following described district situated in Yakima County, Washington: The east 128 feet of Lots 4 t 14 inclusive and the west 140 feet:of Lots 15 to 28,. inclusive; all in Philips Suburban Tracts, according to the official plat thereof on file and of record in the office of the County Auditor, Yakima County, Washington. Said improvement to consist of the installation of the necessary mains, fire hydrants, valves and other appurtenances for the,purpose of supplying water for domestic use, and to be constructed in full accordance with the plans and specifications to be prepared by the City Engineer and filed with the City Clerk. All persons who may desire to object to said proposed improvement are hereby notified to appear and present such objections, if any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10::001 o'clock A -.M., on Monday, the 10th day of November, 1952, which time and place are hereby fixed for the hearing on all matters relating to the said proposed improvement, or objections thereto,, and for determining the method of pay- ment therefor; and the City Clerk is hereby directed to give due notice: of said hearing and of the intention to make the aforesaid improvement. The cost and expense of said improvement, including the cost of acquiring right of way easements, engineering, surveying, advertising,.inspection, publication of notices and all other expenses; incident thereto shall be borne by and assessed ...against all of the property le gall and properly assessable therefor, as provided by :law and as above: described; and the ity.Engineer is hereby directed to submit-to the City Commission at or prior to the date fixed herein for said hearing, all of the data and other information required by law, to be by him submitted. RESOLUTION N0.•_C -1033; WHEREAS, Section 71 (c) of Ordinance N o. B -131,, passed by the City Commission of -the City of Yakima,. on the 26th day of February, 19:6', and amendments thereto,. provides that the City Commission may by resolution set aside non - parking zones, and shall cause the same to be marked with appropriate signs: or markers; and WHEREAS, it is necessary for the preservation of public safety, to set aside the north side of West Walnut Street from South Sixth Avenue.to South Seventh Avenue as a non - parking zone... Now,, therefore, BE IT RESOLVED BY..THE CITY COMMISSION OF THE CITY OF YAKIMA: That the area on the north side of West Walnut Street from South Sixth Avenue to South Seventh Avenue, be, and it is hereby set aside as a non- parking zone: for all hours of the day and night, and the Commissioner of Public Works is hereby directed to install appropriate signs or markers indicating said zone.
