For Meeting of: June 1, 2021 ITEM TITLE: Public hearing on the Yakima Housing Action Plan SUBMITTED BY: Joseph Calhoun, Planning Manager, 509-575-6042 Joan Davenport,Al CP, Community Development Director SUMMARY EXPLANATION: The City of Yakima developed the Housing Action Plan (HAP), consistent with the requirements of HB 1923 and funded by a $100,000 grant from the Department of Commerce. The HAP includes a series of recommendations the City may initiate in order to increase housing supply, diversity of choices and locations, and address local housing needs. The Yakima City Council is fully engaged and supportive in addressing the goals of improving the supply, quality and locational choices of housing in this community. At the May 25, 2021 Council Study Session, City Council members expressed some concern regarding the age and quality of data included in the contained Housing Needs Assessment (HNA) portion of the Housing Action Plan. The HNA was the first required deliverable per our grant agreement with the Department of Commerce, and was completed for public review on April 22, 2020. At this time, the 2018 American Community Survey Data Releases, US Census.gov(ACS) data was the most current dataset available. The 2019 estimates were not released until December 10, 2020, after the HNA was completed. In similar schedule, the 2020 5-year estimate is scheduled to be released on December 9, 2021 . As the HNA was already completed with expended funding per the grant, the tables and data therein were not updated as new data became available.As part of the HAP implementation, City Staff will review updated datasets when released and track changes over time. The City Council previously held study sessions on February 23, 2021 and May 25, 2021. The Planning Commission (YPC) held a study session on April 14, 2021 and a public hearing on April 28, 2021. The YPC recommendation for approval of the HAP was signed by the Vice-Chair on May 6, 2021.
