WASHINGTON: That it is its intention to improve Lincoln Avenue from Sixth Avenue North to Sixteenth Avenue. North, by .removing the existing concrete curbs and•`gutters,' widening the existing pavement, and constructing new curbs and g'utters'; all: of said Improvements to be constructed in full accordance with the plans and specifications to be prepared by--the City Engineer. and filed with the City Clerk.
