HomeMy WebLinkAbout11/13/1951 Business MeetingNOVEMBER 13, 1951 The City Commission met in regular session, Tuesday, November 13, 1951, 10 :00 o'clock A.M., Mayor Burns and Commissioners Carpenter and Huey present on roll call The minutes. -of the regular meeting of Monday, November 5th, 1951 were approved as read. Moved by Huey, seconded by Carpenter, that this being the time for receiving bids for the construction of-Curbs and Gutters on Mulder Drive, L.I.D. No. 729, the following. were received: Lone.Pine Paving Company, $465.00, and Columbia Asphalt. Paving Company, $380.00, the bid of the Columbia Asphalt Paving Company was accepted and the Mayor and City Clerk authorized to enter into a contract on behalf'of the City of. Yakima for doing said work: carried, Carpenter, Burns and Huey voting aye on roll call. Moved by Huey, seconded by Burns, that this being the time for receiveing bids for the construction of curbs and gutters on 33rd Avenue North,.L.I.D,. No. 7281,Ithe following were received: De Blasio Brothers, $1,965.60 and D. T. Gallagher in the sum of $2,990.90. The bid of De Blasio Brothers was accepted, and the Mayor and-City Clerk authorized to enter into a contract on behalf of the City for doing said work: carried: Burns, Carpenter and Huey voting aye on roll call. Moved by Huey, seconded by Burns, that this being the time for the hearing on Resolution No. 0-993, providing for t?-le construction of curbs and gutters on 28th. and 29th Avenue from Bonnie Doon Avenue to Nob Hill 'Boulevard; - it is ordered that said hearing be continued to Monday, November 19th, 1951, at 10:00 o'clock A.M.: carried, Burns, Huey and Carpenter voting aye on roll call. Moved by Huey, seconded by Carpenter, that this being the time for the hearing on the Assessment roll in L.I.D. No. 719, and there being insufficient protest in writing or otherwise to said improvement, or any part thereof; It is ordered that Ordinance No. B -1320, confirming said assessment roll and every part thereof, be passed as read: carried, Burns, Carpenter and Huey voting aye on roll call. ORDINANCE NO. B -1320, confirming the assessment roll covering Local Improvement District No. 719 as created and established by Ordinance No. B -1239 or the Ordinances. of the City of Yakima. Moved by Burns, seconded by Huey, that Ordinance No. 1321, amending Ordinance No. B- 126.7, be passes as,read: carried, Huey, Burns and Carpenter voting aye on roll call. ORDTNANCE NO. B -1321, amending Sections 71 7a3 and 71 -d4 of Ordinance No B- ,1267, entitled: "AN ORDINANCE amending Section 71 -a of Ordinance No. B -131, entitled: "AN ORDINANCE relating to and regulating traffic, travel and transportation.�and their incidents upon the streets and other ways open to the public; prescribing the powers and duties of officers and others in relating thereto; defining offenses, providing penalties and repealing certain ordinances concerned with or relating to the subject matter of this ordinance, and declaring an emergency. "; as amended by Ordinances No. B -571, B -726, B -956; B -1068, B -1186, B -1192, B -1246, B -1247, and B- 1261;1 and , declaring and emergency.", and declaring an emergency. Moved by Huey, seconded by Carpenter, that Resolution No. C -994 be adopted as read: carried,.Burns, Carpenter and Huey voting.aye on roll call. i RESOLUTION NO. C -994, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That it is its intention to improve the alley in Block 356, Bartholet's Addition and Capitol Addition; Blocks 392, 393 and 394, Capitol;�Addition and Bedker's Addition; and Block 1, First Nob Hill Addition; by grading and'ipaving with asphaltic concrete on a gravel base; all of said improvements to be constructed in full accordance with the plans and specifications to be prepared by the amity Engineer and filed with the City Clerk. The district to be served by and assessed for the above' described improvements is described as follows, -to -wit: Ali cne lots in Block 356, Bartholet's Addition and Capitol Addition; Blocks 392, 393 and 394, Capitol Addition and Bedker's Addition, and Block 1, First Nob Hill Addition. All persons who may desire to object 'to said proposedlimprovement are hereby notified to appear and present such objection, if any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10 o'clock A. M., on Monday the 3rd day of December, 1951; which time and place are hereby fixed for the hearing of all matters relating to said proposed improvement or objections thereto, and for determining the method of payment for said improvement; and the City Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improvement.. The costs and expenses of said improvement, includingithe cost of acquiring right of way easements, engineering, surveying, advergising, publication of notices, and all. other expenses incident thereto, shall be borne by and assessed against all of the property legally and properly assessable therefor as provided by law and as above described; and the City Engineer is hereby directed to submit to the City Commission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted.
