The :City Commission met in regular session, Mayor Burns and .Commissioners 'Carpenter and
uey present on roll call.
The minutes of the regular meeting of Monday, May 14, 1951, and adjourned meeting there-
of, were approved as read.
Moved by Huey, seconded by (Carpenter, that .this being the time for receiving bids for
the construction of curbs and gutter on McLaren Street, et al, L.I.D. 718, the follow-
ing were received; J. M. DeBlasio in the sum of $1,014.26 and Joe Brandt in the sum of
1,226.62. The bid of J. M. DeBlasio was accepted as the lowest and best bid, and the
Mayor and City Clerk authorized to execute a contract on behalf of the City of Yakima
far doing said work, upon the filing of the proper bond as provided by law: carried
Burns, Carpenter and Huey voting aye on roll call.
Moved by Carpenter, seconded by Huey, that pursuant to the petition of property owners
asking that Lots 46 and 47 and a portion of Lot 48, Cherry Avenue Subdivision, and
other property in said vicinity be changed from 1101 residence district to Commerical
District; and that a hearing on said petition be had on Monday, May 28, 1951 at 10 :00
o'clock A.M.; It is ordered that said hearing be postponed for one week: carried

RESOLUTION NO. rC -973, BE IT RESOLVED BY THE 'CITY COnJMISSION OF THE CITY OF YAKIMA, WASH-
INGTON:
That it is its intention to improve 15th Avenue South from Mead
Avenue to a point 125.7 feet south of Prasch Avenue. and Hamm Avenue from 12th Avenue
South to 14th Avenue South; also Prasch Avenue and Viola Avenue from 14th Avenue South
to 16th Avenue South; by grading, ballasting, surfacing and constructing concrete curbs
and gutters; all of said improvements to be constructed in full accordance with the
plans and specifications to be prepared by the City Engineer and filed with the 'City
Clerk.
The district to be served by and assessed for the above - described
improvement is situate in Yakima County, Washington, and described as follows, to -wit:
Beginning at the intersection of 12th Avenue South and Hamm Avenue;
thence southerly along 12th Avenue South to a point 147 feet south
of Hamm Avenue; thence westerly and parallel with Hamm Avenue to
14th Avenue South; thence southerly along 14th Avenue South to a
point 306.79 feet south of,Viola Avenue.; thence westerly and para-
llel with Vio.,la Avenue to a point midway between 14th Avenue South and
S
15th. Avenue outh; t:henae southerly and parallel with 15th Avenue
South to Mead Avenue; thence westerly along Mead Avenue to a point
midway between 15th Avenue South and 16th Avenue South; thence north-
erly_ and parallel with 15th Avenue South to a point 321.7 feet south
of Viola Avenue; thence westerly and parallel with Viola Avenue to
16th Avenue South; thence northerly along 16th Avenue South to a point
314.3 feet north of Prasch Avenue; thence easterly and parallel with
Prasch Avenue to 14th Avenue South; thence northerly along 14th Avenue
South to a point 145 feet north of Hamm Avenue; thence easterly and
parallel with Hamm Avenue to 12th Avenue South; thence southerly along
12th Avenue South to the point of beginning.
All persons who may desire to object to said proposed improve-
ment are hereby notified to appear and present such objections, if any, at a meeting
of the 'City Commission to be held at its office in the City Hall in the City of Yakima,
Yakima' County, Washington, at the hour of 10 o'clock A.M.: on Monday, the 11th day of
June, 1951; which time and place are hereby fixed for the hearing of all matters relat-
ing to said proposed improvement or objections thereto, and for determining the method
of payment for said improvement; and the City Clerk is hereby directed to give due
notice of said hearing and of the intention to make the aforesaid improvement.
The cost .andexpense of said improvement, including the cost of
acquiring right of way easements, engineering, surveying, advertising, publication of
notices, and all other expenses incident thereto, shall be 'borne by and assessed
against all of the property legally and properly assessable therefor as provided by
law and as above described; and the City Engineer is hereby directed to submit to the
City Commission at or prior to the date fixed herein for said hearing, all of the data
and other information required by law to be by him submitted.

RESOLUTION NO.-(C -974, WHEREAS, Article 8-of Ordinance No. B -131, passed and approved
by the 'City Commission on February 26, 1936, and amendments thereto; provides, anong
other things, that the City Commission may by resolution set aside non - parking zones,
as they in their discretion may deem necessary; and cause the'same to be marked with
appropriate signs or markers; and,
WHEREAS, it is deemed necessary by the City Commission to set
aside that part of the east side of South 1st Street, from East Yakima Avenue south to
the first alley, as a non - parking zone between the hours of 9 :00 o'clock A.M. and 3 :00
o'clock P.M., Monday through Friday of each week, except holidays; for the use of de-
positor.s' of the Yakima Branch of The National Bank of Commerce of Seattle, for the
sidewalk bank depository situate in said area; now, therefore,

BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY_ OF YAKIMA:
That the east side of South lst Street, from East Yakima Avenue south
to the first alley, be and it is hereby designated a non - parking zone between the hours
of 9 :00 o'clock A.M. and 3:00 o'clock P.M., Monday through Friday of each week, except
holidays, for the exclusive use of bank depositors of the Yakima Branch of The National
Bank of Commerce of Seattle, for the sidewalk bank depository.
BE IT FURTHER RESOLVED that as a condition to the establishment of said
bank depository space as a non- parking zone, that said Yakima Branch of The National
Bank of Commerce of Seattle pay to the City the sum of $00:00 cash in advance, to
cover the period of one year; said sum to be due annually.thereafter on the lst day of
June of each year.
BE IT FURTHER RESOLVED that appropriate signs or markers be installed at
the space herein set aside, as a bank sidewalk depository zone; and that said space be
used exclusively for the 'Dank customers using said bank sidewalk depository.
BE IT FURTHER RESOLVED 'that the allocation of space herein made, shall
consitute a license only; and may be revoked at any time by the City Commission, with
or without cause.

RESOLUTION NO. C-975, WHEREAS, Article 5 of Ordinance No. B -131, passed by the City
Commission of the City of Yakima on the 26th day of February, 1936, and amendments
thereto; provides, among other things, that the City Commission may determine the loc-
ation and. size of, and by resolution establish passenger zones at hotels, and fix the
hours during which such zones shall be maintained open; and shall cause the same to be
marked with appropriate signs; and
V1 E';REAS, it is necessary for the preservation of public safety, to es-
tablish a passenger zone for all 'r.ours of the day and night, in front of the Chinook
Hotel, in the City of Yakima; now, therefore,
BE IT RESOLVED BY THE CIT"`r COMMISSION OF THE CITY OF YAKIMA:
That the area beginning at a point on the east side of South 4th Street,
64 feet south of the curb line of Yakima Avenue, and extending 36 feet south on the
east side of.South 4th Street, is hereby established as a passenger zone, for all hours
of the day and night; and the Commissioner of Public 1 orks is hereby directed to in-
stall appropriate signs indicating said zone.

RESOLUTION NO. C -976, WHEREAS, Article 8 of Ordinance No. 3-131, passed by the City
Commission of the City of Yakima on the 26th day of February, 1936, and amendments
thereto; provides, among other things, that no operator shall drive a vehicle in a
one -way street or alley, contrary to the direction indicated by signs or markers; and
that signs indicating the direction of traffic shall be erected and maintained where
movement in the opposite direction is prohibited; and
WHEREAS, it is necessary for the preservation of public safety,
to designate the first alley south of East Yakima Avenue, from South 4th Street to
Naches Avenue, as a one -way alley, in which only traffic from west to east is permitt-
ed; now, therefore,
BE IT RESOLVED BY THE CITY COMMISSIOD] OF THE CITY OF YAKIMA:
That the first alley south of East Yakima Avenue, from South 4th
Street to Naches Avenue, is hereby designated a one -way alley from west to east; and
the Commissioner of Public Works is hereby directed to install adequate signs indicat-
ing the direction of traffic in said alley.

RESOLUTION NO. C-9771 WHEREAS, by Resolution No. C -692 the City Commission of the City
of Yakima, pursuant to Ordinance No. B -297, as amended, designated one parking.space
at No. 1 South 4th Street, City of Yakima, as a taxi stand for the Deluxe Cab Company;
and.,
WI- LREAS, the Yellow Cab Company has taken over the cabs of the
Deluxe Cab Company; and it is for the best interests of the City of Yakima to change
said taxi stand from No. 1 South 4th Street, to a location beginning at a.point on the
east side of South 4th Street, 124 feet south of the curb line on Yakima Avenue, and
extending south on the east side of South 4th Street, a distance of 12.feet. Now,
therefore,
BE IT RESOLVED, that the space heretofore set aside at No. 1
South 4th Street as a taxi stand, be vacated as such; and restored to a parking meter
Zone; and
BE IT FURTI-ER RESOLVED that one parking space located as follows :.
Beginning at a point on the east side of South 4th ,Street, 124 feet south of the curb
line on Yakima Avenue, and extending south on the east side of South 4th Street, a
distance of 12 feet, be and, it is hereby designated and .set aside as a taxi stand for
the Yellow Cab Company.
BE IT FURTHER RESOLVED that, as a condition to the establishment
of said taxi stand, the said Yellow ,Cab `.Company shall pay to the City the sum of $75.00
per annum therefor; said payment to be made on the 1st day of July of each and every
year.
BE IT FURTHER RESOLVED that an appropriate sign or signs be
installed at the space hereinabove set aside as a taxi stand; and that thesaid space
be used exclusively for the taxis of the Yellow Cab Company.
BE IT FURTHER RESOLVED that the allocation of space hereby made
shall constitute a license only, which license may be revoked at any time by the City
Commission, with. or without cause.

RESOLUTION NO. 'C -9781 BE IT RESOLVED by the City of Yakima, a municipal corporation of
the State of Washington, that the act of the Mayor and Clerk of the said City of Yakima
in signing two agreements in writing, dated January 9, 1951, the first agreement be-
tween Union Pacific, Railroad Company, a corporation, and the said City of Yakima under
the terms of which said City is given the right, subject to the terms of said agree-
ment to construct, maintain and use a'sewer pipe line and drain pipe line as described
and in the location indicated in said agreement beneath and along the right of way and
beneath the tracks of said company between Mead Avenue and 'Nide Hollow Creek; and the
second agreement between Oregon - Washington Railroad & Navigation Company and Union
Pacific Railroad Company, corporations, collectively, and the said City of Yakima under
the terms of which said 'City is given the right, subject to the terms of said agreement
to construct, maintain and use a sewer pipe line as described and in the location indi-
cated in said agreement beneath the tracks and across the right of way of said companies
at Ahtanum Load, Yakima `County, shall be and the same is hereby authorized by, and said
agreements are adopted as the agreements and undertaking of said City of Yakima, Wash-
ington.

RESOLUTION NO. C -9799 WHEREAS, Section 3 of Ordinance No. 8 -731, passed and adopted by
the City Commission on the 18th day of September, 1946, provides, among other things,
that the City Commission may, by resolution, declare t1at public convenience requires
bus service on any street or streets within the City, where the Yakima Valley Trans-
portation Company does not provide such service. Now, therefore,
BE IT RESOLVED BY THE CITY COP,MISSION OF TIC 'CITY OF YAKIMA.*
That pursuant to the Ordinance hereinabove mentioned, it is the
opinion of the City Commission that public convenience requires an extension of bus
service by the YakimaValley Transportation Company, from Broadway and Mead Avenues
west on Mead to Cornell Avenue; thence north on' Cornell Avenue to Lenox Avenue; thence
east on Lenox Avenue to Broadway Avenue.
BE IT FURTHER RESOLVED that the Yakima Valley Transportation
Company shall extend its bus service to include the route hereinabove designated; and
that said extension of service be made within 30 days after delivery of a -copy of this
resolution to the Superintendent or manager in charge of the operations of the Yakima
Valley Transportation Company.

RESOLUTION NO. C -980, (A Resolution designating taxi stands :)
BE IT RESOLVED BY THE 'CITY 'COMMISSION OF THE CITY OF YAKIMA:
That, pursuant to Ordinance No. B -297 as amended, the following spaces are hereby set
aside and designated as taxi stands for the various companies, and at the locations
stated below:
To the BLUE TOP 'CAB COMPANY - One Stand at 7 North Front
Street; two.sta nds at 209 East Chestnut Street;
To the CITY CAB COMPANY - One stand at 5 South 2nd Street;
one stand at 11 East Chestnut Street; one stand at 218
East Chestnut Street;
To the RELIABLE CAB COMPANY - One stand at 6 North lst
Street; two stands at 8 Forth lst Street;
To the ROYAL .CAB COMPANY - Two stands at 22 South 2nd
Street;
To the YELLOW CAB (COMPANY - One stand at 107 South lst
Street; one stand at 21 North Front Street; two stands
at 16 forth lst Street; one stand located as follows:
Beginning at a point on the east side of South
4th Street, 124 feet south of the curb line ,on
Yakima Avenue, and extending south on the east
side of South 4th Street, a distance of 12 feet.
To ALL TAXI 'CAB COMPANIES: A space on the west side of
North Front Street; beginning 58 feet south of "A" Street,
and continuing south for a distance of 44 feet.
To ALL TAXI CAB COMPANIES: A space at the bus depot, on
the south side of East Yakima Avenue; beginning at a
point 48 feet east of the 6th Street curb line, and-con-
tinuing for a distance of 24 feet east.
BE IT FURTHER RESOLVED that as a condition to the establishment,
of said spaces, that each of said cab companies pay the sum of $75.00 for each space
so designated and set aside to it; to cover the period of one year, and to be due
annually thereafter on the lst day of July of each year.
BE IT FURTHER RESOLVED that a fee of $20.00 shall be paid to the
City by any of the above -named cab companies, or any other cab company, for each taxi
stand set aside for it, other than those designated above; that said fee shall be paid
by the applicant for a new space at the time the application is made, and shall be in
addition to the yearly charge hereinabove fixed."
BE IT FURTHER RESOLVED that a fee of $12.50 shall be paid to the
City by any of the above -named cab companies,, or any other cab company, for a change
of space from one location to another; that said fee shall be paid by -the applicant for
a change of space at the time the application is made; and shall be in addition to the
yearly charge hereinabove fixed. That no .change of space or stand shall be made by
any of the above -named cab companies, or any other cab company, without first notifying
the City Commission thereof, and paying the fee hereinabove fixed.
BE IT FURTHER RESOLVED that appropriate signs be installed at
the spaces hereinabove set aside as taxi stands; and that the said spaces be used ex-
clusively for the taxis of the companies to which said space is allotted.
BE IT FURTHER RESOLVED that the allocation of spaces hereinabove
made, shall constitute a license only; and may be revoked at any time by the City
Commission, with or without cause.

ORDINANCE NO. B -1252, re- zoning Lots 46 and 47, and a portion of Lot 48, Cherry Avenue
Subdivision;_ more particularly described as follows: Beginning at the Northeast corner
of Lot 46, 6herry Avenue Subdivision; thence West along the North line of Lot 46 and
47 to the northwest corner of Lot 47; thence South along the East line of the alley
a distance of 120 feet; thence East parallel with Poplar Street 170 feet to the West
line of Third Avenue North; thence North along said West line 120 feet to the point
of beginning; from "C" Residence district to Commercial District.
Moved by Huey, seconded by Burns, that this being the time for the postponed hearing
on the petition by property owners for re- zoning Lots 46 and 47 and a portion of
Lot 48, Cherry Avenue Subdivision, etc; It is ordered that Ordinance No. B -1252, pro-
viding for changing said district from "C" Residence District to Commercial District
be passed as read: carried Burns,. Carpenter and Huey voting aye on roll call.
