Mayor Burns absent The minutes of the regular meeting of Monday, March 26, 1951, were approved as read. Moved by Huey, seconded by Carpenter, that this being the time for receiving bids for the construction of an irrigation system on South Glenn Drive, L.I.D. No. 715, the following bids were received: J. M. DeBlasio in the sum of ;2,457.65 and G. G. Teskey in the sum of $3,374.60. The bid of J. M. DeBlasio was accepted and the Mayor and City Clerk authorized to enter into a contract on behalf of the City of Yakima for doing said work= carried Carpenter and Huey voting aye on roll call. Mayor Burns absent. k4oved by Huey, seconded by Carpenter, that this being the time for the hearing on Resolution No. C-961, providing for the construction of an irrigation system in Nelsonts Nob Hill Addition, and there being no objection in writing or otherwise to said im- provement, or any part thereof: It is ordered that Ordinance No. B -1234, creating L.I.D. No. 717, be passed: -as read: carried Huey and Carpenter voting aye on roll call. Mayor Burns absent. ORDINANCE NO. B -1234, providing for the improvement of property in the City of Yakima, Washington, by constructing an irrigation system to serve various lots and tracts of land; establishing a local improvement district; providing for the method of payment therefor, and creating a special fund. Moved by Huey, seconded by Carpenter, that this being the time for the hearing on Resolution No. C -962, providing for the construction of an irrigation system in Wyman - Hill Addition: It is ordered that said hearing be continued to Monday, April 9, 1951, at 10 o'clock, A.M.: carried Huey and Carpenter voting aye on roll call. Mayor Burns absent. ORDINANCE NO. B -1235, fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 689, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. Moved by Huey, seconded by Carpenter, that Ordinance No. B -1235, fixing time of delin- quency and prescribing the form of bond in L.I.D. No. 689 be passed as read: carried Carpenter and Huey voting aye on roll call. Mayor Burns absent. Moved by Huey, seconded by Carpenter, that Resolution No. C -968 be adopted as read: carried Huey and Carpenter voting aye on roll call. Mayor Burns absent. RESOLUTION NO. C -968, BE IT RESOLVED BY THE CITY COMMISSION OF THE :CITY OF YAKIMA, WASH- INGTON: That it is its intention to improve Thirteenth Avenue South from Lenox Avenue to Mead Avenue; also Prasch Avenue and Viola Avenue from 12th Avenue South to 14th Avenue South; by grading, ballasting, surfacing and constructing concrete curbs and gutters; all of said improvements to be constructed in full accordance with the plans and specifications to be prepared by the City Engineer and filed with the City Clerk. The district to be served by and assessed for the above - described improvement is situate.in Yakima County, Washington, and described as follows, to -wit: Beginning at. the intersection of Thirteenth Avenue South and Lenox Avenue; thence easterly along Lenox Avenue to a point midway between Thirteenth Avenue South and Twelfth Avenue South;- thence, southerly and parallel with 13th Avenue South to a point midway between Hamm Avenue and Prasch Avenue; thence easterly and parallel with Prasch Avenue to 12th Avenue South; thence southerly along 12th Avenue South to a point 156 feet south of Viola Avenue; thence westerly and parallel with Viola Avenue to the east line of Lot 3, Baldwin Replat; thence southerly and parallel with 13th Avenue South to Mead Avenue; thence westerly along Mead Avenue to a point midway between 13th Avenue South and 14th Avenue South; thence northerly and parallel with 13th Avenue South to a point 153 feet south of Viola Avenue; thence westerly and parallel with Viola Avenue to 14th Avenue `Louth; thence' northerly along 14th Avenue South to a point midway between Prasch Avenue and Hamm Avenue; thence easterly and parallel with Hamm Avenue to a point midway between 14th Avenue South and 13th Avenue South; thence northerly and parallel with 13th Avenue youth to Lenox Avenue; thence easterly along Lenox Avenue to the point of beginning. All persons who may desire to object to said proposed improvement are hereby notified to appear and present such objections, if:any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima 'County, Washington, at the hour of 10 o'clock A.M., on Monday, the 23rd day of April, 1951; which time and place are hereby fixed for the hearing of all matters relating to said proposed improvement or objections thereto, and for determining the method of payment for said improvement; and the City Clerk is hereby directed to give due notice of said hearing and of the intention.to make the aforesaid improvement. The cost andexpense of said improvement, including the cost of acquiring right of way easements, engineering, surveying, advertising, publication of notices, and ali other expenses -incident thereto, shall be borne by and assessed against all of the property legally and properly assessable therefor as provided by law and as above described; and the City Engineer is hereby directed to submit to the City Commission at or prior to ,the date fixed herein for said hearing, all of the data and other information required by .law to be by him submitted.
