March 12, 1951
The City Commission met in regular session, Mayor Burns and Commissioners Carpenter and
Huey present on roll call.
The minutes of the regular meeting of Monday, March 51 1951, were approved as read.
Moved by Huey, seconded by 'Carpenter, that this being the time for receiving bids for
three trucks for the Water Department, the following were received: Burrows Motor ,Co.,
11 ton truck for `12,867.29; Harms. Motor Co., 11 tontruck for $2,111.55; Burrows Motor
Co., 3/4 ton pick -up for ;1,462.05, were accepted as the lowest and best bids: carried
Burns, Carpenter and Huey voting aye on roll call.
Moved by Burns, Seconded by Carpenter, that this being the time for receiving bids for
the purchase of a motorcycle for the Police Department, the bid of Poulin's Motorcycle
Headquarters in'.the sum of x;999.28 was accepted as the lowest and best bid: carried
Burns, Carpenter and Huey voting aye on roll call.
Moved by Huey, seconded by Burns, that this being the time for receiving bids for the
purchase of pump for the irrigation district, the bid of Rankin Implement 'Company in
the sum of $285.45 was accepted: carried Burns, Carpenter and Huey voting aye on roll
call.
Moved by Carpenter, seconded by Burns, that an ordinance providing for the expenditure
of $2,000.00 in addition to the 1951 budget for the City Treasurer, was introduced and
laid on the table for one week.
Moved by Huey, seconded by Carpenter, that the protest of Irwin C. Howard, et al, here-
tofore received on Monday, March 5, 1951, relative to the hearing on Resolution No.
�C -956 for an irrigation system at the intersection of 35th Avenue South and Tieton
Drive was taken under advisement, and upon recommendation of the City Engineer the
North 311 feet of the South 341 feet of the E� of the SE4 SW--! SE of Section 22- 13 -18,
E.W.M., was eliminated from the district and Ordinance No. B -1227, creating a local
improvement district for the balance of the property, passed as read: carried Burns,
.Carpenter and Huey voting aye-on roll call.
ORDINANCE NO. B -1227, providing for the improvement of property in the City of Yakima,
Washington, by constructing an irrigation system to serve various lots and tracts of
land; establishing a Local Improvement District; providing for the method of payment
therefor, and creating a special fund.
Moved by Carpenter, seconded by Huey, that the City ,'Clerk is hereby instructed to adver-
tise for bids for constructing the irrigation system, L.I.D. No. 715; said bids to be
received on Monday, April 2, 1951, at 10 o'clock, A.M.: carried Burns, Carpenter and
Huey voting aye on roll call.
'Moved by Burns, seconded by .Carpenter, that Ordinance No. B -1228, fixing the time of
delinquency and prescribing the form of bond in L.I.D. No. 687, be passed as read:
carried Carpenter, Burns and Huey voting aye on roll call.
ORDINANCE NO. B- 1228, fixing the time of delinquency of installments of assessments
levied for the payment of the cost of the improvement in Local Improvement District
No. 687, and providing for the issuance of bonds with coupons attached for the payment
of the unpaid portion thereof.
RESOLUTION NO. C -960, Before the CITY COMMISSION of the ,City of Yakima, Washington
IT IS HEREBY RESOLVED by the City Commission that the Director of
Highways is requested and .permitted to perform certain work, to wit:
The painting of traffic stripes on South lst St.; except the
parking lane strip between Lenox Avenue and the intersection of South lst Street and
Walnut; all stripes North of the intersection of South lst Street and Walnut, North
to the North city limits; except the parking la ne strip. all stripes on Walnut from
the intersection of Walnut and South lst Avenue, `Afest to South 5th Avenue; thence
North to the intersection of North 5th Avenue and Fruitvale Boulevard; thence West to
the city limits on Fruitvale Boulevard, except the parking lane strip. The traffic
stripes shall not include cross -walk stripes or other stripes at intersections.
The actual cost not to exceed $800.00. Separate billings shall be made for is -t Street
and for Walnut, 5th Avenue, and Fruitvale Boulevard.

Moved by Burns, seconded by Carpenter, that Ordinance No. B -1229, relative to the
regulation of barber schools and colleges, be passed as read: carried Burns, Carpenter
and Huey voting aye on roll call.
ORDINANCE NO. B -1229, amending Section 2 of Ordinance No. B -748, entitled: "AN ORDINANCE
regulating and controlling barber schools and colleges, providing revenue and regulation
through license fees, limiting the number of barber chairs in barber schools or colleges,
providing for the inspection and control thereof,' fixing penalties for the violation
thereof, and declaring an emergency. "; as amended by Ordinance No. B -755; and declaring
an emergency:
Moved by Carpenter, seconded by Huey, that Ordinance No. B -1230, regulating and con -
trolling barber shops, etc., be passed as read: carried Burns, Carpenter and Huey
voting aye on roll call.
ORDINANCE NO. B -1230, amending Section 2 of Ordinance No. A -346, entitled: "AN ORDINANCE
regulating and controlling barber shops, fixing an annual license fee therefor, provid-
ing an annual license fee therefor and fixing a--penalty for the violation of this
ordinance and declaring an emergency. ".; as amended by Ordinance No. B -749; and declar-
ing an emergency.
RESOLUTION NO. C -960, Before the CITY COMMISSION of the ,City of Yakima, Washington
IT IS HEREBY RESOLVED by the City Commission that the Director of

Upon presentation of a certified statement of the actual cost of all labor, equipment,
material, supplies, supervision and engineering incurred by the Department of Highways
under this resolution, a copy of which shall be furnished the City of Yakima, autYiori-
zation is hereby given to effect reimbursement to the Department of Highways for such
work from the parkin; meter maintenance and operation fund, but not to exceed the
amount of this resolution.

WASHINGTON:
That it is its intention to construct an irrigation system to
serve the following described property, situate in the City of Yakima, Yakima County,
Washington, to -wit:
Lots 1 to 10 inclusive, of Block l of Nelson's Nob Hill
Addition; ALSO the South 3 acres of the Southeast Quarter
of the Northeast Quarter of the Southeast Quarter of
Section 22, Township 13 North, Range 18, E.W.M.; EXCEPT
the South 110 feet of the West 110 feet thereof;
said improvement to consist of the installation of necessary mains, laterals, service
connections and other appurtenances for the purpose of delivering water for irrigation
purposes to each lot within the proposed district described above; and to be construct-
ed in full accordance with the plans and specifications to be prepared by the City
Engineer and filed with the City Clerk.
All persons who may desire to object to said proposed improvement
are hereby notified to appear and present such objection, if any, at a meeting of the
City ;Commission to be held at its office in the City Hall in the City of Yakima, Yakima
County, Nashin` ton, at the hour of 10 o'clock A.M., on Monday, the 2nd day of April,
1951, which time and place are hereby fixed for the hearing of all matters relating to
said proposed improvement or objections thereto; and for determining the method of pay-
ment for said improvement; and the .City Clerk is hereby directed to give due notice of
said hearing and of the intention to make the aforesaid improvement.
The cost and expense of said improvement, including the cost of
acquiring right of way easements, engineering, surveying, advertising, publication of

RESOLUTION NO. C -963, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YA KIMA,
WASHINGTON:
That it is its intention to improve the alley in Block 272, Kerfs
Addition in the City of Yakima, Washington, by grading and paving with Portland cement
concrete; also to improve the following alleys in the City of Yakima, Washington, by
grading and paving with.asphaltic concrete on a gravel base; all of said improvements
to be constructed in full accordance with the plans and specifications to be prepared
by the City Engineer and ,filed with the City !Clerk.
The district to be served by and assessed for the above described
improvements is described..as follows, to -wit:
Alleys in Block 1, .Pioneer Addition, and Block 93, Yakima;
alley between Ball Avenue and 'Chicago Avenue extending from
West Yakima Avenue to West "A" Street; a portion of alley
between Chicago Avenue and 15th Avenue North, extending from
West Yakima Avenue to West "A" Street and the east -west alley
north of West Yakima Avenue extending from the 15th Avenue
liorth to the alley east thereof.
The district to be assessed for this improvement includes all
of the lots in Block..272, Kert s Addition; Block 1, Pioneer
Addition; Block 93, Yakima; Blocks 420 and 430, J. D. Nicholst
:Capitol Heights Addition; and Lots 1 -6 inclusive, Biehn's
Addition; Lots 19 -24 inclusive, Washington Square, and Lots
4 -18 inclusive, Nob Hill Addition.

That it is its intention.to improve Maclaren Street from 23rd
Avenue South to 24th Avenue South, by grading, ballasting, surfacing and constructing
concrete curbs and gutters; all of said improvements to be constructed in full accord-
ance with the plans and specifications to be prepared by the City Engineer and filed
with the City Clerk.
The district to be served by and assessed for the above described
improvement is situate in Yakima County, Washington, and described as follows, to -wit:
Beginning at the intersection of Maclaren Street and 24th
Avenue South; ence �'ortherly along 24th Avenue South to a
point midway between Maclaren Street and Tieton Drive; thence
Easterly and parallel with Tieton Drive to 23rd Avenue South;
thence Southerly along 23rd Avenue South to a point 312 feet
South of the South line of Maclaren Street; thence Westerly
and parallel with Maclaren Street to 24th Avenue South; thence
Northerly along 24th Avenue South to the point of beginning.

RESOLUTION NO. 'C -965, WHEREAS, the City of Yakima is the owner of real property
situate in Yakima County, Washington, described as:
The South Half of the South Half of the Northeast Quarter of
the Northeast quarter of Section 35, Township 13 North,
mange 18,' E.W.M.
upon which premises there is a fruit orchard of apples and pears; and
WHEREAS, Jack A. Wise has offered to lease said orchard for a
five -year term; on the basis of 10% of the gross returns of all fruit grown thereon
to the 'City; and

I H-r 'REAS, it is for the best interests of the City of Yakima to
enter into a lease with said party upon said terms; now, therefore,
BE IT RESOLVED BY THE CITY CO11•g7I2SION OF THE (CITY OE" YAKIMA:
That the offer of the said Jack A. Wise to lease the above - described
premises for the period and at the rental therein mentioned, be and the same is hereby
accepted; and the Mayor and City Clerk are hereby authorized and directed to enter into
and execute with the said Jack A. Wise a lease of said premises in the usual form, for
the above - mentioned term, and for the above- mentioned consideration.
