The minutes of the regular meeting of Monday, February 26, 1951, were approved as read. Moved by Huey, seconded by Burns, that-this being the time for receiving bids on the sewer in Block 46, L.I.D. No. 713, the following were received: State Construction Co. $1,230.00; N. •'L. Kimball, $1,143.00, and J. M. DeBlasio.,. 4+849.00. The bid of J. M. DeBlasio in the sum of 1849.00 was accepted as the lowest and best bid., and the Mayor and City Clerk are hereby authorized to execute a contract on behalf of the City of Yakima for doing said works carried Burns, Carpenter and Huey voting aye on roll call. Moved by Huey, seconded by Carpenter, that this being the time for receiving bids for the construction of the:. Lincoln Heights sewer district, L.I.D. No. 714, the follovi ng were received: J. M. D.eBlasio, $6,195.00; State Construction Company, $6,218.35; N. L. Kimball, $4,651-00. The bid of N. L. Kimball in the sum of $4,651.00 was accepted as the lowest and best bid, and the Mayor and City 'Clerk authorized to enter into a con- tract on behalf of the City of Yakima for doing said work: carried Burns, Carpenter and Huey voting aye on roll call. Moved by Carpenter, seconded. by Huey, that upon opening bids for fire hose for use by the Fire Department, heretofore received on Monday, February 26, 1951, and after careful consideration, it was found that there were several low bids for hose, but these did not meet the 'specifications oP needs of the 'Fire Department. Therefore, it is deemed advisable, in the best interest of the City of Yakima, to reject all bids and purchase satisfactory hose on the open market: carried Burns, Carpenter and Huey voting aye on roll call. Moved by Huey, seconded by Burns, that this being the time for the hearing on Resolution No. C -956, providing for the construction of an irrigation district beginning at the intersection of 35th Avenue and Tieton Drive, etc., and there being objections by proper- ty owners in said district.against certain portions of land included in said district: It is ordered that the creation of a Local Improvement District be held in abeyance at this time: carried Burns, Carpenter and Huey voting aye on roll call. Moved by Burns, seconded by Carpenter, that the report of the Investment Committee for investments purchased during the month of February, 1951, is hereby approved as follows: City Commissioners Yakima, Washington Gentlemen: The following investments were purchased during the month of February: Cemetery Trust Yakima L.I.D. 695 - .Warrant 4740 Yakima L.I.D. 680 - Warrant 4739 Yakima L.I.D. 680 - Warrant 4742 F. 'C -958, BE IT RESOLVED BY THE CITY COMMISSION OF THE 'CITY OF YAKIMA., WASH.: That it is its intention to improve portions of 34th Avenue South, Rose Place, and 36th Avenue South, by grading, ballasting, surfacing and constructing concrete curbs and gutters; all of said improvements to be constructed in full accord- ance with the plans and specifications to be prepared by the City Engineer and filed with the City Clerk. The district to be served by and assessed for the above - described improvement.is situate in Yakima County, Washington, and described as follows, to =wit: The West Half of Lots 11 -20, inclusive, and 31 -402 inclusive, of Richards Half -Acre Homes (Unrec.); and Lots 3 -19, inclus- ive, and the East 102.7 feet of Lots 1, 2, 35 and 36 of Block 1, Lots 1 -11, inclusive, and 29 -37., inclusive, of Block 2, Lots 1 -6, inclusive, of Block 3, in Rose Place. All persons who may desire to object to said proposed improvement are hereby notified to appear and present such objections, if any, at a meeting of the City Commission to be held at its office in the 'City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10 o'clock A.M., on Monday, the 26th day of March, 1951; which time and place are hereby fixed for the hearing of all 'matters relating to said proposed improvement or objections thereto, and for determining the method of pay- ment for said improvement; and the City Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improvement. RESOLUTION N0. ,C -959, WHEREAS, the City of Yakima and the Yakima County Rural Library District are each maintaining and operating free public library facilities; and it is deemed to be for the best interests of the people of the City of Yakima to combine the assets and functions of the two libraries, into a Regional Library;.to the end that more efficient service and greater facilities will be available to the people of the City of Yakima; now, therefore, BE IT RESOLVED BY.THE C.ITY OF YA=A: That the proper officials of the City of Yakima be, and they are hereby authorized and directed to execute a contract with the Yakima County Rural Library District; for the formation of a Yakima Valley Regional Library;'according to the terms of the agreement hereto attached and by this reference made a part hereof. B -1225, confirming the assessment roll covering Local improvement Dist- rict No. 664 as created and established by Ordinance No. B -1009 of the Ordinances of the City of Yakima. Moved by Huey, seconded by Burns, that tiffs being the time for the hearing on the assessment r_oll.in L.I.D. No. 664, and there being insufficient protest against said district or any part thereof: It is ordered that Ordinance No. B -1225 confirming said assessment roll and every part thereof, be passed as read: carried Burns, Carpenter and Huey voting aye on roll call. ORDINANCE NO.'B -1226, confirming the assessment roll covering Local Improvement Dist- rict No. 711 as created and established by Ordinance No..B -1204 of the Ordinances of the City of Yakima. Moved by Carpenter, seconded by Huey, that this being the time for the hearing on the assessment roll in L.I.U.
