The minutes of the regular meeting of Monday, January-8, 1951, , were approved as read. Moved by Burns, seconded by Carpenter, that bids on gas, kerosene, etc., heretofore received on Monday, January 8, 1951, be awarded to the Associated Oil Company Regular Gas at .2001 and Ethyl at .2202; Kerosene at .185: carried Burns, Carpenter and Huey voting aye on roll call. Moved by Huey, seconded by Burns, that'the bid of William McCulloch, in the sum of $22,712.98, for the construction of Fire Station No. 3, on Summitview Avenue, be accepted as the lowest and best bid, and the City of Yakima authorized to enter into a contract for doing said work: carried Carpenter, Huey and Burns voting aye on roll call. Moved by Carpenter, seconded by Burns; that this being the time for receiving bids on a police car and Fire Department car;•the bid of Cormier Chevrolet .Company in the sum of $1,67.9.43 less trade -in of 1948 , Ford or total of 5.q"876.00 for Fire Department was accepted; the bid of Burrows Motor .Company,in the sum of $1,814.00 less trade -in of 1948 Ford or total of 4979.00 for Police Department was accepted, as the lowest and best bids: carried Burns, Carpenter and Huey voting aye on roll call. Moved by Huey, seconded by Carpenter, that this being the time for receiving bids on crushed rock for the Street Department for the year 1951, the bid of the Valley Cement Company, in the total sum of $6,240.00, be accepted as the lowest and :best bid: carried Burns, Carpenter and Huey voting aye on roll call. Moved by Burns, seconded by Carpenter, that Ordinance No. B -1213, providing for a Civilian Defense Administrator, be passed as read: carried Burns, Carpenter and FIuey voting aye on roll call. ORDINANCE NO. B -1213, providing for the expenditure of funds not provided for in the. 1951 budget; for the payment of salary for a Civilian Defense Administrator, the pur- chase of necessary materials, supplies, and equipment for civilian defense; and de- claring an emergency. RESOLUTION NO. C -949, BE IT RESOLVED BY THE CITY 'COMMISSION OF THE CITY OF YAKIMA, WASH: That it is its intention to construct an irrigation system to serve.the following de- scribed property situate in the City of Yakima, Yakima County, Washington, to -wit: Beginning at the intersection of Summitview Avenue and 35th Avenue North; thence Northerly along 35th Avenue North to Lincoln Avenue; thence Easterly along Lincoln Avenue to the right of way line of the Naches and Cowiche Canal; thence follomi ng said right of way line in a Southerly and Easterly direction to 28th Avenue North; thence Southerly along 28th Avenue north to Summitview Avenue; thence Westerly along Summitview Avenue to the point of beginning: said improvement to consist of the installation of necessary mains, laterals, service connections and other appurtenances for the purpose of delivering water for irrigation purposes to each lot within the proposed district described abode, and to be construct- ed in full accordance with the plans and specifications to be prepared by the +City Engineer and filed with the City Clerk. All persons who may desire to object to said proposed improve- ment-are hereby notified to appear and present such objection, if any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10 O'clock A.M., on Tuesday, the 13th day of February, 1951; which time and place are hereby fixed for the hearings of all matters relating to said proposed improvement or objections thereto, and for determin- ing the method of payment for said improvement;` and the. City 'Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improve- ment. The cost and expense of s aid improvement, including the cost of acquiring right of way easements, engineering, surveying, advertising, publication of notices, and all other expenses incident thereto, shall be borne by and assessed against all of the property legally and properly assessable therefor as provided by law and as above described; and the City Engineer is hereby directed to submit to the City Commission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted.
