The City ;Commission met in regular session, Mayor Buck and 'Commissioners Bishop and
Clark present on roll call.
The minutes of the regular meeting of Monday, October 11, 1948 were approved a;> read.
Moved by Clark, seconded by Buck that this being the time for the hearing on Resolution
No. 'C- 797, providing for the construction of curbs and gutters on IN. North Avenue, and
a petition of remonstrance being filed by property owners in said district; It; is
ordered that the hearing be postponed for one week: carried Buck, Bishop and ;Clark
voting aye on roll call.
Moved by Clark, seconded by Buck that the City Engineer having filed the Assessment
Rolls in L.I.D. Nos 621, 633, and 653 with the City Treasurer, said rolls are hereby
accepted and the 'City Clerk instructed to give notice of hearing on each assessment
roll by publication as required by law for Monday, November 15, 1948 at 10 :00 o'clock
A.P.2: carried Buck, Bishop and 'Clark ' voting aye on roll call.
Moved by Bishop, seconded by Buck that this being the time for receiving bids for 500
.feet of fire hose,, the bid of Munnell and Sherrill in the sum of $2.50 per foot; be
accepted as the lowest and best bid: carried Buck, Bishop and Clark voting aye on roll
call.
Moved by Ruck, seconded by Bishop that this being the time for the continued hearing on
the assessment roll in L.I.D. No. 605, created and established by Ordinance No. B -716,
and after due conbideration of the argument of counsel for objectors who have hereto-
fore filed their petition of remonstrance ; It is ordered that Ordinance No. 13 -927
confirming said assessment roll, and every part thereof be passed as read: carried
Buck, Bishop and Clark voting aye on roll call.
ORDINANCE NO. B -927, confirming the assessment roll covering Local Improvement; District
No. 605 as created and established by Ordinance No. B -716 of the Ordinances of the
City of Yakima.
Moved by Clark, seconded by Buck that this being the time for the hearing on the
assessment roll in L.I.D. No. 630 as created and established by Ordinance No. B -800
and it appearing that after'said hearing certain adjustments in said assessment; roll
should be made pr'Cor to its confirmation; It is ordered that Ordinance No. B -928 be
passed as read: carried Buck,Bishop and�Clark voting aye on roll call.

No. 630 as created and established by Ordinance No. B -800 of the Ordinances of the
City of Yakima.

ORDINANCE NO. B-292., confirming the assessment roll covering Local Impro vment District
No. 637 as created and established by Ordinance No. B -819 of the Ordinances of the
City of Yakima.
Moved by Bishop, seconded by Clark that this being the time for the hearing on the
assessment roll in L.I.D. No. 639, and there being no objections to said assessment
roll or any part thereof; It is ordered that Ordinance No. B -930 confirming said
assessment roll and every part thereof be passed as read: carried Buck, Bishop and
Clark voting aye on roll call.
ORDINANCE NO. B -930; confirming the assessment roll covering Local Improvement District
No. 639 as created and established by Ordinance No. B -829 of the Ordinances of the
City of Yakima.
Moved by Buck, seconded by Clark that this being the time for the hearing on the
assessment roll in L.I.D. No. 640, and there being no objections in writing or other-
wise to said roll or any part thereof; It is ordered that Ordinance No. B -931 con-
firming said assessment roll and every part thereof be passed as read: carried Buck,
Bishop and Clark'voting aye on roll call.
ORDINANCE NO. B -931, confirming the assessment roll covering Local Improvement District
No. 640 as created and established by Ordinance No. B -830. of the Ordinances of the
City of Yakima.

assessment roll in L.I.D. No. 642, and there being no objections in writing or other-
wise to said assessment roll or any part thereof; It is ordered that Ordinance No. B-
932 confirming said assessment roll, and every part thereof be passed as read :: carriec

ORDINANCE NO. B -932, confirming the assessment roll covering Local Improvement Distric
No. 642 as created and established by Ordinance No. B -835 of the Ordinances of the
City of Yakima.
Moved by Buck, seconded by Bishop that Ordinance No. B -933 relating to the organization,
management and operation of the Fire Department be passed as read: carried Buck,
Bishop and iClark voting aye on roll call.
ORDINANCE NO. B -933, relating to the organization, management and operation of the
Fire Department of the .City of Yakima, Washington, prescribing hours of labor and
fixing allowances for vacations.
RESOLUTION NO. 'C-801Y WHEREAS the Pacific Telephone and Telegraph Company, a corpora-
tion, did on October 5, 1948, file with the City .Clerk its duly _verified claim for
damages in the amount of $52.90, said damages arising out of the alleged negligence
of the agents and employees of the Water Department of the City of Yakima in damaging
certain underground cables belonging to the claimant in the course of their employment

in making certain excavations for the Water Department of the City of Yakima on Septem-
ber 8, 1948, and it appearing that it is for the best interests of the City of Yakima
to allow, pay and settle said claim.
NO`YV, THEREFORE_, BE IT RESOLVED BY THE CITY COMMISSION OF TNT 'CITY OF YAKIMA:
That the claim of the Pacific Telephone and Telegraph Company, a
corporation, for damages sustained by the negligent damage to one of their cables in
the City of Yakima by agents and employees of the Water Department of the (City of
Yakima on September 8, 1948, be allowed and settled by the payment to said claimant of
the sum of $52.90 and the City Treasurer -is hereby authorized and directed to draw a
warrant upon the proper fund of the City of Yakima in said amount to the order of said
claimant in full settlement of said claim.
ADOPTED BY THE CITY COMMISSION this 18th day of October, 1948.

The City !Commission met pursuant to adjournment, Mayor Buck and Commissioners Bishop
and Clark present on roll call.
Moved by Bishop, seconded by Clark that this being the time for receiving bids for
pipe, valves, fittings, hydrants and other material for the Water Department, the
following were received and tabulated, and upon recommendation of the Water Superintend-
ent, N. A. Gilman, awards were made as listed on said bids: carried Buck, Bishop and
Clark voting aye on roll call.

Gentlemen:
I hereby report that I have tabulated and checked the proposals received on
October 211 1948, for furnishing water pipe, fittings, valves, and other appurtenances
to be used in the improvement of the Municipal Water System and Irrigation Systems of
the City of Yakima, Washington.
Our specifications for these materials call for alternate proposals upon
'several kinds of pipe and various appurtenances, and the City reserves the right at
the time of awarding contracts to reject any and all bids, to reduce or increase the
amount or quantity of all items listed in the proposal, and to award separate contracts
to several bidders for the different items.
The following is a summary of my recommendation as to the awards of contracts.
In making these recommendations I have kept in mind the fact that the lowest price does
not always represent the best proposition. Other things being equal, the low price
should prevail, but When the cost of materials-offered vary as much as they do in this
bidding, all elements entering into their use and into the maintenance of the water
plant must be considered. After a careful re -check of the materials required, and after
considering the dates of delivery, types of material, expected service life and main-
tenance, I hereby recommend that contracts be awarded to the several bidders as follows:
