The City Commission met in regular session, Mayor Buck and 'Commissioners Bishop and
Clark present on roll call.
The minutes of the regular meeting of Monday, September 27, 1948, and adjourned meeting
thereof were approved as read.
Moved by Buck, seconded by Bishop that this being -the time for receiving bids on 500
feet of Fire Hose and Gas Masks for the Fire Dept. all bids received were rejected and
the 'City Clerk instructed to readvertise for the fire hose on Monday, . the 18th day of
October, 1948 at 10 :00 o'clock A.M: carried Buck, Bishop and Clark voting aye on roll
call.
Moved by Clark, seconded by Bishop that the report of the City Engineer of the comple-
tion of the Alley Paving in Block 1, Elliott Heights Addition, Block Three, Loma Vista
Addition and Block 333 'Capitol Addition; L.I.D. No. 647 is hereby deferred to a later
date: carried Buck, Bishop and Clark voting aye on roll call.
Moved by Buck, seconded by Clark that in compliance with Section 204 of the Uniform
Building ;Code the following members were appointed to the Board of Examiners and Appeals,
Leo S. Ross, Gilbert Moen, C.-E. crownover and G. D. Hall: carried Buck, Bishop and
Clark voting aye on roll call.
Moved by Clark, seconded by Buck that the City Engineer having reported the completion
of the Alley Paving in Block 170, Huson's -Addition; L.I.D. No. 653, by the contractor,
said work is hereby accepted and the City Engineer instructed to prepare an assessment
roll therefor: carried Buck, Bishop and C.Iark voting aye on roll call.
Moved by Bishop, seconded by Buck that the following investments purchased during the
month of September, 1948, by the Investment .Committee be approved as listed: carried
Buck, Bishop and Clark voting aye on roll call.

RESOLUTION NO. C-799, WHEREAS a petition has been filed with the City Clerk of the
City of Yakima for the submission to the electors of the City of Yakima of amendments
to the City 'Charter to the City of Yakima, Washington, Articles 2 and 3, providing for
the Government of said City under the Commission- Iv7anager Plan, fixing the effective
dates of said amendments and repealing Articles 2 and 3 of the .City Charter as same
now exists, and said petition has been duly examined by the City Clerk and certified to
the City Commission to have been signed by more than the required number of registered
and qualified electors of the City and said petition further requests that said amend-
ments be submitted to the electors of said-city at .a special election for their ratifi-
cation or rejection, and said petition and all proceedings thereon and in connection
therewith have been had in the manner provided by Article 4 of the City Charter; and
WHEREAS a petition has been filed with the City Clerk of the
City of Yakima for the submission to the electors of the City of Yakima of an ordinance
to be entitled as follows:
"ORDINANCE NO.
"AN ORDINANCE prohibiting the operation of pinball
or slot machines and /or other mechanical 'devises
of a similar nature in places within the (City of
Yakima, Washington, upon or accessable to the public
or in places frequented by minors or into which
minors are permitted to enter; providing a penalty
for violation, fixing a time at which this ordinance

shall become effective and repealing all ordinances
or parts of ordinances in conflict herewith"
and said petition has been duly examined by theCity Clerk and certificate to the 'City
Commission to have been signed by more than the required-number of registered and qual-
ified electors of the City and said petition further requests that said Ordinance be
submitted to the electors of said City at a special election for their .ratification
or rejection, and said petition and all proceedings thereon and in connection therewith
have been had in the manner provided by Article 4 of the City Charter; and
WHEREAS the .City Commission of the City of Yakima has duly passed
Ordinance No. B -922 of the City of` Yakima entitled;
"Aid ORDINANCE repealing Ordinance No. A -403 entitled;
"An Ordinance relating to the organization,
management. and operation of the Fire Depart-
ment of the City of Yakima, Washington"
and Section 2 of said Ordinance provides that the Ordinance shall be submitted to the
electors of the City of Yakima at a special election and shall become effective upon
its being approved by a majority of the electors voting thereon at said election; and
WHEREAS the City Commission is of the opinion and hereby declares
that an emergency exists requiring said charter amendment, said initiative ordinance
and said referendum ordinance above mentioned to be submitted to and voted upon by
the electors of-the City of Yakima at a special election to be held in conjunction
with the State General Election November 2, 1948,
NOV'-I., THEREFORE., BE IT RESOLVED BY THE CITY COPWISSION OF THE
CITY OF YAKIMA t
Section 1. That an emergency exists requiring the call of a
special election for the purpose of submitting to the electors of the 'City of Yakima
for their approval (1) the proposed charter amendment providing for the Government of
the City under the Co:emission- Manager Plan; (2) the proposed ordinance prohibiting-
pinball
and slot machines in places open to the public and to, minors; (3) said ordi-
nance No. B -922 and said election is hereby called to be Yield in the City of Yakima
on November 2, 1948, in conjunction with and at the same time as the State General
Election.
Section 2. The County Auditor of Yakima County, Washington, as
Supervisor of Elections is hereby requested to likewise find the existence of an emer-
gency and in conjunction with the City to cause a special election to be held on said
November 2, 1948; for the purpose of submitting the propositions mentioned in Section 1
to the qualified electors of the City and to give notice thereof in conjunction with
the City of Yakima. That the precincts, polling places and election officials for this
special election shall be the same as the precincts, polling places and election offi-
cials within the- City of Yakima for the State General Election to be held on the same
day and that the polls on such day shall be open from 8:00 o'clock A.M. to 8;00 o'clock
P.M.
That the said County Auditor as Supervisor of Elections and the
officers of the City of Yakima are requested and directed to do all things necessary
in connection with such election; trat a copy of said notice of election shall be
published at each polling place in the City of Yakima at least-fifteen days prior to
the election and -that the first publication of said notice shall be had at least fif-
teen days prior to the date of said election.
Section 3. That the ballot titles of said propositions to be
submitted to the electors, the instructions to voters and the form of the ballot to be
used at such special election on November 2, 1948, shall be substantially in the
following form:

words following said square. Each proposition must be voted
upon separately.

Moved by Bishop, seconded by Buck that the budget for the ensuing year was presented
and hearing on same to remain open for five days for examination of tax payers: carried
Buck, Bishop and Clark voting aye on roll call.
Moved by Buck, seconded by Bishop that we do now adjourn to meet Friday, October 8, 1948
at 2 :00 o'clock P.M: carried Buck, Bishop and Clark voting aye on roll call.
ADJOURNED MEETING, FRIDAY, OCTOBER 8, 1948
The Commission met in pursuance :to adjournment'-in the. matter of the adoption of the
budget -as heretofore proposed amd.no protests having been received, a general discussion
ensued as to the budget, and Buck raised the matter of the need for a Mead Avenue trunk
sewer, and suggested that an item for same be included in the budget. The other two
commissioners felt it would be better to leave any such expense unbudgeted and the con-
struction of the sewer could be financed without incorporating it in the budget, when
the sewer was found to be necessary.
Bishop thereupon moved the adoption of the budget, seconded by
Clark. On voting Bishop and Buck voted "Aye", Clark voted "No'!
Moved by Buck, seconded by Bishop that we do now adjourn: carried Buck, Bishop and
Clark voting aye on roll call.
