The City 'Commission met in regular session, Mayor Buck and Commissioner !Clark present
on roll call. Bishop absent. -
The minutes of the regular meeting of June 28, 1948 and adjourned meeting thereof be
approved as read.
Moved by Clark, seconded by Buck that an emergency ordinance authorizing the purchase of
a "paddy wagon" for the Police Department in the sum of $1650.00 plus Washington State
Sales Tax , be introduced and read and "laid on the table for one week: carried Buck
and Clark voting aye on roll call. Bishop absent.
Moved by Buck, seconded by Clark that the continued hearing on Resolution No. C -786
for resurfacing Naches Avenue, came on for hearing and a petition protesting against the
construction of said improvement at this time by 50.68 per cent of the property owners
being filed: It is ordered that said work be abandoned: carried Buck and Clark voting
aye on roll call. Bishop absent.
Moved by Buck, seconded by Clark that the continued hearing on Resolution No. C -787,
providing for the resurfacing of 11th Avenue, came on for hearing and was continued to
give the property owners additional time for circulating a petition to widen the street:
carried Buck and iClark voting aye on roll call. Bishop absent.
Moved by 'Clark, seconded by Buck that this being the time for receiving bids for the
construction of a sewer system, known as the "Fruitvale System ", L.I.D. No. 648, the
following bids were received: State Construction Co., in the sum of 443,790.99 and
Gallagher and Brandt in the sum of $45,694.10; the bid of State .Construction Co. was
accepted as the lowest and best bid: carried Buck and Clark voting aye on roll call.

Moved by Clark, seconded by Buck that this being the time for receiving bids for the
construction of a sewer known as the "Englewood Sewer District ",.L.I.D. No. 649; the
following were received: State 'Construction Co. 441,554.64; Gallagher and Brandt
$28,238.96 and J. M. DeBlasio $28,087.47; the bid of J. M. DeBlasio was accepted as the
lowest and best bid: carried Buck and Clark voting aye on roll call. Bishop absent.
Moved by Buck, seconded by Clark that the City Engineer having reported the completion
of the construction of the sewer system in L.I.D. No. 633, being the Summitview Ave.
Storm Sewer; said work is hereby accepted and the City Engineer instructed to prepare
an assessment for said district: carried Buck and Clark Voting aye on roll call.

Moved by Buck, seconded by :Clark that the City Engineer having reported the completion
of the contract in L.I.D. No. 640, said work is hereby accepted: carried Buck and 'Clark
voting aye on roll call. Bishop absent.
Moved by-Clark, seconded by Buck that the 'City Engineer having-filed his report on the
completion of the irrigation system in L.I.D. No. 616, said work,is hereby accepted
and the City Engineer instructed to prepare an assessment roll for said district:
carried Buck and Clark voting aye on roll call. Bishop absent.
Moved by Buck, seconded by Clark that the City Engineer having filed his report certi-
fying that the following Local Improvement Districts have been completed,.all are
ready for acceptance. Queen Ave. Curb and Gutter District, L.I.D.•No. 640; DeAtley
Park) Curb and Gutter District, L.I.D. No. 629; South Grandview-Avenue 'Curb and Gutter,
L.I.D. No. 636; Summitview Avenue Storm Sewer, L.I.D. No. 633 and South Grandview
resurfacing, L.I.D. No. 643; It is ordered that said acceptance be deferred for addi-
tional inspection : carri-ed Buck and Clark voting aye on roll, call... Bishop absent.
Moved by,Clark, seconded by Buck that this being the time for the hearing on the assess-
ment rolls in L.I.D..No}s 612, 622, 624, 618 and 644 and there being no objections in
writing or otherwise to said assessment rolls or any part thereof; It is ordered that
the following ordinances confirming said rolls and every part thereof be approved as
read: carried Buck and Clark voting aye on roll call. Bishop absent.
ORDINANCE NO. B -890, confirming the assessment roll covering Local Improvement District
No. 612 as created and established by Ordinance No. B -757 of the Ordinances of the City
of Yakima.

Buck and Clark voting aye on roll calla Bishop absent.
ORDINANCE NO. B -891, confirming the assessment roll covering Local Improvement District
No. 622 as created and established by Ordinance No. B -776 of the Ordinances of the City
of Yakimap

ORDINANCE NO. 8 -892, confirming the assessment roll covering Local Improvement District
No. 624 as created and established by Ordinance No. B -780 of the Ordinances of the City
of Yakima.

ORDINANCE N0. B -893, confirming the assessment roll covering Local Improvement District
No. 618 as created and established by Ordinance No. B -769 of the Ordinances of the City
of Yakima.

ORDINANCE NO. B -894, confirming the assessment roll covering Local Improvement District
No. 644 as created and established by Ordinance No. B -862 of the Ordinances of the City
of Yakima, Washington.

Moved by Clark, seconded by Buck that Ordinance No. B -894 be passed as read: carried\
Buck and Clark voting aye on roll call. Bishop absent.
RESOLUTION NO. C -1792L WHEREAS, there has been included in the budget for the City of
Yakima for the year 1948 items sufficient to authorize the construction of a 12 -inch
sewer line as hereinafter set forth.
AND WHEREAS, an emergency exists in that existing sewer line is
not of sufficient capacity to meet requirements in the northeasterly section of the
city; and the immediate construction of an additional sewer is necessary for the safety
and welfare of the City of Yakima; and the delay which would ensue in connection with
advertising for such work would seriously endanger the health of the community;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY !COMMISSION OF
Yakima, Washington, that an emergency exists with reference to said construction and.
the City Engineer be and is hereby authorized to enter into a contract on behalf of the
City with Ed�.Carroll for the construction of a 12 -inch sewer line on East G Street in
Yakima, Washington together with the necessary pipe, backfill and manhole, the said
sewer line to run from the alley immediately west of 7th Street to the alley immediate-
ly east of 7th Street. The total cost of said work shall not exceed $1500.00; and the
said contract may be entered into without advertising for bids.
ADOPTED BY THE `CITY COMMISSION, signed and approved this 12th
day of July, 1948.
