The City Commission met in regular session, Mayor Alderson, Commissioners Schutt and
Mathews and City Attorney Hawkins present on.roll call.
The minutes of the regular meeting of May 21.. 1958 were approved as read.
This being the time for the hearing on the petition filed by R. 0. Lutz praying for the
annexation of certain property beginning at the intersection of the south line of the
north one -half of the Northeast 174 of Section 13, Township 13 North, Range 18, E.W.M.,
with the centerline of North First Street, thence north along the center line of North
First Street to theeenterline of "N" Street; thence east along the centerline of "N"
Street 170 feet; thence North parallel with North First Street to a point twenty five fe
t
north of Lot 14 Phillips Suburban Tracts, according to the official plat thereof record-
ed in the office of the Auditor of Yakima County, Washington; thence west to the east
line of North First Street; thence north to the north line of Section 13, Township 13
North, Range 18, E.W.M.; thence west along said section line.to the right of way line
of the Northern Pacific Railway Co.; thence southeasterly along said R.O.W. line to the
south line of the north on -half of the Northwest 1/4 of said Section 13, thence east to
the point of beginning and there being no protests in writing or otherwise to said
action, it was MOVED by Mathews, seconded by Schutt that Ordimnce No. B -2169 annexing
said property to the City of Yakima, be passed as read: carried, Alderson, Schutt
and Mathews voting aye on roll call.
ORDINANCE NO. B -21691 AN ORDINANCE providing for the annexation by the City of Yakima,
Washington, of certain property contiguous to the City of Yakima, Washington.
Moved by Mathews, seconded by Schutt that Ordinance No. B -2170 zoning the property
annexed by Ordinance No. B -2169 be passed as read: carried, Alderson, Schutt and
Mathews votir_g'aye on roll call.
ORDINANCE NO. B_21702 AN ORDINANCE zoning certain property situate in the City of
Yakima, County of Yakima, Washington and declaring an emergency.
Moved by Mathews, seconded by Schutt that Ordinance No. B -2171 prescribing rules and
regulations for the prevention of fire in connection with the handling, storage,
manufacture and use of flammable oils and hazardous materials and amending Ordinance
No. B -808 known as the Fire Code, be passed as read: carried, Alderson, Schutt and
Mathews voting aye on roll call.
ORDINANCE NO. B -2171, AN ORDINANCE 'prescribing regulations for prevention and protec-
tion from fire; regulating the use, storage, kkeepingp manufacture and transportation
of combu2tible substances, flammable oils and hazardous materials and processes in the
City of Yakima; providing for permits and the inspection of premises; providing penalties
for the violations thereof; and amending Ordinance B -808.
Moved by Mathews,'seconded by Schutt that Ordinance No. B -2172 relating to installation
and servicing of heating appliances and amending Ordinance No. B -1884 and B -2118, be
passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -21721 AN ORDINANCE relating to and regulating the sale, installation
and servicing of heating appliances in the City of Yakima; providing for the enforcement
thereof; prescribing penalties for violation thereof; and amending Ordinances No. B -1884
and B -2118.
Moved by Mathews, seconded by Alderson that Ordinance No. B -2173 amending Ordinane No.
B -1846 providing for permits issued by the Fire Marshal for the installation maintenance
or use of gas appliances and piping, be passed as read: carried, Alderson, Schutt and
Mathews voting aye on roll call.
ORDINANCE NO. B -21731 AN ORDINANCE requiring permits issued by the Fire Marshal•forthe
installation, maintenance or use of gas appliances and piping; providing for the in-
spection thereof; prescribing penalties for the violation thereof, and amending
Ordinance No. B -1846.
Moved by Schutt, seconded by Mathews that Ordinance No. B -2174 providing for a license
for the delivery of gasoline and oil to the Yakima Municipal Airport and fixing rental
charges for the purpose of delivering oil and gasoline to the Airport and repealing
Ordinances No. B -804 and B- 1365', be passed as read: carried, Alderson, Schutt and
Mathews voting aye on roll call.
ORDINANCE NO. B -21742 AN ORDINANCE providing for a license for the delivery of gasoline
and oil to the Yakima Municipal Airport, and fixing rental charges for the purpose of
delivering oil and gasoline to the Municipal Airport, defining offenses and providing
penalties, repealing Ordinance Nos B -804 and B -1365, and declaring an emergency.
The City Engineer reporting the completion by the contractor of the construction of the
24th Avenue South. Irrigation District., being L.I.D. No. 861, it was MOVED by Mathews,
seconded by Schutt that the work be accepted and the City Engineer be instructed to
prepare the assessment roll for said district and the City Clerk be and is hereby
authorized to give notice of hearirg on said assessment roll for the hour of 10 o1clock
a.m. on Wednesday the 18th day of June, 1958: carried, Alderson, Schutt and Mathews
voting aye on roll call.
Moved by Mathews, seconded by Alderson that Ordinance No. B -2175 being the Subdivision
Standards and Regulation ordinance for the City of Yakima, be passed as read: carried
Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -21752 AN ORDINANCE providing rules and regulations for the municipal
approval of plats, subdivisions or dedications; prescribing standards for the design,
layout, and development thereof; providing providing procedure for municipal approval
or disapproval thereof; providing for the granting of variations and exceptions thereto
to be known as the Subdivision Ordinance "; providing a penalty for the violation thereof
and repealing all other ordinances in conflict herewith.
Moved by Mathews, seconded by Alderson that.we do now adjourn to meet again at the
hour of 3 o'clock p.m. on Thursday, the 29th day of May, 1958: carried, Alderson,

Moved by Schutt, seconded by Mathews that Resolution No. C -1594 authorizing Department
heads to approve claim vouchers in accordance with the State Statute, be passed as read:
carried, Alderson, Schutt and Mathews voting aye on roll call.
RESOLUTION NO. C -1594, A RESOLUTION authorizing Department heads to approve claim vouc
ers in accordance with R.C.W. 42.24.010.
WHEREAS, R.C- W.42.24.010 contemplates that the responsible
officers of the city execute claim vouchers and
WHEREAS, it is in the public interest that the heads of depart-
ments have control of and responsibility for the expenditures by their particular depari
ments, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
Section 1. In accordance with R.C.W. 42.24.010 and in accordant
with ordinances Nos. A -1194 and B -1984, effective June 1, 1958, the responsible person
in the various departments of the City of Yakima be and they are hereby authorized
and directed to approve warrants for claims in connection with the operation of their
respective departments.
Section 2. The person responsible in such department is hereby
designated to be either the department head or such individual within the department as
may be designated by the department head.
Section 3. Notheing herein contained shall prevent or prohibit
perusal or review by any commissioner prior or subsequent to the issuance of warrants
nor shall anything herein contained prevent approval of such warrants by the commission-
ers or either of them.

Mayor Alderson recommended the-appointment of Fir. Kenneth Hawkins as the City Attorney
on the same basis as before.
Moved by Mathews, seconded by Alderson that we do now adjourn to meet again in regular
session.at the hour of 10 o'clock a.m.on Wednesday the 4th day of June, 1958: carried
Alderson and Mathews voting aye on roll call. Schutt not voting.
