HomeMy WebLinkAbout03/16/1960 Business Meeting1 1 1 1 MARCH 16, 1960 The City Council met in regular session, Assistant Mayor Robinson presiding, Councilmen Barber, Burns, Coombs, Larson and Oliver,_City Manager Allison and City Attorney Arntson present on roll call. Mayor Bostic absent. The invocation was given by Councilman Barber. Minutes of the regular meeting of March 9, 1960 were approved as read. The Planning Commission having denied the request of Gottlieb Hein and. others for the rezone of certain property situated on Mead Avenue between South 3rd Avenue and South 4th Avenue and Mr. Hein having duly filed an appeal from said recommendation of the Planning Commission and having been heard by the City Council on said appeal at a reg- ular meeting on February 3, 1960 and the City Council having passed and approved a resolution, being Resolution No. D -9 7,at this same .meeting,granting the appeal of said petitioner•and referring this matter of rezone back to the Planning Commission with a request to make further report to the City Council.within 40 days, and the alotted time now having run out and no further report having been submitted by said Planning Commission, it was MOVED by Coombs, seconded by Barber that Ordinance No. 96 providing for the rezoning of said property from R -2 to B -2, be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent. ORDINANCE NO. 962 AN ORDINANCE rezoning property at Mead Avenue between South 3rd Avenue and South 4th Avenue from R -2 to B -2. In accordance with action taken by the City Council on the 9th day of March, 1960, it was MOVED by Burns, seconded by Larson that Ordinance No. 97 accepting the recommenda- tion of the Planning Commission for the rezone of .certain property situated in the vicinity of Lincoln Avenue and North 16th Avenue as requested by Henry Decoto and other on Petition No. 29: and duly filed on January 26, 1960, be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent. ORDINANCE NO. 97, AN ORDINANCE accepting the recommendation of the Planning Commission for the rezone of certain property located in the vicinity of Lincoln Avenue and North 16th Avenue. Moved by Coombs, seconded by Barber that Petition No. 32 as duly filed March 10, 1960 by John Minaglia and others, requesting the rezone of property situated at the NE corner of Nob Hill Blvd. and South 28th Avenue from R -2 to R -3 for the purpose of con- structing a. bowling alley together with associated business, be referred to the Planning Commission for consideration and recommendation: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote. Bostic .absent. Moved by Larson, seconded by Burns that Petition No. 33 as duly filed March 14, 196o. by M. P. Yoerger and others requesting the rezone of'certain property at 1010 South Broadway between Broadway and 4th Avenue from R -2 to B -2 for the purpose of enlarging the Southgate Shopping Center, be referred to the .Planning Commission for recommendatior carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote. Bostic absent. Moved by Barber, seconded by Coombs that Petition No. 34 as duly filed March 15, 1960 by F. F. Harmon and others, petitioning for the organization of a local improvement district for the construction of curb, gutter and surfacing on Plath Avenue.from 18th Avenue to 20th Avenue South, be referred to the-City Manager for study and report: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote. Bostic absent. Moved by Burns, seconded by Oliver that Ordinance No. 98 fixing the time of delinquency and prescribing the form of bonds for L.I.D. No. 872, being the Plath and Meade Avenue Water and Sewer District, be passed as -read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent. ORDINANCE NO. 98, AN ORDINANCE fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 872, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. /Moved by Oliver, seconded by Coombs that Resolution No. D -109 providing that Personnel Director, Martin A. Friedline, Jr. shall become a member of Statewide City Employees Retirement System immediately, be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent. RESOLUTION NO. D -109 WHEREAS, Martin A. Friedline, Jr. was formerly employed by the State of Washington Employment Security Department and was under the State Employees Retirement System, and he recently left said employment and became employed by the City of Yakima as Personnel Director,,and he desires immediately to come under the Statewide City Employees Retirement system, now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the City of Yakima hereby consents and agrees that said Martin A. Friedline, Jr., as an employee of said City, shall be covered under the State- wide City Employees Retirement System commencing as of the date of his employment by said City pursuant to the existing agreement between said City and the Statewide City Employees Retirement System. D -110, A RESOLUTION authorizing the sale of the East 112 of Lot: 16, Edwards Addition to North Yakima, now Yaki:::a, WHEREAS, the City of Yakima is the owner of the hereinafter de- scribed real property situated in Yakima; Yakima County, Washington, by reason of a deed therefor issued by the City Treasurer of the City of Yakima to said City of Yakima on sale of said property for .delinquent assessments, and WHEREAS, the said real pro erty has been duly appraised by a licensed appraiser as having a having a value of 1250.00, and WHEREAS, an offer has been received by the City of Yakima from Joel E. Ethridge and Nellie B. Ethridge,to purchase said real property for the appraised value thereof, to -wit: the sum of $250.00, and it appears to be in the best interests of the people of the City of Yakima to sell said premises to the said Joel E. Ethridge and Nellie B. Ethridge for said sum, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. That the Mayor and City Clerk are hereby authorized and directed to execute a Quit Claim Deed conveying the following described real propert situated in the City of Yakima, Yakima County, Washington, to -wit: The East 1/2 of Lot 16, Edwards Addition to North Yakima, now Yakima, according to the official plat thereof now on file in the office of the Auditor of Yakima County, Washington. to Joel E. Ethridge and Nellie B. , Ethridge for the sum of $250.00, and upon receipt of said amount-in cash, to deliver said Quit Claim Deed to the said Joel E. Ethridge and Nellie B. Ethridge. ATTEST: J. A. Bostic abs�nt. RESOLUTION NO. D -1110 A RESOLUTION adopting and approving the Operation Plan for Civil Defense of the City of Yakirria. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: . That the Operation Plan for Civil Defense of the City of Yakima, attached hereto and by this reference made a part hereof, is hereby approved and adopted as the Official Operation Plan for Civil Defense for the City. Mayor pro tem The City Council together with the City Clerk having sat as a canvassing Board„ the Clerk of the Council read the certificate and canvass of returns of the City General Election held in the City of Yakirr,.a, Washington on the 8th day of-March, 1960, certifing that a total of 8,834 votes were cast and further certifying the number of votes cast for each individual person and proposition appearing on the General Election Ballot. Moved by Larson, seconded by Barber that said report of the canvassing board be approved as read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote, Bostic absent. City Manager Allison informing the Council that the 1960 Annual Statewide Convention of the Association. of Washington Cities is to be held in Wenatchee on May 11th, 123h, and 13th and requesting that certain employees-be allowed to attend with expenses paid, it was MOVED by Burns, seconded by Coombs that the City Manager, City Clerk, Director of Finance, City Treasurer and the City Attorney and members of the Council be all-owed to attend that the City Engineer and members of his staff chosen by the City Manager be allowed to attend the annual Public Works Convention at this same time and place, all with expenses paid: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote. Bostic absent. There being no further business to come before the Council, it. was MOVED by Lai-son, seconded by Oliver that we do now adjourn at the hour of 4:25 P.M.:- carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote.
