The City Council met in regular session, Assistant Mayor Robinson presiding. Councilmen
Barber, Coombs, Larson and Oliver and City Manager Allison present on roll Call.
Councilmen Bostic and Burns absent. City Attorney Arntson absent and in Court on the
A. J. Myers rezone case.
Invocation was given by Councilman Larson.
Minutes of the regular meeting of March 2, 1960 were approved as read.
A petition, being petition No. 29, having been duly filed by Henry Decoto and others
on January 26, 1960, requesting the rezone of certain property located on the Southwest
corner of North 16th Avenue and Lincoln Avenue from B -2 and R -3 to B -3 zone and the
Planning Commission now recommending that said request be granted, it was MOVED by
Barber, seconded by Coombs, that the Council concur with the Planning Commission and the
City Attorney be and is hereby instructed to prepare the necessary ordinance accepting
said recommendation: carried, Barber, Coombs, Larson, Oliver and Robinson voting aye by
voice vote. Bostic and Burns absent.
Certain property owners in L.I.D. No. 872 having paid water connection charges in lieu .
of local improvement assessment's and now bang included in said local improvement
district and being entitled to have said deposits credited on their respective assess-
ments under said district, it was MOVED by Coombs, seconded by Larson that Ordinance No.
95 transferring the sum of $404.44 to-,L.I..D.'.No,.:872 from the Special Deposit Fund in
Lieu of L.I.D. Assessments as created by Ordinance No. B -2302, be passed as read:
carried, Barber, Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic
and Burns absent.
ORDINANCE NO. 95, AN ORDINANCE transferring the sum of $404.44 from the Special
Deposit Fund in Lieu of L.I.D. Assessments to Local Improvement District No. 872, and
declarirg an emergency.
Manager Allison read a letter from the Federal Aviation Agency stating that the
Administrator has allocated $25,362.00 under the terms of the Federal Airport act for
further expansion and improvement of the Yakima Municipal Airport, and setting forth
the conditiors and instructions as to the filing of an application for Government funds
for the improvement of aprons and stand -by lighting at said airport inorder that a
Grant Agreement may be entered into shortly after July 1, 1960. The Council agreed that
the City Manager and his staff should proceed with plans and the application in order to
meet this deadline. No formal action was taken on this matter.
Manager Allison reported on the progress of the construction of the wells at the Airport
and Kiwanis Park, relating some of the problems encountered and methods used to overcome
them.
Councilman Oliver asking for a progress report on the Washington Avenue matter, Manager
Allison advised the Council that he was not prepared to make a recommendation but dis-
cussed the possibilities and merit of putting the highway around the Airport runway and
showed the location of such a highway by placing: an engineers tracing on an aerial
photograph of the area.
Mr. Ed Morrissey, Chairman for Special Events for the Diamond Jubilee to be held in
Yakima June 19 to 26, 1960, being present,-described a mall being planned, depicting
Yakima as it was 75 years ago and as it will be in the future and asked for the help of
the City Engineer, Planning Director, and any others interested. The Council in-
dicated that Mr. Morrissey should work through Manager Allison on this .matter.
Other matters discussed but no formal action taken were Civil Defense, Urban renewal,
Insurance for City Employees, Amendments to Zoning Ordinance; and replacement of wooden
mains inside the City limits of Yakima. .
Manager Allison reminded the Council that. all persons wishing to make improvements by
forming local improvement districts, should get their peititons for said improvements
in as soon as possible.
There being no further business to come before the Council, it was MOVED by Larson,
seconded by Barber that we do now adjourn at the hour of 3:55 P.M.
