The City Council met in regular session, Assistant Mayor Robinson presiding, Councilman
Barber, Burns, Coombs, Larson and Oliver, City Manager Allison and City Attorney
Arntson present on roll call. Mayor Bostic absent. '
Invocation was given by Councilman Oliver.
The minutes of the regular meeting of February 24, 1960 were approved as read.
An ordinance appropriating the sum of $16,171.21 for the purpose of paying drainage
improvement assessment in Drainage District No. 48 as on. record in the County Treasurer',
Office, said improvement being located in the Uplands, having been read in itt °,entirety
at the regular meeting of the Council on the 24th day of February, 1960 and laid -on the
table for one week and now having been read by title only, it was MOVED by Larson, seconc
ed by Barber that Ordinance No. 93 providing for said appropriation, be passed as read:

ORDINANCE NO. 93, AN ORDINANCE appropriating the sum of $16,171,21 to Account 7 -62,
Taxes - County of the Maintenance and Operation Classification for 15 - Statutory &
General, and declaring an emergency..
Moved by Coombs, seconded by Burns that Resolution No. D -105 authorizing the execution
of an agreement with Boise - Cascade Lumber Company for the construction of a water line,
be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting
aye on roll call. Bostic absent.
RESOLUTION NO. D -1052 A RESOLUTION authorizing the City Manager and City Clerk to ex-
ecute an agreement with Boise- Cascade Lumber Co., an incorporation, for the construction
of a water line.
WHEREAS, Boise - Cascade Lumber Co., is desirous of being furnished
with City water in connection with the operation of its mill, the same being outside the
corporate limits of the City and it is willing to'pay for the construction and installa-
tion of the water main necessary to carry said water, and
WHEREAS, it is deemed in the best interests of the people of the
City of Yakima to enter into such contract and to perform such construction, now,
therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the City Manager and City Clerk of the City of Yakima
authorized and directed to enter into a contract, a copy of which is hereto attached
and by this reference made a part hereof, with Boise - Cascade Lumber Co. for the construc.
tion and installation of a 12" cast iron water line, together with the necessary
appurtenances on Naches Avenue from "H" Street to "I" Street, thence East along "I"
Street to North 6th Street, thence North along North 6th Street to Erickson Lane, the
cost of said construction to be paid by Boise- Cascade Lumber Co.

of a maintenance agreement for the neon "Welcome to Yakima" sign at the Yakima,Municipal

RESOLUTION NO. D -106, A RESOLUTION authorizing the City Manager and City Clerk to enter
into a maintenance agreement for the neon "Welcome to Yakima" sign at the Yakima
Municipal Airport.
WHEREAS, a :single -face neon : "Welcome to Yakima" sign has been in-
stalled at the Yakimm Municipal Airport by Valley Neon Company bf Yakima, Washington,
and
WHEREAS, it is necessary that an agreement be entered into with
said,Valley Neon Company for the maintenance of said sign for a period of 36 months,
and it is in the best interests of the people of the City of Yakima, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Sectional. That the City Manager and City Clerk of the City of
Yakima are hereby authorized and directed to enter into a maintenance agreement with
Valley Neon Company for the maintenance of the "Welcome to Yakima "' sign installed at
the Yakima Municipal Airport for the sum of $5.20 per month; including tax, a, copy of
which agreement is hereto attached and by this reference made a part hereof._

In accordance with action taken by the Council at their regular meeting on the 24th
day of February, it was MOVED by Burns, seconded by Barber that Ordinance No. 94 accept-
ing th.e recommendation of the Planning Commission for the rezone of certain property
located on Lincoln Avenue as set forth in petition No. 26 and duly filed by Russell 0.
Price and others, be passed as read: carried, Barber, Barber, Burns, Coombs, Larson,
Oliver and Robinson voting aye on roll call. Bostic absent.
ORDINANCE NO- 94, AlV`° ORDINANCE accepting the recommendation of the Planning Commission
for the rezone of certain property located in Lincoln Avenue.
Moved by Oliver,- seconded by Coombs that Resolution No. D -107 relating to the Greater
Yakima Diamond Jubilee celebration to be held June 19 to June 26, 1960 and directing

RESOLUTION NO. D -107, A RESOLUTION relation to the Greater Yakima Diamond Jubilee.
WHEREAS, this year marks the seventy -fifth anniversary of the
founding of the City of Yakima, and
WHEREAS, a Citizens' Committee has been formed under the name of
Greater Yakima Diamond Jubilee, Inc. for the formulation of the plans for celebrating
said anniversary, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. That the week of June 19 to June 26 inclusive :1960,
is hereby designated as the week for the celebration of the Greater Yakima Diamond
Jubilee.
Section 2. That the City of,.Yakima will, during the period of
celebration, render all such assistance as may be legally possible to Greater Yakima
Diamond Jubilee, Inc., the Citizens' Committee formed for the planning and-direction
of said celebration, to the end that no unauthorized persons may be allowed to sell
booklets or novelties connected with such celebration in public places.

The lity Engineer reporting the following estimate for payment for work performed on
City projects during the month of February: N. L. Kimball, Mead, Jerome, Fairbanks &
Cherry Ave. Sanitary Sewer Repair, $737.07 and further reporting that this project is
completed. MOVED by Barber, seconded by Larson that said estimate be paid: carried,

The Junior Chamber of Commerce having asked for time on this agenda to report on their
Civic Project of covering the Ditches in the City of Yakima and Peter J. Byrnes, Chairman

for said activity being present, explained how they have organized a non - profit
organization to carry on the money making activities,both outside and inside the city
limits of Yakima, for this project. He further explained that the group is contacting
the ditch companies and others who own said open ditches, all service clubs and en-
couraging the youth groups to participate in this project, and is also publicicizing the
matter on Radio!; TV, and in the newspaper. Members of the Council encouraged Mr. Byrnes
in proceeding with this project. No formal action was taken by the Council on this
matter.
Moved by Barber, seconded by Oliver that Resolution No. D -108 authorizing the purchase
of certain property from Garret Anderson for the sum of $900.00, said property needed
for a right of way in the construction of additions to the Irrigation System of the
City of Yakima and the installation of an equalizing reservoir, be passed as read:
carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call.

RESOLUTION NO. D -1081 A RESOLUTION authorizing the City Manager to purchase property
for the Irrigation System.
WHEREAS, it is necessary in connection with the construction of
additions to the Irrigation System of the City of Yakima and the installation of an
,equalizing reservoir to obtain additional right of way, and
WHEREAS, the property required has been duly appraised and the
price demanded by the owner, to -wit: Garret Anderson, is not out of line with such
appraisal, now, therefore.,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. That the City Manager is hereby authorized and
directed for an on behalf of the City of Yakima to purchase the following described
real property situated in Yakima, Yakima.County, Washington, to -wit:
The East 20 feet of the following described property:
That part of the E 2 of the NW4 of the NW 4 of Section 23,
Township 13 North, Range 18, E.W.M. lying Southerly of the P.P.&
L. Company's Canal and Easterly of an extension of the West
line of North 29th Avenue. Except the West 180 feet of the
East 200 feet.

Manager Allison 'reported the following bids received and considered by a bid board on
February 25, 1960, for the purchase and rental of street sweepers:
Feenaughty Machinery Co.
Wayne, Model 1 -460 $9832.00 each
Wayne, Model 500 $11,197.00 each
Trade -in allowance on two sweepers $3600.00
Western Machinery Co.
Austin Western Sweeper $27,240.00
TradA,in allowance 21000.00
Manager Allison recommended the bid of Feenaughty as the lowest and best bid and further
recommended that, since the street damage has been so great during the past winter, the
two sweepers needed, be rented since this -could be done with option to renew the rental
agreement or to buy on a depreciated schedule. Moved by Larson, seconded by Coombs
that the Council concur with the managers recommendation: carried, Barber, Burns,
Coombs, Larson, Oliver and Robinson voting aye by voice vote. Bostic absent.
Manager Allison presented the Council with a map showing the scope of the streets need-
ing repairs and stated that it would cost $109,000.00 for material for the repairs
needed and that only $60,000.00 has been allowed in the 1960 Budget, making it far
beyond the financial ability of the City to achieve all of this work this year,and
stating further that he is working on a program to lessen the cost of maintenance of the
streets in the City of Yakima.
Manager Allison also gave a report on the meetin.g of the Northwest City Manager in
Salem Oregon and advised the Council that he had extended an invitation to this group
to hold their annual meeting in 1961 in Yakima in January or February.
Other matters discussed but no formal action taken was parking of cars on the south side
of the City Hall, the meeting on March'3, 1960 at Hoover School for the purpose of
discussing sidewalks, Airport leases for Northwest Airlines and West Coast Airlines.
There being no further business to come befor the Council, Assistant Mayor Robinson
ordered this meeting adjourned at the hour of 5 :10 P.M.
