HomeMy WebLinkAbout01/27/1960 Business MeetingD 1 1 JANUARY U27, 1960 The City Council met in regular session, Mayor Bostic, Councilmen Barber, Burns, Coombs Larson,. Oliver and Robinson, City Manager Allison, and City Attorney Arntson present on roll call. Invocation was given by George Oliver. The minutes of the regular meeting of January 20, 1960 were approved as read. In accordance with the decision made at the regular meeting of the City Council on January 20, 1960, it was MOVED by Coombs, seconded by Oliver that Ordinance No. 80, re- lating to the fluoridation of the Municipal Water Supply and prescribing the form of ballot to be submitted to the qualified electors of the City of Yakima at the.general municipal election of March 8, 1960, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. ORDINANCE NO. 80, AN ORDINANCE relating to the municipal water supply, authorizing fluoridation thereof, declaring the estimated cost and providing for payment by water users, all subject to referendum at the municipal general election of March 8, 1950, prescribing a ballot title and declaring an emergency. Moved by Burns, seconded by Robinson that Ordinance No. 81 creating s ecial fund to be known as the "City Garage Fund" and providing for the transfer �o��,000.00 from the Current Expense Fund to said fund, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. ORDINANCE NO. 810 AN ORDINANCE creating a special fund to be known as the "City Garage Fund" and providing for expenditures therefrom and payments thereto, abolising the "Shop Fund" and providing for the transfer of any balance therein to the. Current Expense Fund, transferring and loaning the sum of $10,000 to the "City Garage Fund" and declaring an emergency. (see page 622 for omission) In accordance with Ordinance No. 256 prescriti ng the manner of letting the contract for city advertising, it was MOVED by Burns, secorx3ed by Larson that Resolution No. D -92 prescribing the form of contract for said advertising for the year of 1960, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. RESOLUTION NO. D -92, Whereas, by ordinance, it is provided that on the first Monday in February of each year, the City Council of the City ;of Yakima, Washington, shall pass a resolution prescribing the form of contract for the city advertising for the ensuing year, now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That the form of contract for the city printing for the ensuing year shall be in substantially the form hereto attached and made .a part hereof, and the City Clerk is hereby directed to give notice for sealed proposals for a contract for doing the city advertis -4ng for the ensuing year by publishing the same for two consecu- time issues in the newspaper doing the city printing, which notice shall contain a general statement of the terms of the contract to be let, together with the time and place when said bids will be opened, and providing that any and all bids may be rejecte ATTEST: J. BOSTIC Mayor The City Engineer having filed the assessment roll for- and reporting the completion of the Kern Addition Sanitary Sewer, being L.I.D. No. 878, it was MOVED by Larson, seconded by Coombs that the City Clerk be and is hereby authorized to give notice of hearing on said assessment roll for the hour of 3 otclock P.M. on Wednesday the 17th day of Febru- ary, 1960, by publication and notice to each property owner as required by law: carried Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote. Councilman Burns inquiring as to regulatory measures governing the irs tallation of TV in the City of Yakima and it being disclosed that the City has no such ordinance, it was suggested that the City Attorney prepare such an ordinance to be submitted to the Council for consideration. No formal action was taken. Councilman Coombs urging that the City proceed with work on Urban Renewal so that the City can participate in receiving Government funds for this project, City Manager Allison advised that he would make arrangements with the Planning Director on this matter. No formal action was taken. Manager Allison suggested to the Council that he would like to,place a davenport in the lobby of the City Hall for use of the customers paying water bills and carrying on other business in the City Hall. The Council indicated approval. No formal action was taken. Manager Allison requested permission to purchase and install a gate at the foot of the stairway leading to the second floor in the front lobby of the City Hall in order that he and others would have easier access to his office on weekends and after office hours.) After discussion of cost, it was MOVED by Larson, seconded by Barber that the City Manager be and is hereby authorized to purchase and install a steel gate for this pur- pose: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote. Manager Allison informed the Council that he was investigating the cost of a table to be used as a conference table for the Council. Council indicated approval. No formal action was taken. Other matters discussed, but no formal action taken, was the traffic light survey, 4 hour parking meters, street repairs, and the-Junior Chamber Clean -up, Paint -up and Fix - up campaign. 621 X622 'f . JANUARY 27, 1960 There being no further business to come before the Council, it was MOVED by Robinson, seconded by Barber that we do now adjourn at the hour of 4 :35 P.M.: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote. C�7 &tw�� M A Y O R — ;11-< --,I ATTEST: .0 TY C L E R K The following motion was inadvertently omitted from the above minutes but read and approved as part of said minutes: "Le Roy Desliet, representative of Valley Neon Sign Company, being present and seeking the approval of the Council for the installation of -a::..sign at the Airport, Mayor Bostic asked and received permission from the Council to depart from the agenda and consider this matter. Mr. Desliet advising the Council that the archetect has approved the sign to be placed over the entrance on the Airport Administration Building, it was MOVED by Robinson, seconded by Barber that the sign as now presented and described„be approved and any incidental expense incurred in the placing of said sign, be paid by the City of Yakima: carried, Barber, Bostic, Burrs, Coombs, Larson, Oliver and Robinson.voting aye on roll call." .0 I T Y C L E R K
