DECEY.BER ,30, 1959
The City Council met in regular session., Mayor Bostic, Councilmen Barber, Burns, Coombs,
Larson, Oliver and Robinson, City Manager Allison and City Attorney Arntson present
on roll call.
Invocation was given by Councilman Oliver.
The minutes of the regular meeting of December.23, 1959 were approved as corrected.
An ordinance appropriating the sum of $10,000.00 to the Cemetery Fund from the unappro-
priated moneys of the City of Yal�ima having been read in its entirety at the regular
meeting of the City Council on December 23, 1959 and laid on the table for one week,
and now having been read by title only, it was MOVED by Burns, seconded by Oliver that
Ordinance No. 64 providing for said appropriation, be passed as read: carried, Barber,
Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call.
ORDINANCE NO. 64,_ AN ORDINANCE appropriating the sum of $10,000.00 to the Cemetery
Fund and declaring an emergency.
The Planning Commission recommending the rezone of certain property located at 1415
Broadway in accordance with an amended request filed by Will J. Hackett and Marguerite
Hackett, it was MOVED by Barber, seconded by Burns that Ordinance No. 65 accepting said
recommendation and rezoning said property from R -2, Two Family-Residential to B -2,
Local Business Zone, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson,
Oliver and Robinson voting aye on roll call.
ORDINANCE N0. 65, AN ORDINANCE accepting the recommendation of the Planning Commission
for the rezo ne of certain property between Logan and West Mead.
A petition; being petition No. 25, having been duly filed by Russell 0. Price and others;
praying for the vacation of certain property on Lincoln Avenue, between Cresent Hill
Drive and Price Acres, it was MOVED by Robinson, seconded by Larson that Resolution No.
D -78 fixing the time of hearirg on said petition at the hour of 3 :00 P.M. on Wednesday
the 20th day of January, 1959, be passed as read: carried, Barber, Bostic, Burns,
Coombs, Larson, Oliver and Robinson voting aye on roll call.
RESOLUTION NO. D -78, BEFORE THE :CITY COUNCIL OF THE CITY OF YAKIMA, STATE OF WASHINGTON
IN THE MATTER OF THE VACATION OF
that portion of Lincoln Avenue described as
follows, to -21t: Beginning 1258.0 feet
South and 20 feet East of the NW corner NE42
Section 22, Township 13 North, Range 18, E.W.M.;
thence East 186.1 feet; thence South 16.7 feet;
thence West 186.1 feet; thence North 16.7 feet
to point of beginning.'
Also, beginning 1258.0 feet South and 231.1 feet

A RESOLUTION fixing the time for hearing on petition for
vacation of street.
WHEREAS, a petition has been filed with the City Council of the
City of Yakima, a municipal corporation, praying for the vacation of that portion of
Lincoln Avenue described as follows, to -wit:
now therefore,
Beginning 1258.0 feet South and 20 feet East of the
NW corner NE-i 1 Section 22', Township 13 North, Range
18, E.W.M.; thence East 186.1 feet; thence. South
16.7 feet, thence West 186.1 feet; thence north 16.7
feet to point of beginning. .
Also, beginning 1258.0 feet South and 231.1 feet East
of the NW corner NE-L 1 Section 22, Township 13 North,
Range 18, E.W.M.; thence East 291.0 feet; thence
North 16.7 feet to the point of beginning.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That said petition shall be brought on for hearing and determina-
tion on Wednesday, the 20th day of January, 1960, at the hour of "3 :00 o1clock in the
afternoon on said day at the office of the City Council of the ilCity of Yakima, at the
City Hall in Yakima, Yal�ima County, Washington, or as soon thereafter as the same may be
heard, and that notice of such hearing be.given as provided by law.

Moved by Burns, seconded by Oliver that Ordinance No. 66 transferring the sum of $650.00
within the 1959 Water -Sewer Budget, said amount to pay the damage claim of Cecil M.
Warriner as per Judgment No. 42964 in the Superior Court of the State of Washington in
and for the County of Yakima, be passed as read: carried, Barber, Bostic, Burns, Coombs
Larson, Oliver and Robinson voting aye on roll call.
ORDINANCE NO. 66, AN ORDINANCE transferring the sum of $650.0o within the 1959 appropri
tion for 55 - Water -Sewer and declaring an emergency.

'Mo'ved by Robinson, seconded by Oliver that Ordinance No. 67,'transferring the sum of
015.00 within the Current Expense Municipal Court 1959 Budget, said transfer to pay the
salary of a'Judge Pro Tem for Municipal Court, be passed as read: carried, Barber,
Bostic, Burns, Coombs, Larson, Oliver and Robinson, voting aye on roll call.
ORDINANCE NO. 67, AN ORDINANCE transferring the sum of.$15.00 from the Maintenance and
Operation classification to the Salaries classification, all within the 1959 appropria-
tion for 10 - Municipal Court, and declaring an emergency.
Moved by Barber, seconded by Coombs, that Resolution•No. D -79 transferring the sum of
$500.00 within the Water - ,Sewer 1959 Budget, said transfer being necessary to take care
of power bills for the operation of the Sewage Disposal System, be passed as read:
carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll
call.
RESOLUTION NO. D -79, A RESOLUTION transferring funds within the Maintenance and
Operations classification of the 1959 appropriation for 55 - Water - Sewer.
WHEREAS, a surplus exists in Account M -76, Reservoirs and Mains of
the Maintenance and Operations classification of the 1959 appropriation for 55 Water -
Sewer :Department, and
WHEREAS, the power bills for the operation of the Sewage Disposal
System were greater than had been anticipated, and
WHEREAS, the City Council of the City of Yakima finds that it is
in the best interests of the people of the City of Yakima to make a transfer between
said funds in the sum of $500.00 and the action contemplated herein is authorized by
R.'C.W. 3503.120, now,. therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the sum of $500.00 is hereby transferred from Account M -76,
Reservoirs and Mains to Account M 10s Sewer Disposal Systems, all within the Maintenance
and Operations classificatlL on of the 1959 appropriation for'55 - Water -Sewer Department,
and the Director of Finance of the City of Yakima is hereby authorized and directed to
make the aforesaid transfers.

the Street Department Budget for 1959, said transfer being necessary to cover Statewide
Pensions, be passed as read: carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and
Robinson voting aye on roll call.
RESOLUTION NO. D -80, A RESOLUTION transferring funds within the Maintenance and Opera-
tions classification of the 1959 appropriation for 45 - Street Department.
WHEREAS, a surplus exists in Account 7 -34, Supplies, Materials
Heavy of the Maintenance and Operations classification of the 1959 appropriation for
45 - Street Department, and
WHEREAS, at the time of the adoption of the 1959 Budget it could
not have been reasonably foreseen that the amounts required for Statewide Pensions
would be greater than anticipated, and
WHEREAS, the City Council of the `-ity of Yakima finds that it is
in the best interests of the people of the City of Yakima to make a transfer between
said funds in the sum of $400.00, and,the action contemplated herein is authorized by
R. C. W. 35.33.120, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL -OF THE CITY OF YAKIMA:
That the sum of $400.00 is hereby transferred from Account 7 -34,
Supplies, Materials Heavy, to Account 7 -11, Statewide Pension all within the Maintenance
and Operations classification of the 1959 appropriation for 45 - Street Department, and
the Director of Finance of the City of Yakima is authorized and directed to make the
aforesaid transfer.

classification of the 1959 appropriation for 11 - Polive Department.
WHEREAS, a surplus exists in Account 7 -36, Supplies - Uniforms,
of the Maintenance and Operations classification of the 1959 appropriation for the
Police Department, and
WHEREAS, at the time of the adoption of the 1959 Budget it could
not have been reasonably foreseen that additional funds would be required in Account 7 -41,
Maint. - Automotive - Motor Fuel Lubricants, Storage, etc., and
WHEREAS, the City Council of the City of- Yakima finds that it is .
in the best interests of the people of the City of Yal,�ima to make a transfer between said

funds in the sum of $1,300.00 and the action contemplated herein is authorized by R.C.W.
35.33.120, now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the sum of $1,300.00 is hereby transferred from Account 7 -36,
supplies - Uniforms to Account 7 -411 Maint.- Automotive - Motor Fuel, Lubricants,
Storage, etc., all within the Maintenance and Operations classification of the 1959
appropriation for 11 - Police Department, and the Director of Finance of the City of
Yakima is authorized and directed to make the aforesaid transfer.

bouncilman Robinson introduced,to the Council, a personnel code relative to fringe
benefits, for City Employees in the form of two ordinances. After discussion and
certain corrections made, it was MOVED by Robinson, seconded by Coombs that said
ordinances be prepared for public distribution and that these ordinances be placed on
the agenda for the regular meeting of the Council on January 6, 1960 for public hearing:
carried, Barber, Bostic, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice
vote.
Other matters discussed but no formal action taken were the Airport Sign, meter marking
and feeding, the meeting to consider sidewalks in the Hoover School District, and
Civil Service.
There being no further business to come before the Council, it was MOVED by Coombs,
seconded by. Robinson that we do now adjourn at the hour of 4:15 P.M. carri°ed,, Barber,°
