The City Council met in regular session, -Assistant Mayor Robinson presiding, Councilmen
Barber, Burns, Coombs, Larson and Oliver, City Manager Allison present on roll call.
City Attorney Arntson present after 4 :15 p.m. Mayor Bostic absent.
Invocation was given by Councilman .Burns.
The minutes of the regular meeting of November 25, 1959 were approved as corrected.
This being the time fixed by the Council for the hearing on the appeal from the decision
of the Planning Commission as duly filed by Will J. and Marguerite L. Hackett on the
rezone of certain property located at 1415 Broadway and C. W. Halverson, attorney for
Marguerite and Will Hackett, explaining to the Council that his client is primarily
interested in the rezone of property facing on Broadway and not the rezone of all of
the property located between 2nd and 3rd Avenue owned,by them and further explaining
that this lot is directly adjacent to business property and no longer suitable for
residential property because of the parking problem created by businesses located be-
tween it and Mead Avenue, it was MOVED by Barber, seconded by Oliver that this matter
be referred back to the Planning Commission and the applicants be allowed to amend their
original request as to the property to be rezoned and that the City Clerk be and is
hereby instructed to advise the Planning D1 - rector of this action: carried, Barber,
Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote. Bostic absent.
This,being the time fixed by the Council to consider parking in the downtown area of
the City of Yakima as reported. on by the City Manager, the Council heard all persons
present wishing to speak on this matter. Mr. Elery Van Diest, attorney representing
certain businesses in the downtown area stated there is considerable merrit in the
report made by the City Manager-and that he considers the problem serious because it
is effecting small businesses, property values, and causing loss of tenancy. He further
stated that the business people whom he represented felt that any board working, on this
problem should be supplemented with a committee of interested citizens outside the
employ,of the city. Mr. W. E. Draper, a business man, stated that he felt that the
most important problem Ts making it possible for the shopper to get to town and back
home easily and suggested that Summitview be connected with "B" Street. He further
stated that shopping centers are serving the housewife by making it possible for her
to shop for food without coming to town,' tc he believed that for other merchandise she
wants to shop in the central business area. He also advanced his belief that the.Csity

and on a low rate basis. Mr. Steve Burke, a hotel
operator stated that we should be making it more convient for the farm and out of town
trade to shop in Yakima. He further stated that he believes that the by -pass highway
will take 40% of the traffic off the streets of Yakima. After all citizens had been
heard, members of the Council expressed themselves on the matter. Councilman Burns
related that in the past few years actions of the city had been against business, that
the parking fee had been doubled, walking time in cross walks for the pedestrian had
been shortened, parallel parking had been i s. d a business license had been placed
on all. business and the public has losa the, lb sz�`sservi,ce. Councilman Burns also con-
curred with Mr. Van Diest on having a committee of interested citizens work with the
icity-'s boards.: Councilman Barber discussed the matter of employees of various businesse
feeding meters thereby,defeating the purpose of the parking meter.' Councilman Larson
also expressed agreement that something should be done about meter feeding and agreed
that -angle parking is not the answer to the present problem. Councilman Oliver expresse
the opinion that we are drifting into a police state by having parking meters. Manager
Allison expressed the need for off street parking area in the core of the cit He
also explained that there are about 200 meters that could be changed to 3 or hour
zones, which ever the Council would decide, and this would take care of some of the
meter feeding. The consensus of opinion reflected to the Manager by the Council was
that.these meters be tried on a 4 hour basis. Manager Allison also stated that he
was in favor of taking the problem of mah-king cars away from the Police Department
and placinp-• it under the City Treasurer as provided by State Statute. 'He also informed
the Council that it would cost about $5000.00 to make a more complete survey of
parking conditions in downtown Yakima.
Moved by Coombs, seconded by Larson that Ordinance No. 50 transferring $850.00 within
the 1959 Street Department Budget, be passed as read: carried, Barber, Burns, Coombs
Larson, Oliver and Robinson voting aye on roll call. Bostic absent.
ORDINANCE NO. 50, AN ORDINANCE transferring funds within the 1959 appropriation for
45 - Street Department and declaring an emergency.
Moved by Barber, seconded by Oliver that Ordinance No. 51 transferring $400.00 within
the 1959 Budget for the Garbage Department, be passed as read: carried, Barber, Burns,
Coombs, Larson, Oliver and Robinson voting aye on roll call. Bostic absent.
ORDINANCE NO. 51, AN ORDINANCE transferring funds within the 1959 appropriation for
40 - Municipal Garbage Department and declaring an emergency.
Moved by Burns, seconded by Barber that Ordinance No. 52, eliminating certain lots
and blocks located in the City of Yakima from the Irrigation Maintenance Rolls, be
passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting
aye on roll call. Bostic absent.
ORDINPIICE NO. 52, AN ORDINANCE eliminating Lots 7, 8,9, 10, 11, 12, 13, 14, 15 and 16,
Block 250, Town. of North Yakima, now Yakima, appearing as same on file in City Treasur-
er':s Office of the City of Yakima, from Irrigation Maintenance Charges of- Local
Improvement District No. 308.
Moved by Barber, seconded by Larson that Ordinance No. 53 creating�a` sanitary sewer
construction account in the 1959 Budget for the Water -Sewer Fund and.transferring tffie
sum of $3,610.00 to said account, be passed as read: carried, Barber, Burns, Coombs,
Larson,'Oliver and Robinson voting aye on roll call. Bostic absent.
ORDINANCE NO. 53, AN ORDINANCE creating a Sanitary Sewer Construction account within
the Capital Or-Betterment accounts classification of the 1959 appropriation for Water -
Sewer Department and transferring the sum of $3,610.00 to said account from Account
Sanitary,Sewer Infiltration of the Capital or Betterment accounts classification ofthe

- same appropriation and declaring an emergency.
An ordinance appropriating the sum of $350.00 in the 1959 Budget for Civil Defense,
said funds to match a federal grant for the wiring of City Hall for a standby generator
for radio equipment, was read by the Clerk of the Council and ordered laid on the table
for one week to be read and considered at the next regular meeting of the Council on
the 9th day of December, 1959.
Bids having been received ors August 17, 1959 for the rental purchase of a caterpillar
and equipment and the bid of Webb Tractor Company having been the lowest and best bid
for said equipment, it was MOVED by Larson, seconded by Oliver that Resolution No. D -67
authorizing the City Manager and the City Clerk to execute an agreement with said Webb
Tractor Company, be passed as read: carried, Barber, Burns, Coombs, Larson, Oliver and
Robinson voting aye on roll call. Bostic absent.
RESOLUTION NO. D -67, A RESOLUTION authorizing the City Manager and City Clerk of the
City of Yakima to enter into an agreement with Webb Tractor & Equipment Company.
BE IT RESOLVED BY THE CITY CO?.?NCIL OF THE CITY OF YAK -711A:
That the City Manager and Uity Clerk of the City of Yakima are
hereby authorized and directed to enter into an agreement with Webb Tractor and Equip-
ment Co., a corporation, for the lease of some equipment, a copy of which agreement is
hereto attached and by this reference made a part hereof.
ADOPTED BY THE CITY COUNCIL this 2nd day of December, 1959.

and furthere reporting that the ITT. L. Kimball, DeBlas:io Bros., and De At_ley Paving &
Crushing, Co. Inc. projects are completed, and recomimendinm. that the work be accepted
as complete, it was MOVED by Oliver, seconded by Burns that said estimates be paid and
the projects as recommmended be accepted as complete: carried;,Barber, Burns, Coombs,
Larson, Oliver and Robinson voting aye by-voice vote. Bostic absent.
The City Manager explaining-to'. the Council the method to be used for the Mead Avenue,
Jerome, Fairbanks, Cherry Avenues Sanitary Sewer Repair and informing the Council that
bids for this work were received and .opened on Monday, November 30, 1959 and the bid
of N. L. Kimball in the amount .of $10,239.11 was the only bid received, since he is the
only contractor using this method of repair, it was MOVED by Coombs, seconded by Larson
that said bid be awarded and the City Manager and City Clerk be and are hereby author-
ized to execute the necessary contract upon the filing of the proper bond by N. L.
Kimball: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting a.ye by
voice vote. Bostic absent.
Councilman Burns was excused flan the balance of this meeting.
Manager Allison explaining to the Council that Mrs. Nellye Noe holds a vallid receipt
from Chapman and Poulin Mortuary for a lot purchased. in 1936 in the Tahoma Cemetery and
that no deed was issued on this lot and that inadvertently it was later sold to another
party and a burial made on it, and requesting, that the Council authorize a deed be
issued for Grave 7, NW4, Block 117, Section L of Tahoma Cemetery in honor of the receipt
held by Mrs Noe, it was MOVED by Oliver, seconded by Larson that the City Clerk be and
is hereby instructed and authorized to issue.said deed: carried, Barber, Coombs, Larson,
Oliver and Robinson voting aye by voice vote. Bostic and-Burns absent.
Councilman Barber was excused from the balance of this meeting.
Councilman Coombs having received. a request from the Yakirrna ,Regional Library for a copy
of the, City Code and Councilman Robinson suggesting that th.e Yakima County Law Library
is also in need of this code, it was MOVED by Coombs, seconded by Larson that a c,bP•y of
the City Code be given without cost to the Yakima Valley Regional Library and tb:e�,,
Yakima CoL�nty Law Library: carried., Coombs, Larson, Oliver and Robinson ,vo.tir� aye by
