NOVEMBER 18, 1959
The City Council met in regular session, Assistant Mayor Robinson presiding, Councilmen
Barber, Burns, Coombs and Oliver, City Manager Allison and City Attorney Arntson present
on roll call. Mayor Bostic and Councilman Larson absent.
Invocation was given by Councilman Coombs.
The minutes of the regular meeting of November 4, 1959 were approved as read. November
11, 1959 being a Legal Holiday in the State of Washington and observed by the City of
Yakima, no regular meeting was held on that day._
An ordinance appropriating the sum of $2,070.98 for specific expenditures in the
Current Expense 1959 Budget, was read by the Clerk of the Council and ordered laid on
the table for one week, to be read and considered by the City Council at their next
regular meeting.
Moved by Burns, seconded by Barber that Ordinance No. 40 providing for an increase of
the salary of the Manager of Tahoma Cemetery from $4,944.00 to $5,400.00, be passed as
read` carried, Barber, Burns, Coombs, Oliver and Robinson voting aye on roll call.
Bostic and Larson absent.
ORDINANCE NO. 40, AN ORDINANCE providing for an increase in the salary of the Manager
of Tahoma Cemetery, and declaring an emergency.
Moved by Barber, seconded by Coombs that Ordinance No. 41 eliminating certain Lots and
Bbcks from the Irrigation Maintenance Rolls, be passed as read: carried, Barber, Burns
Coombs, Oliver and Robinson voting aye on roll call. Bostic and Larson absent.
ORDINANCE NO. 41, AN ORDINANCE eliminating Lots 1, 2, 3, 15 and 16, Block 274, Kerns
Addition to North Yakima, now Yakima, and also in Lund's Addition to North Yakima, now
Yakima, and eliminating Lots 4, 5, 6, 7, 8, 9, 10, 11, 12, 13 and 14 of Block 274, Lund?;
Addition to North Yakima, now Yakima, appearing as same on file in City Treasurer's
Office of the City of Yakima, from Irrigation Maintenance Charges of Local Improvement
District No. 308.

$1,187.50 from Capital Outlay to Maintenance and Operation in the Water -Sewer 1959 Budgel

ORDINANCE NO. 42, AN ORDINANCE providing for the transfer of the sum of $1,187.50 from
the automotive Equipment Accouitt of the Capital or Betterment Accounts classification to
Account RE203a, Cars and Trucks, of the Maintenance and Operation classification within
the 1959 appropriation for 55 - Water -Sewer Department, and declaring an emergency.

in the Maintenance and Operation classification. of the 1959 Budget for the Irrigation

RESOLUTION NO. D=�55, A RESOLUTION-transferring funds within the Maintenance and
Operation classification for the 1959 appropriation for the Irrigation Department.
WHEREAS, there is a shortage in Account 7 -30, Supplies - Clerical
and Office for the 1959 appropriation for the Irrigation Department occasioned by the
need to purchase envelopes and statements for next year, and
WHEREAS, a surplus exists within Account 7 -86, Water Assessments
and Storage, and
WHEREAS, it is deemed in the best interest of the people of the
City of Yakima to make a transfer in the sum of $450.00 from said Account 7 -86 to said
Account 7 -30, and such transfer is authorized by R.C.W. 35.33.120, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. That the sum of $450.00 is hereby transferred from
Account 7 -86, Water Assessments and Storage to Account 7 -30, Supplies - Clerical &
Office, all within the Maintenance and Operation classification of the 1959 appropria-
tion for 35 - Irrigation Department.
Section 2. The Director of Finance of the City of Yakima is here-
by authorized and directed to make the aforesaid transfer.

RESOLUTION NO. D -56, A RESOLUTION transferring the sum of $1,150.00 within the Main-
tenance and Operation classification of the 1959 appropriation for 45 - Street 'Department,
WHEREAS, a shortage has developed in certain accounts within the
Maintenance and Operation classification of the 1959 appropriation for 45 - Street
Department, and
WHEREAS, a surplus exists in Account 7 -41, Main.t. Automotive -Motor

WHEREAS, the City Council deems it in the best interests on the

City Clerk to execute an agreement for the use of the Union Gap Trunk Sewer and Disposal
Plant for a period of two to four weeks, while repairs are being made to the Interceptor
Sewer, be passed as read: carried, Barber, Burns, Coombs, Oliver and Robinson voting

RESOLUTION NO. D -58, A RESOLUTION authorizing the Mayor and City Clerk to enter into
an agreement for the use of ,the Union Gap trunk sewer mains arrl laterals and sewage
disposal plant.
WHEREAS, the trunk sewer line in the City.of Yakima is leaking
and it will be necessary to use the Union Gap trunk sewer mains and laterals and se ;age
disposal plant while said line is being repaired, and
WHEREAS, it is necessary that an agreement be entered into with
the Town of Union Gap for such use, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY O1' YAKIMA:
That the Mayor and City Clerk of
authorized and directed-to enter into an agreement wit
use of their trunk sewer mains and laterals and sewage
from two to four weeks in the mon.ths of December, 1959
of which agreement is hereto attached.

The City Engineer having filed the assessment roll,for L.I.D. No. 870 with the City
Clerk and reporting the completion of said district, being the Kenny Drive and Various
Other Streets paving. District, it was MOVED by Oliver, seconded by Barber that the City
Clerk be and is herby instructed to give notice of hearing by publication and to each
property owner as provided by law for the hour of 3 ofclock P.M. on Wednesday th.e 9th

A petition, being petition No. 19, having been duly filed by A. J. Lenz and others
praying for the rezone of certain property situated at 1106 and 1108 Brown Avenue and
the City Planning Commission now recocrinending that this property be changed from R -3,
Multiple Family Residential to B -2 Local Business Zone, it was MOVED by Barber, seconded
by Oliver that the City Attorney be and is hereby instructed to prepare the ordinance
in accordance with this recommendation, carried, Barber, Burns, Coombs, Oliver and.
Robinson voting aye by voice vote. Bostic and Larson absent.
A petition being petition No. 20, having been duly filed by Marguerite L. and Will J.
Hackett praying for th.e rezone of certain property situated at 1415 Broadway (1415
South 3rd Avenue) and the Planning Commission now recommending that this request be
denied because the neighborhood in which the property, s locataddh i dequate area
zoned for bush ss and the City Clerk advising that - Marguerite�ac etl have filed an
appeal from said decision of the Planning Comr fission, it was MOVED by Coombs, seconded
by Oliver that the City Clerk be and is hereby authorized to give notice of public
hearing for the hour of 3 o'clock P.M. on Wednesday the 2nd day of December, 1959 . by
publication in accordance with the zoning code, Ordinance No. B -2095, and the Clerk
of the Council be and is hereby instructed to obtain the complet file on this case from
the Planning Commission: carried, Barber, Eurns, Coombs, Oliver and Robinson voting
aye by voice vote. Bostic and Larson absent.
Mr. Gayle Wineriter, representative for the Employees Local Union, filed a petition
signed by 120 employees protesting the loss of certain holidays and requesting an
ordinance setting; forth the holidays for all Yakima City Employees together with the
provisions for time and one -half pay in addition to regular pay for empbyees required
to work on said holidays. Mr. Wineriter explained that the employees would appreciate
having the matter of sick leave, annual leave and other fringe benefits for city emplgyeec
considered along with the matter of holidays and overtime pay. The Council explained
that the ordinance setting forth. holidays w=ould not be considered until. a later date.

Three members of the Fire Department being present, fi_led,with the Clerk of the Council,
a resolution asking for recognition of the International Association of Fire Fighters,
Local No. 469 as the- bargaining agent for the Fire Department 6f the City of Yakiraa.
Said resolution was read by the Clerk of the Council.
Citv Manager Allison recommending the appointment of James Cowan to the Adjustment Board,
it was MOVED by Barber, seconded by Burns that the Council concur with this recocimen'datia,
and James D. Cowan be and is hereby appointed to serve for a six year term on the
Adjustment Board and the.City Clerk is hereby instructed to write a letter to Mir. Harvey
Bradley extending thanks and appreciation for his services on this board: carried,
Barber, Burns, Coombs, Oliver and Robinson voting aye by voice vote. Bostic and Larson
absent.
Manager Allison explained to the Council that he is planning for certain city employees
to study management of smaller cities as prepared\b y the International City Managers
Association and asked the permission of the Council to purchase the books necessary
for this course, explaining that he would be working through the Junior College'to get
a teacher and have the class held on one hour of City's time and one hour of the emploJee's
time. MOVED by Oliver, seconded by Coombs that the City Manager be and is hereby
authorized to purchase the books needed for his plan: carried, Barber, Burns, Coombs,
Oliver and Robinson voting aye by voice vote. Bostic and Larson absent.
Manager Allison reporting that the Traffic Board has recommended that one hour parking
limits be established on West Chestnut Street from South 5th Avenue to South 6th. Avenue
and that parking be prohibited on the south side of West Chestnut Street between
South 6th and South 7th Avenues, it was MOVED by Coombs, seconded by .Barber that the
Traffic Board consider two hour parking on West Chestnut Street from South 5th Avenue
to South 6th Avenue and the City Attorney be and is hereby instructed to prepare the

necessary ordinance covering this matter: carried, Barber, Burns, Coombs, Oliver and
Robinson voting aye by voice vote. Bostic and Larson absent.
Other matters discussed by the Manager with the Council, but ryo formal action taken,
were a grade crossing on Lenox Avenue, Angle- Parking, Transfers dosing out the year.
Councilman Barber reported that he had learned of the establishment of a rescue mission
at 1006 South. 6th Street and asked that this matter be investigated.
There, being no further business to come before the Council, it was MOVED by Oliver,
seconded by Burns that this meeting be adjourned at the hour of 5 o'clock P.M.: carried
Barber, Burns, Coombs, Oliver and-Robinson voting aye by voice vote. Bostic and Larson
absent.
