HomeMy WebLinkAbout09/23/1959 Business MeetingL 1 1 SEPTEM FFR123, 1959 The City Council met in regular session, Assistant Mayor Robinson presiding, Councilmen Barber, Burns, Coombs, Larson, and Oliver, City Manager Allison and City Attorney Arntson present on roll call. Mayor Bostic absent. Invocation was given by Councilman Barber. The minutes of the regular meeting of September 16, 1959 were approved as corrected. Moved by,Barber, seconded by Coombs that Ordinance No. 31 fixing the time of delinquency and prescribing the form of bonds for L.I.D. No. 863, be. passed as read: carried, Barber, Coombs, Larson, Oliver and Robinson. voting aye by voice vote. Bostic absent. ORDINANCE NO. 312 AN ORDINANCE fixing the time of ' -delinquency of ins tallment s of assessments levied for the payment of'the cost of he improvement in Local Improvement District No. 863,-and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. An application for reclassification of use of certain property situated at 909 South 33rd Avenue, having been filed with the City Clerk by'Lloyd R. and, Velma Mansfield, requesting that said property be rezoned from R -1 to R -3 in'order that they may build a four -plex on it, it was;MOVED by Coombs, seconded by Oliver that said application be referred to the Planning Commission for recommendation: carried, Barber, Burns, I Coombs Larson, Oliver and Robinson voting aye by voice vote. Bostic absent. Councilman Coombs introducing the subject of sidewalks and the policy for the construc- tion of sidewalks in the City of Yakima, it was MOVED by Coombs, seconded by Barber that the City Manager review this problem and submit recommendations to the Council for a general policy for the construction of sidewalks in the City of Yakima: carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote. Bostic absent. Councilman:Burns introducing the subject of angle parking in the downtown,area, Manager Allison explained to the Council that he had made some recommendations to the Traffic ,Board for study on angle parking and one way streets in the down town business district and described some of the problems to be solved and assured the-Council that he would have recommendation to submit to them in a couple of weeks. Rules of proceedure for the Council having been submitted to its members for study, it' was ordered that the City Clerk place this item on the agenda for the regular meeting of October 7, 1959. The City Manager recommending that, Petition 15, filed by John Junt and others, asking for the construction of curbs and gutters on the South side of Stewart Street from Hanratty Drive to Cornell Avenue by the formation of a local improvement district, and Petition,16, filed by Yakima School District No. 7, asking for the installation of Water hiains.b-y the formation of a local improvement district, be included in the next resolutions of intention.vfor such projects, it was MOVED by Burns, second ed by Oliver that the City Council concur with the Manager in his recommendations for these projects: carried, Barber; Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote. Manager Allison announced that there ar_e j vacancieson the Board of Adjustment and that he would submit names and make recommendations for th�,,:a positions at the next regular meeting of the City Council. Manager Allison reported that tests have been made on the main water line from Oak Flats to the City Reservoir and that there was a water.loss of leas than 1 %, which would indicate that the wood pipe line was in good condition and would probably last at least another 10 years, du.rirg which time the City could be preparing for the replacement of, said pipe line. Manager Allison informed the Council that in the past City Employees.have been allowed a half day off to attend the Central Washington Fair, rotating their time off at the direction of the Department Heads. The City Council expressed favor of this plan and suggested that Manager Allison carry on with said plan whenever and- whereter practicable It was ordered that the Budget hearings beginning on October 5, 1959,'would be held at the hour of 301clock P.M. There being no further busire ss to come before the Council, it was MOVED by Burns, seconded by Barber that we do now adjourn: ' carried, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye by voice vote.
