SEPTEMBER 2, 1959
The City Council met in regular session, Mayor Bostic, Councilmen Barber, Burns, Coombs
Larson and Robinson, City Manager Allison and City Attorney Arntson present'on roll call
Councilman Oliver absent.
The invocation was given by Councilman Coombs.
The minutes of the regular meeting of August 26th, 1959 were approved as read.
A petition, being petition No. 10, having been duly filed, by A. E. Clift, J. Y. Cole,
Donald Clements and others, praying for the annexation of certain property in Tract 48
of State Ad,lition to City of North Yakima No. 2 and Englewood Hill Addition,-having
been referred to the Planning Commission for recommendation, said Planning Commission
now recommends that, as a prerequisite to approval of annexation, that additional right
of way of thirty (30);feet should be obtained to make Minnesota Avenue a full width
street. The Order Fixing the Date of Public Hearing on petition No. 10 having been
read by the Clerk, it was MOVED by Robinson, seconded by Coombs that the recommendation
of the Planning Commission and the order fixing the date of hearing at the hour of
4 o'clock P.M. on Wednesday the 9th day of September, 1959, be accepted as read: Carrie
Barber, Burns, Coombs, Larson, Robinson and Bostic voting aye by voice vote. Oliver
absent.
An ap-olication for rezoning of Lot 21 Harland Addition, situated at the corner of Sunset
Avenue and Crescent Drive, from R -2 Two Family Dwellings to R -3 Multiple Family Dwell-
ings, having been filed with the City Clerk by Simon Harkema, it was MOVED by Larson,
seconded by Barber that said application be referred to the Planning Commission for
recommendation: carried, Barber, Burns, Coombs, Larson, Robinson and Bostic voting aye
by voice vote.
Three petitions, being Petition No. 12 petitioning for paying, Petition No. 13, petition
ing for Water Mains and Petition No. 14 petitioning for sewer, having been filed by
Paul A. Cook, President of the Holliday Motels Inc., all improvements to be located in
Central Addition, it was MOVED by Coombs, seconded by Larson that said petitions be
referred to the City Manager for further action: carried, Barber, Burns, Coombs, Larson,
Robinson and Bostic voting aye by voice vote.
The following bids, having been received and considered by a bid board comprised of the
Purchasing Agent, City Clerk and City Engineer for the paving projects as provided for
in L.I.D. No. 874, 876 and 879:

and the City Manager recommending the bid of De Atle,y Pavirg & Crushing Company on
Schedule I, or L.I.D. No. 876, Yakima Asphalt & Paving Company on Schedule II, or L.I.D.
No. 879 and Yakima Asphalt Paving Company on Schedule III, or L.I.D. No. 874, as the
lowest and best bids, it was MOVED by Barber, seconded by Robinson that the Council
concur with the Manager on his recommendations and the bids be awarded accordingly and
the 'City Manager and the City Clerk be and are hereby authorized to execute the contract:
for said projects upon the filing of the proper bonds by the contractors: carried,
Barber, Burns, Coombs, Larson, Robinson and Bostic voting aye by voice vote. Oliver
absent.
The following bids were received by a bid board comprised of the City Clerk -and the
Purchasing Agent for the sale of City owned property, namely one 1919, 1000 gallon
per minute Seagraves pumping engine belonging to the Fire Department:

bid, it was N]OVED by Barber, seconded by Coombs that said bid be awarded to the highest

vote. Oliver absent.

projects during the month of August, 1959, for payment

Moved by Coombs seconded by Larson that the following investment report, be accepted
as read: carried, Barber; Burns, Coombs, Larson, Robinson and Bostic voting aye by
voice vote. Oliver absent.

Gentlemen:
The Investment Committee met Thursday afternoon at 3:30 P.M., August -27,
1959 at the request of-City Treasurer Gladys H. Richter, in regard to City
Investments.
City Treasurer Gladys H. Richter brought to the attention of the investment
committee that a portion of the $66,775.60 transferred to the new fund known. as
the Special Deposit Fund in Lieu of L.I..Districts, pursuant to Ordinance #B- 2302,
could be invested until needed to pay water local improvement districts, when
created, involving said deposits.
It was also brought to the attention of the investment committee that an
additional $5,000.00 had been transferred to the-Water Sewer Revenue Bond Redemp-
tion "1956" Reserve Account pursuant to Section 3 -B, Ordinance #1828.
The City Treasurer has been advised that $25,000.00 91 -Day U.S. Treasury
Discount Bills held in safekeeping at Seattle -First National Bank for the Water
Deposit Fund will mature.September 3, 1959, $25,000.00 91 -Day U. S. Treasury
Discount Bills held in safekeeping at the National Bank of Commerce for the Water
Deposit Fund will mature September 3, 1959, and $15,000.00 91 -Day U.S. Treasury
Discount Bills held in safekeepig at the National Bank of Washington for the
Water Sewer Revenue Bond Redemption "1956" Reserve Account will mature September 3,
1959.
Mr. Allison consulted with Mr. Thomas Bostic by telephone after the discussion
of the above items. Mr. Bostic 'concurred with Mr. Allison and Mrs. Richter in the
purchase of the following investments:

Mrs. MaAsette, being a property owner on 31st Avenue and Lincoln Avenue, was heard, her
complaint being that during the construction work being done on Lincoln Avenue, she and
other householders along this street have suffered material damage to furnishings and
homes, from the dust raised by. traffic and contractors equipment and asked that the Counc
and City Manager do something about this condition since they have been unable to get
the Contractor, doing. the work, to, sprinkle the Street. Manager Allison reported that
he had ordered the Cityts street Sprinkler to service this street. Councilman Robinson
suggested that.the detour signs should be located farther from the beginning of any
project in order that the traffic would have a chance to reroute before coming to the
construction work.
Mr. Allan Mc Donald,Attorney for Mr. Gordon Wonder, asked for action on a certain build-
ing permit, and the City Manager explained that a written opinion was forth coming from
the City Attorney on the ordinance involved. Mayor Bostic ruled that this is an admin-
istrative matter to be handled by Manager Allison.
Manager Allison presented a copy of the preliminary budget for 1960 to each member of
the Council. The Council was greatly pleased and extended their appreciation for the
fine job done by Manager Allison on this budget.
There being no further business to come before the Council, Mayor Bostic declared the
meeting adjourned at the hour of 5:25 P.M.
