Oouncilmen Oliver and Robinsnn absent. Councilman Barber gave the.invocation. The minutes of the regular meeting of August 19, 1959 were approved as corrected. This being the time for the continuation of the hearing on Resolution No.D -21, being a resolution of intention to improve certain streets and Avenues by surfacing, construction of curbs gutters'-and sidewalks, and there being.,considerable protests to sidewalks in this project, it was MOVED by Burns, seconded by Coombs that the sidewalks be deleted from said project and the over all sidewalk policy for the City of Yakima, be taken unde) advisement': carried, Barber, Burns, Coombs, Larson and Bostic voting aye by voice vote. Oliver and Robinson absent. Manager Allison reporting that there is more than 28% protest filed to date on this project, it was MOVED by Barber, seconded by Burns; that Ordinance No. 27 providing for the improvement of certain streets and avenues as set forth in Resolution No. D -21 and creating L.I.D. No. 879 and deleting the construction of sidewalks as set forth in Resolution No. D -21, be passed as read: carried, Barber, Burns, Coombs, Larson and Bostic voting aye on roll call. Oliver and Robinson absent. ORDINANCE NO. 27, AN ORDINANCEproviding for the improvement of certain property by grading, ballasting, surfacing with asphaltic concrete and constructing concrete curbs and gutters, together with necessary drainage features, establishing a Local Improvement District,,providing for the method of payment thereof, and creating a special fund. Moved by Coombs, seconded by Barber that Resolution No. D -31 authorizing the purchase of two Detector Check Meters without calling for bids, be passed as read: carried, Barber, Burns, Coombs, Larson and Bostic voting aye on roll call. Oliver and Robinson absent. RESOLUTION NO. D -31, A RESOLUTION authorizing the purchase of two Detector Check Pleters without calling f or bids . WHEREAS, it is necessary to install two 6" x 12" Detector Check Meters in connection with the furnishing of water for the fire protection system at Davis High School in the -City of Yakima; and WHEREAS, an emergency exists because said Davis High-:School is scheduled to open on September 8, 1959, and such fire protection system must be. in operation at the time of such opening, and WHEREAS, the type of meter that has been accepted as standard in the Water Department is that made by Hearsey Manufacturing Company, and WHEREAS, there is not sufficient time in which to call for bids, now, therefore, BE IT RESOLVED BY TFE CITY COUNCIL OF THE CITY OF YAKIMA: That the Purchasing Agent of the City of Yakima is hereby author- ized and directed to purchase two 6" x 1N" Model DC Dector Check Meters phs the necessary adaptors for making connection to the water line from the Hearsey Manufacturing Company forthwith without call ng for bids. Clift and others, praying for the annexation of Tract 48 of State Addition to City of North Yakima No. 2 and Englewood Hill Addition, having been read by the Clerk, it was MOVED by Coombs, seconded by Barber that said petition be referred to the Planning Commission for recom- mendation: carried, Barber, Burns, Coombs, Larson and Bostic voting aye by voice vote. Oliver and Robinson absent. Mr. Stephen P. Burke read and filed with the Clerk, a petition, signed by himself and other merchants in the central business area of Yakima, praying for the return of,angle parking on Second, Third and Fourth Streets as the same existed prior to the change over to parallel parking. Manager Allison read a letter from the Retail Trade Bureau on the same matter. The matter of angle or parallel parking on these streets was referred to Manager Allison for recommendation. Bids having been awarded August 19, 1959 to N. L. Kimball and De Blasio Bros for the construction of Sanitary Sewers in Corpron Hillside and Kern Additions, being L.I.D. No. 875 and 878, it was MOVED by Burns, seconded by Coombs that the Managerand City Clerk be and are hereby authorized to enter into a contract for said projects upon the filing of the necessary bonds by said Contractors: carried, Barber, Burns, Coombs, Larson and Bostic votirg aye by voice vote. Oliver; and Robinson absent. The Planning Commission recommending the rezoning of property on the South side of Tieton Drive between South 36th Avenue and. Thornton Avenue from R -1, Single Family Residential to B -2, Local Business Gone and Dr. A. J. Meyer, being present, spoke in favor of this action, and submitted to the Council and City Manager the surveys made by the Albertson Company, who are planning the shopping center for this area. MOVED by Larson, seconded by Coombs that this matter be referred to the City Manager for. studyand recommendation to be submitted to the Council ' September, 1959: carried, Barber, :Burns, Coombs,,Lar•sQn and Bostic voting aye by voice vote. Oliver and Robinson absent. The following bids having been received by a bid board comprised bf the Purchasing Agent, City Clerk and Director of the Water Works for the purchase`of 2000 frost boards for the Water Department: Central Steel and Tank $11423.76 Stephens Metal Products 1,664-00 Nagler Sheet Metal 4,430.40 Hol.aday and Edgeworthy $2,019.60 1 1 i i 555 AUGUST-26, 1959 and the City Manager recommending the bid of Central Steel and Tank Company as the lowest and best bid, it was MOVED by Barber, seconded by Larson that this bid be awarded in accordance with Manager Allisonts recommendation: carried, Barber, Burns, Coombs, Larson and Bostic voting aye by voice vote. Oliver and 'Robinson absent. Manager Allison requesting permission to participate on a Finance Committee for First Class Cities, in accordance with a letter read by him from the Association of Washington Cities requesting his membership on said committee, it was MOVED by Coombs, seconded by Larson that Manager All be and is hereby authorized to become a member of. this Finance Committee: carried, Barber, Burns, Coombs, Larson and Bostic voting aye by voice vote. Oliver and Robinson absent. Moved by Coombs, seconded by Barber that the amity Attorney together with the City Manager, review all of the Boards of the City of Yakima as to appointments and terms to be served and make recommendations to the Council, beginning with the Planning Commission: carried, Barber, Burns, Coombs,-Larson and Bostic voting aye by'voice vote.
