JULY 8, 1959
The City Council met in regular session, Mayor Bostic, Councilmen Barber, Burns, Larson
and Ro binson, City Manager Allison and City Attorney Arntson, present on roll call.
Councilmen Coombs and Oliver absent.
The minutes of the regular meeting of July 1, 1959 were approved as corrected.
This being the time for the continuation of the hearing of July 1, 1959 on Resolution
No. C- 1704, said resolution providing for the improvement of certain property by the
construction of concrete curbs and gutters and sidewalk on the East Side of 5th Avenue
between Walnut and Chestnut Streets, City Manager Allison advised the Council in an oral
report that, under the revised estimate, this project would cost about $1500.00 with a
4 foot sidewalk. City Manager Allison further advised the Council that the project
could be started and the Council could act as a Board of Equalization and set up the
figures 'later. The Council requested City Attorney Arntson to prepare an ordinance
creating a local improvement district in accordance with the revised plan, to be submittf
at the next regular meeting of the Council on July 15, 1959-
This being the time for the continuation of the hearing of July 1, 1959 on Resolution
No. C -1700 providing foF the improvement of certain property by the construction of a
domestic water system, pipe sewers on Douglas Drive and Webber Square, and there being
no protests in writing, it was MOVED by Robinson, seconded by Larson that Ordinance No.
12 providing for said improvement and creating Local Improvement District No. 873, be
passed as read: carried, Bostic, Barber, Burns, Larson and Robinson voting aye on roll
call. Coombs and Oliver absent.
ORDINANCE NO. 12, AN ORDINANCE providing for the improvement of certain property by
installing concrete curbs and gutters and concrete sidewalks, establishing a Local
Improvement District, providing for the method of payment thereof, and creating a special
fund.
Moved by Larson, seconded by Robinson that Resolution No. D -12 providing for specific
transfer of funds within the 1959 Budget for the Street Department, Fire Department,
Legal Department, Irrigation Department and the Airport,= ,be-pa.ssed as read: carried,
Bostic, Barber, Burns, Larson and Robinson voting aye by voice vote. Coomba and Oliver
absent,
RESOLUTION NO. D -12, A RESOLUTION providing for the transfer of funds within the 1959
appropriation for the - Street Department, Fire Department, Legal Department, Irrigation
Department, and the Airport.
. ' ,WHEREAS, surplus exists in several of the accounts of the 1959
appropriation for the Street Department; Fire Department, Legal Department, Irrigation
Department and the Airport, and
WHEREAS, it is necessary that funds be transferred from these
accounts to other accounts within said departments because of shortages existing in
certain of said accounts that could not have been contemplated at the time of the
adoption of the 1959 Budget, and
WHEREAS, the City Council deems it in the best interest of the
City to make the transfers provided for herein and the action contemplated is authorized)
by R.C.W. 35. 33.120, now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
Section 1. That the Chief City Accountant is hereby authorized
and directed to make the transfers hereinafter set forth, all within the appropriation
in the 1959 Budget for °each of the respective departments °hereinafter mentioned.

others praying for the annexation of 32 acre tract located between 34th Avenue and 40th,
Avenue and Englewood and Lincoln Avenue, and the City Engineer reporting that dwners,.df
75:5 %.of the assessed valuation have signed said petition for annexation, it was MOVED
by Burns, seconded by Barber that said petition*be accepted as read and the City Attorney
be and is hereby directed to prepare the necessary notices for posting and publication
and for fixing the date of hearing, to be presented at the next regular meeting of the
City Council: carried, Bostic, Barber, Burns, Larson and D�- voting aye on roll

A petition, being petition No. 5, having been duly filed by'Henry E. Nelson and A. R.
Kern praying for the organization of a Local Improvement District for the construction
of Domestic Water System, Pipe Sewers and Surfacing together with curbs and gutters on
all streets in Kern's Addition except 35th Avenue, it was MOVED by Larson, seconded by BL
Burns that said petition be referred to the City Managers. °for preparation but no further
action to be taken on this matter until this area is annexed to the City: carried,
Bostic, Barber, Burns, Larson and Re-b on voting aye by Voice vote. Coombs and Oliver
absent. (See correction page 535)
A petition,'being petition No.'61, having been duly filed by A. R. Kern and others, pray-
ing for the annexation of Lots 2 through 8 of The Ontario Land Company's Subdivision,
it was ordered that no action be taken on this petition since it covers part of the same
area covered by Petition No- 4-
A claim for damages sustained as a result of the collapsing of the street beneath his
car on South.18th Avenue between Grant Street and Greenway Avenue, having been duly filed
by Joseph R. Franck, and the City'Manager concurring with the City Attorney and recom-
mending, the payment of $63.20 in accordance with the letter submitted by the Assistant
City Attorney, it was MOVED by Robinson, seconded by Larson that the City Attorney pre-
pare the necessary resolution authorizing.payment together with a release to be signed
by Mr. Franck: carried, Bostic, Barber, Burns, Larson and Robinson voting aye by voice
vote. Coombs and Oliver. absent.
Moved by Barber, seconded by Burns that Ordinance No. 13, providing for the transfer of
$2500.00 within the 1959 Cemetery Budget to take care of additional temporary workers
needed for summer work, be passed as read: carried, Bostic, Barber, Burns, Larson and
Robinson voting aye on roll call. Coombs and Oliver absent.
ORDINANCE NO. 13, AN ORDINANCE providing for the transfer of funds within the 1959
Appropriation for the Cemetery and declaring an emergency.
Moved by Robinson seconded by Burns that Ordinance No. 14 providing for the transfer of
$500.00 within the Municipal Garbage Service Department 1959 Budget, said amount being
needed for additional uniforms for employees and supplies for land maintenance in con-
nection with garbage disposal, be passed as read: carried, Bostic Barber, Burns, Larson
and Robinson voting aye on roll call. Coombs and Oliver absent.
ORDINANCE NO. 149 AN ORDINANCE providing for the transfer of funds withint he 1959
appropriation for the Sanitation Department and declaring an emergency.
The City Manager recommending to the Council in a written memorandum, certain price
changes in the sale of property and services and services rendered at the Tahoma Cemetery
it was ordered that the City Attorney prepare the necessary ordinance setting; forth the
new rates as recommended.
There being no further business to come before the Council, Mayor Bostic declared the
meeting adjourned at t7 hour of 6:10 P.M.
