The City Council met in-regular session, Assistant Mayor Robinson, Jr., Councilmen Burns,
Coombs, Larson and Oliver, City Manager Allison and City Attorney Arntson present on
roll call. Councilmen Bostic and Barber absent.
The minutes of the regular meeting of June 3, and Special meetings of June 5th, 8th and
15th were approved as corrected.
Three petitions having been duly filed with the City Clerk, Petition No. 1, petitioning
for the construction of a Sanitary Sewer to serve Corpron.Addition, signed by 6 propety
owners, Petition No. 2, petitioning for the paving of North 37th Avenue from Lincoln
Avenue to 300 feet more or less South thereof signed by 2 property owners and Petition
No. 3 petitioning for the paving of West Pierce from South 14th to South 16th Avenue,
South 15th Avenue from King Street to Pierce, South 14th Avenue from King Street to
Pierce, and King Street from 14th Avenue to 15th Avenue signed by 22 property owners,
were read by the Clerk of the Council. City Manager Allison- read.. the:.-_C.ity,.,Lngineers ,
report =:on these- petitions stating that sufficient signatures are on each peition to
represent a majority of the property owners in each instance and recommending that these
projects be included in the next resolution of intention for the- improvement set forth
in each petition. The City Manager concurred in this recommendation. MOVED- by.Coombs
seconded by Burns that the petitions together with the City Engineers recommendations
be accepted as read: carried, Robinson, Burns, Coombs, Larson and Oliver voting; aye
by voice vote. Bostic and Barber absent.
Moved by Burns, seconded by Larson that Resolution No. D -6 authorizing the Mayor and
City Clerk to enter into a lease with Stanley Rodom for a portion of the land owned by
the City in connection with the Sewage treatment plant, be passed as read: carried,
Robinson, Burns, Coombs, Larson and Oliver voting aye by voice vote. Bostic and Barber
absent.
RESOLUTION NO. D -6, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA:
That the i "ayor and City Clerk of the City of Yakima be and they
hereby are authorized and directed to enter into a lease with Stanley Rodom for a portio
of the land owned by the said City in connection with its sewage treatment plant.

This being the time for the hearing on a petition duly filed by George C. Miller praying
for the vacation of a portion of Spruce Street located on the South side of said street
between First and Front Streets, and Mr. Miller being present, stated that th6,_va6ation
of this 8 foot strip would give him control of the parking by his building and thus
prevent some of the traffic hazard at this point. The City Manager read the Engineer's
recommendation which stated that tie vacation of this street would not be for the best
interests of the public and the City of Yakima and therefore he could not recommend this
action. City Manager Allison indicated that he could see no reason for.not vacating
this portion of Spruce Street and asked for permission to investigate this matter further.
MOVED by Coombs, seconded by Oliver that the matter of vacating this 8 foot strip on
Spruce Street be referred to the City Manager for investigation and recommendation and
the Council continue this hearing until the next regular meeting or until the hour of
4 o'clock p.m. on Wednesday the 24th day of June, 1959: carried, Robinson, Burns, Coombs
Larson and Oliver voting aye by voice vote. Bostic and Barber absent.
The following bids having been received by the City Clerk and opened and considered by
him and the City Engineer at the hour of 10 o'clock a.m. on Monday the 15,th day of June,
1959 as advertised:

for the paving of Kenny Drive and various other streets as set forth in Ordinance No.
B -2287 creating L.I.D. No. 870 and for paving South 6th Avenue and Cornell as set forth
in Ordinance No. B -2303 creating L.I.D. No. 871, and the City Manager concurring in the
recommendation of the City Engineer that the bid be awarded to Yakima Asphalt Paving
Company, it was MOVED by Burns, seconded by Larson that the bid for the paving job in
Local Improvement Districts 870 and 871, be awarded to Yakima Asphalt Paving Company:
carried, Robinson, Burns, Coombs, Larson and Oliver voting aye by voice vote. Barber
and Bostic absent.
The City Manager, being called on for his report, read a letter from the Automobile Club
of Washington addressed to former Mayor Joe K. Alderson, announcing that Yakima has been
awarded a special citation for its pedestrian protection activities by the American
Automobile Association and stating that Seattle, Tacoma and Moses Lake were the only
other cities to receive such awards in the State of Washington in nation wide competition,
Manager Allison recommended that this letter be handed to the Chief of Police as it was
through the Police Departments efforts that this citiation was won. It was MOVED by
Coombs, seconded by Oliver that the Chief of Police and the Department be commended on
the achievment of this award: carried, Robinson, Burns, Coombs, Larson and Oliver voting
aye by voice vote. Barber and Bostic absent.
Manager Allison asked for the names of three members of the Council to serve on the
Yakima County Health District Board. The Council asked for information on all boards
on which they might be required to serve in order that they might consider this matter
further.

JUNE 17, 1959
City Manager Allison discussed the annual problem of cleaning the weeds from vacant
lots in the City thus eliminating certain fire hazards. He asked the Council to con-
sider a program of mowing the weeds and spraying these lots to get rid of this hazard
as a matter of good housekeeping for the City of Yakima. No action was taken by the
Council on this matter.
Manager Allison, showing the City Council several detailed financial and budgetary
reports, asked for permission to make one consolidated and comprehensive financial repori
to submit to the Council. Permission was granted.
There being no further business to come before the Council, the meeting was declared
adjourned by Assistant Mayor Robinsons, -J--r-.
