HomeMy WebLinkAbout06/03/1959 Business Meeting1 1 1 JUNE ".3, 1959 The City Council met in regular .session, Mayor Bostic, Assistant Mayor Robinson, Jr. and Councilmen Barber, Coombs, Larson and Oliver, City Manager Allison, City Attorney Arntson and Clerk of the Council Smith, present on roll call. Councilman Burns absent. The.minutes of the regular meeting of the City Commission held May 27, 1959 were approv- ed as read. The minutes of the adjourned meeting held by the City Commission -on May 29, 1959, were withheld at this time. A group of persons representing the Junior Chamber of Commerce being present,were heard. They explained that the Junior Chamber wished to take the,matter of covering the open ditches in the City of Yakima as a project and asked for the history of actions taken by the City'on this matter. After discussion, this matter was referred to the City Manag- er who promised to report to the group, his findings and stating his recommendations, in 3 weeks more or less A petition having been duly filed by Palmer, Willis and Mc Ardle, Attorneys representing property owners in the vicinity of 31st Avenue and Tieton Drive, praying for a hearing, reco nsideratio ng and repeal of Ordinance No. B -2288 and B -2300 as passed by the former City Commission, said ordinances rezoning certain property located on the northeast and northwest corners of 31st Avenue and Tieton Drive from Class R -1 and R-3-Residential respectively to B -1 modified business zone and the City Council wishing to review and' reconsider this matter, and the City Attorney advising that Ordinance No. B -2288 could be repealed thus bringing this matter before the Council as originally recommended by the Planning Commission thus giving the necessary time for review of this matter, it was MOVED by Robinson, seconded by Coombs that the City Attorney be and is hereby directed to prepare the necessary ordinance to repeal Ordinance No. B -2288 to be passed at this meeting and the City Council meet with the Planning Commission at the hour of:3:30 p.m. on Friday the 5th day of June, for the consideration of this matter: carried', Bostic Robinson,,Barber, Coombs and Larson voting;,,, on roll call. Councilman Oliver did not vote in this matter since he,is involved -the action •brought /agatH City of Yakima. Burns absent. Moved by Coombs, seconded by Oliver that Resolution No. D -4 providing for the registra- tion of warrants drawn on the Cemetery Fund, and providing that said warrants bear 4/ interest,,be passed as read: carried, A unanimous voice vote was cast by the Council. Burns absent. RESOLUTION NO. D -4, A RESOLUTION providing for the registration of warrants drawn on the Cemetery Department Fund of the City of Yalg�ima. WHEREAS, the Cemetery Department Fund of the City of Yakima will.be overdrawn if all payments against it are made and there are not now available any other funds of the City of Yakima to loan to the Cemetery Department Fund for the payment of warrants drawn on said fund for necessary city expenses, now, therefore, BE.IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. That warrants issued by the City of Yakima drawn on the Cemetery Department Fund of the City of Yakima when the said fund becomes overdrawn be registered warrants and be marked "Not Paid for Want of Funds" at the time of such endorsement over the signature of the Treasurer, and that the issuance of such register- ed warrants be continued until such registered warrants already issued shall have been redeemed and there be on hand in said Cemetery Department Fund sufficient monies to pay warrants drawn on said fund as issued. Section 2. That said warrants shall draw interest at not to ex- ceed 4/ per annum from and after date of presentation, and that said interest rate ap- pear on the face of said warrants, and Section 3. That said warrants shall be, redeemed and paid according to their number, date and issue. Section 4. That the Treasurer of the City call said warrants in the manner provided by law. BOSTIC Mayor Moved by Larson, seconded by Barber that Resolution No. 5 providing for the transfer of $1,000.00 within the 1959 Budget of the Water -Sewer Fund, be passed.as read: carried, A unanimous voice vote was cast by the City Council. Burns absent. RESOLUTION NO. D -52 A RESOLUTION providing for the transfer of funds within the 1959 appropriation of the Water -Sewer Fund, City of Yakima Water Department. WHEREAS, a shortabe exists in the Construction Equipment account RE203b in the Maintenance and Operation classification of the water -sewer appropriation in the 1959 Budget, and WHEREAS, the City C ouncil deems it in the best interests of the City to make the transfers provided herein, and the action contemplated is authorized by R.C.W. 35. 33.120, now, therefore, BE IT RESOLVED BY THE CITY OF YAKIMA: Section 1. That the sum of $1,000.00 be and the same hereby is transferred from the Cars and Trucks account RE203a to the Construction Equipment accoun- RE203b; both accounts being within the Maintenance and Operation classification of the Water -Sewer appropriation in the 1959 Budget. Section 2. The Director of Finance is hereby authorized and directed to make the aforementioned transfer herein provided for. 519 �5b June, 1959. ATTEST: J. A. BOSTIC Mayor An ordinance providing for the organization of the - Administrative Departments of the City of Yakima as recommended by the City Manager, being brought on for consideration, it was MOVED by Robinson, seconded by Coombs that this ordinance be set aside in order that the Council might have time to consider this legislation before voting and that-it be brought before the Council at the special meeting to be held at 3:30 p.m. on Friday, June 5, 1959: carried, Bostic, Robinson, Barber,'Coombs, Larson and Oliver voting aye on roll call. Burns absent. The Clerk asking for the names of two councilmen to be voting delegates for the City of Yakima at-(eh Convention of the Association of Washington Cities to be held at Port Angeles, it was agreed that Burhs� and Coombs would be the voting delegates at said convention. C The City Manager recommending that the City Engineer,Sam Hobbs, and Public Works Super- intendent, John Mayo attend the Public Works portion of the Convention at Port Angeles, it was,MOVED by Oliver, seconded by Larson that these people be allowed to attend said convention with expenses paid: carried, Bostic, Robinson, Barber, Coombs, Larson and Oliver voting aye by voice vote. Burns absent. The City Engineer recommending for payment,the following estimates for work performed on City Projects during the month of May, 1959 De Blasio Bros. 12th Ave. Storm Drain 1 $72.25 De Blasio Bros. Mary Lin Park Sewer - L.I.D. 868 Schedule I 888.95 Schedule II 9,119.05 Midland. Drilling Co. Domestic Wells - Schedule I 8,163.81 Central Heating & Sewage Treatment Plant Plumbing Co. Additions Schedule I 328.85 and recommending the re- roofing job on the City Hall be accepted as complete, it was MOVED by Oliver, seconded by Larson that these estimates be paid and the re- roofing job on the City Hall be accepted: carried. A unanimous voice vote was cast by the Council. Burns absent. The City Manager bringing forth the matter of the City participating in the cost of con- struction of sidewalks as set forth in Resolution No. C -1698 and informing the Council that notices setting forth.the estimated benefits to property owners and fixing the date of hearing on said project at the hour of LI p.m.,on Wednesday the lst day of July, 1959, were being prepared for mailing, it was MOVED by Robinson, seconded by Coombs that the notices bear the full estimated cost to the property owner since no money had been budgeted for this project: carried, Bostic, Robinson, Barber, Coombs, Larson and Oliver voting aye on roll call. Burns absent. In accordance with an order earlier in this meeting, it was MOVED by Robinson, seconded by Larson that Ordinance No. 6 repealing Ordinance No. B -2288, an ordinance rezoning certain property located on 31st Avenue and Tieton Drive, be passed as read: carried, Bostic, Robinson, Barber, Coombs, &,nd•,­Larsoh voting aye;on roll_.call:.-: Assistant Mayor Robinson, Jr. stating that he believed a record should be made of Councilman Olverts vot6 in this matter if he were not disqualified, Oliver voted aye for the record. ORDINANCE NO. 61 AN ORDINANCE repealing Ordinance No. B -2288, entitled "AN ORDINANCE rezoning specific property situate in the City of Yakima, County of,Yakima, Washington. ", and declaring an emergency. City Manager Allison requesting authorization to purchase a dictating machine, it was MOVED by Oliver, seconded by Barber that the City Manager, be and is hereby authorized to purchase a dictating machine: carried by a unanimous voice vote of the City Council.
