Oliver and Walter Robinson, Jr., having heretofore been elected.to the office of Councilmen, at a General City Election held on the 10th day of March, 1959, and said election providing that such officials should take office on the First Monday in June" of the year 1959, _and said officials having taken the oath of office before a Judge of the Superior Court of Yakima County, Washington, said newly inducted officials do now proceed to conduct the business of the City of Yakima as the City Council of said City. City Clerk, J. A. Smith, called the Council to order at 9:30 A.M. In accordance with the Council Manager Amendment to the City Charter, the Council proceeded to elect a Mayor. Tom Bostic was duly nominated by Coombs, for the office of Mayor. Said nomina- tion seconded by Barber. Moved by Larson, seconded by Oliver that nominations be closed Carried. A unanimous voice vote was cast for Tom Bostic as Mayor. Mayor Bostic then took the gavel and introduced the Council. He then gave recognition to Sidney Reese and Joe K. Alderson and the many others who worked diligently to bring about the new Council Manager form of Government for the City of Yakima. He also reassured employees of the City that there was no intention to clean house of people now employed by the City. He also announced that the Council would have informal meetings, probably luncheon meetings, before the regular meeting from -time to time and and invited the news media to attend these informal sessions. An ordinance, being Ordinance No. 1, creating the office of Assistant Mayor who shall be the Mayor pro tem of the City of Yakima to serve during the absence or disability of the Mayor, was read by the City Clerk. Bostic, Barber, Burns, Coombs, Larson, Oliver and Robinson voting aye on roll call. Said ordinance passed by a unanimous vote. ORDINANCE NO. 19 AN ORDINANCE creating the office of Assistant Mayor. Walter Robinson, Jr. was duly nominated by Larson for the office of As §istant'.Mayor. Oliver seconded this nomination. It was MOVED, seconded and carried that the nominatio be closed and a unanimous voice vote was cast for Walter Robinson, Jr. for the office of Assistant,Mayor (Mayor pro tem). An ordinance, being Ordinance No. 2, fixing the salary and bond of the City Manager was read by the City Clerk. Bostic, Robinson, Barber, Burns, Coombs, Larson and Oliver voted aye on roll call. Said Ordinance passed by the unanimous vote of the Council. ORDINANCE NO. 2, AN ORDINANCE fixing the salary and bond of the City Manager and.de- claring an emergency. A Resolution, being Resolution No. D -1 appointing E. J. Allison as City Manager, was read by the City Clerk. Bostic, Robinson, Barber, Burns; Coombs, Larson and Oliver voted aye on roll call. Said resolution passed by a unanimous vote of the Council. RESOLUTION No. D -11 A RESOLUTION appointing E. J. Allison City Manager. BE IT RESOLVED BY THE CITY COUNCIL OF THE,CITY OF YAKIMA: That E. J. Allison is hereby appointed City Manager of the City of Yakima, to enter upon the duties of such office immediately upon taking the official oath for the support of the National and State Governments and the faithful performance of his duties, and the filing by him with the Clerk of the Council of a bond in such amount and upon such conditions as are provided by law, ordinance and the City Charter. Allison as the City Manager and the oath of office was administered by the City Clerk. An ordinance, being Ordinance No. 3, continuing in force all ordinances and resolutions not inconsistent with the Council- Manager form of government was read by the City Clerk. Bostic, Robinson, Barber, Burns, Coombs, Larson and Oliver voted aye on roll call. Said Ordinance passed by, a unanimous vote of the Council. ORDINANCE N0. 3,: AN ORDINANCE continuing in force all ordinances and resolutions not inconsistent with the Council - Manager form of government; defining certain administra- tive and legislative fundtions and declaring an emergency. An Ordinance, being Ordinance No. 4 transferring funds within the Current Expense Fund of the 1959 Budget to provide funds for the operation of the new City Government under the Council - Manager plan was rea-d by the City Clerk. Bostic, Robinson, Barber, Burns, Coombs, Larson and Oliver voted aye on roll call. Said Ordinance No. 4 passed by a unanimous vote of the Council. ORDINANCE NO. 4. AN ORDINANCE transferring funds within the Current Expense 01 - Administrative Fund of the 1959 Budget to provide the necessary funds for the operation of the new City Government under the Council- Manager plan.and declaring an emergency. Moved by Coombs, seconded by Larson that Ordinance No. 5 fixing the times for meetings of the City Council be passed as read: Bostic, Robinson, Barber, Burns, Coombs, Larson and Oliver voting aye on roll call. ORDINANCE NO. 5, AN ORDINANCE fixing the times for meetings of the City Council and declaring an emergency. Moved by Robinson, seconded by Oliver that Resolution No. D -2 conftming the appointment of James S. Hogan, Justice of the Peace, as Municipal Judge, be passed as read: carried Bostic, Robinson, Barber, Burns, Coombs, Larson and Oliver .voting aye on roll call. RESOLUTION NO. D -22 A RESOLUTION confirming appointment of James S. Hogan, Justice of the Peace, as Municipal Judge for the City of Yakima. JUNE 1, 1959 -BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: Section 1. That the prior appointment of James S. Hogan, one of the duly elected Justices of the Peace in the City of Yakima, by the last preceding Commission of the City of lakima is hereby confirmed in all respects. RESOLUTION N0. °D -3, A RESOLUTION appointing a Clerk of the Council. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF YAKIMA: That-James A. Smith, City Clerk of the City of Yakima, is hereby appointed Clerk of the Council and shall act in the capacity of clerk and secretary thereof and shall perform such duties as may be assigned from time to time and as pro- vided by law and the City Charter. SMITH (SE A L ) City Clerk City Manager Allison spoke on the organization of departments handed a chart showing his recommended plan,to each member of Robinson, seconded by Burns that the necessary legislation be City Manager's plan as recommended: carried, Boxtic, Robinson Larson and Oliver voting aye on roll call. MOVED by prepared to adopt the Barber, Burns, Coombs In accordance with the amendment to the City Charter establishing Civil Service for certain City Employees other than fire and police, it was MOVED by Robinson, seconded by Burns that Sidney Reese be appointed to the Civil Service Commission; carried, Bostic, Robinson, Barber,-Burns, Coombs, Larson and Oliver voting aye on roll call. The convention of the Association of Washington Cities convening June 10, 1959 and Mayor Boxtic announcing that members of the Council as well as the City Manager, City Clerk, City Treasurer, City Attorney and Chief City Accountant would be attending, it was MOVED by Coombs, seconded by Burns,-that the expenses of those people attending this meeting be allowed: carried, Bostic, Robinson, Barber, Burns, Larson and Oliver voting aye on roll call. Mr. Allison then made further comments, stating that he would follow an open door policy and that it would be best that the public make appointments to see him. He further stated that his sole purpose is to give service to the people of Yakima to make it a better place in which to live. He stated that the City would be operated on government 'basis with business methods applied. His motto is "Treat' the other fellow as yould like to be treated." He also suggested to the Council that each of their meetings be opened by prayer. There being no further .business to come before the Council, the meeting was adjourned. The first regular meeting of the City Council will be at the hour of 4 otclock P.M. on Wednesday the 3rd day of June, 1959. ATTEST: C T Y C L E R K r G M A Y 0 R 1 1
