HomeMy WebLinkAbout04/29/1959 Business Meeting492 APRIL 29, 1959 n The City Commission met in regular session, Mayor Alderson, Commissioners Wine and Mathews and City Attorney Arntson present on roll call. The minutes of the regular meeting of April 22, 1959 and adjourned meeting thereof, were approved as read. This being the time for the hearing on Resolution No. C -1672, being a resolution of in- tention to improve 40th Avenue and various other streets by surfacing and constructing concrete curbs and gutters, and there being protests made by persons present and in writing, it was ordered that said protests be referred to the City Engineer for tabula- tion and recommendation, the City Engineer to report his findings and make recommenda- tion at the next regular meeting of the City Commis -sion on Wednesday the 6th day of May, 1959. An ordinance appropriating additional funds in the amount of $1,250.00 for the Irrigatioi Department for the payment of assessments and storage, having been read in its entirety at the regular meeting of April 22, 1959 and laid on the table for one week, and now having been read by caption only, it was MOVED by Wine, seconded by Mathews that Ordinanc No. B -2282 appropriating these additional funds for this purpose, be passed as read: carried, Alderson,Wine and Mathews voting aye on roll call. ORDINANCE NO. B -22821 AN ORDINANCE appropriating additional funds to Account No. 35-7-8 Water Stock, Assessments and Storage of the Maintenance and Operation classification for the Irrigation Department and declaring an emergency. The following bids having been received and considered on April 27, 1959 by a bid board comprised of the Purchasing Agent, City Clerk and Superintendent of Public Works, for the purchase of a one ton flat bed truck for the Water Department: Bell Wyman t2464.28 Valley Ford Sales $2279.68 Wagner Chevrolet $2325.23 and the Purchasing Agent now recommending the bid of Valley Ford Sales as the lowest and best bid, it was MOVED by Mathews, seconded by Wine that said recommendation be accepted and this bid be awarded to Valley Ford Sales: carried, Alderson, Wine and jvlathews votir aye on roll call. A bid board comprised of the Purchasing Agent, City Clerk and Superintendent of Public Works received and considered the following bids on April 27, 1959 for the purchase of a 3/4 ton pick -up for the Water Department: Bell Wyman 2575.30 Wagner Chevrolet '2615.16 Valley Ford Sales $2562.15 and the Purchasing Agent now recommending the bid of Valley Ford'Sales at the lowest and best bid, it was MOVED by Mathews, seconded by Wine that said recommendation be accepted and this bid be awarded to Valley Ford Sales: carried, Alderson, Wine and Mathews voting aye on roll call. The following bids having been received and considered on April 27, 1959 by a Did board comprised of the Purchasing Agent, City Clerk and Superintendent of Public Works for the purchase of a 112 ton pick -up for the Street Department:.' -._ Wagner Chevrolet $1843.88 Bell Wyman $1939.54 Valley Ford Sales $1822.22 and the Purchasing Agent recommending the bid of Wagner Chevrolet Company as the best bid and stating that the difference between the low bid of Valley Ford and Wagner Chevrolet's bids is only $21.66 and that the Street Department,at the present time has 5 Chevrolets in their fleet and they feel that it would be to their advantage to continue with Chevrolets as it would simplify their parts and maintenance operation, it was MOVED by Mathews, seconded by Wine that this recommendation be accepted and' the bid be awarded to Wagner Chevrolet Company: carried, Alderson, Wine and Mathews voting aye on roll call A bid board comprised of the Purchasing Agent, City Clerk and the head of the Traffic Signal Division, received and considered the following bids for the purchase of signal equipment on the 20th day of April,1959: A bid board comprised of the Purchasing Agent, City Clerk and Public Works Superintendent received and considered the following, bids for the purchase of Chlorine for the Water Department on April 27, 1959: Pennsalt Corporation $70.00 Hooker Chemical Corporation $70.00 The purchasing Agent recommending the bid of Hooker Chemical Corporation since 1958 purchases were made from Pennsalt Corporation, it was Moved by Wine, seconded by Mathews that said bid be awarded to Pennsalt'.Corporation since the service with this company has been very good and the representative is a local citizen: carried, Alderson, Wine and Mathews voting aye on roll call. Moved by Wine, seconded by Mathews that Resolution No. C -1687 providing for Specific transfers in the Irrigation, Engineering and Garbage Departments 1959 Budgets, be passed as read: carn-ied, Alderson, Wine and Mathews voting aye.on roll call. C -1687, A RESOLUTION providing for the transfer of funds within the 1959 appropriation of the Current Expense, Irrigation and Garbage Funds. 1 1 L .J a a. 1 1 1 1 :f 1 APRIL 29, 19 WHEREAS, a surplus exists in some.accou nt of the Maintenance and Operation classification of the Irrigation and Garbage Funds in the Engineering Department of the Current Expense Fund, and WHEREAS, it is necessary that funds be transferred to create certain other accounts of the Maintenance and Operation classification of the Irrigation Fund and the Engineering Department of the Current Expense Fund, and WHEREAS, it is necessary that funds be transferred because of shortages in certain established accounts of the Maintenance and Operation classifica- tion of the Garbage Fund, and . WHEREAS, such shortages and the regirement of additional account: could not have been reasonably foreseen at the time of the adoption of the 1959 budget, and WHEREAS, the action contemplated herein is authorized by R.C.W. 35.33.120, now, therefore, ` BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: Section 1. ALDERSO N Mayor An ordinance appropriating the sum of $8,450.00 in the Current Expense Fund for the pay- ment for publications in local newspapers for proposed City Charter Amendments, was read in it's entirety and ordered laid on the table for one week. An Ordinance appropriating the sum of '$2,288.00 in the Current Expense Fund to the salary classification of the Finance Department and creating the position of Clerk II within this department for the last 8 months of 1959 and eliminating the positions of Senior Clerk and Clerk II in.the Water Department, was read in itst entirety and order- ed laid on the table for one week. Commissioner Wine stated that he felt it was justi- fiable to eliminate two positions in the Water Department since they had not been filled thus eliminating the temptation to fill them without justification. Moved by Mathews, seconded by Wine that Ordinance No. B -2283 providing for the transfer of $196.25 within the Other Public Safety Department, Civil Defense portion of the Current Expense Fund, 1959 Budget, be passed as read: carried, Alderson, Wine and Mathews voting aye on roll call. ORDINANCE-NO. B -2283, AN ORDINANCE providing for the transfer of funds within the 1959 appropriation for the Civil Defense portion of the Other Public Safety Department of the Current Expense Fund, and declaring an emergency. A matter of renting or leasing three-acres more or less of property owned.by the Yakima Municipal Airport, being brought before the.City Commission by the Airport Manager, the following letter addressed to the City Commission was read by the City Clerk: April 29, 1959 TO: City Commission From:Larry Mathews, Public Works Commissioner Re: Lease of Airport Land to Metropolitan Park District F.F.A. regulations under which the Yakima Airport is operated limits the use of the airpot land within the approach zones to activities which are not 493 494. APRIL 29, 1959 hazardous to landing aircraft. The Northeast corner of the airport property adjacent to the intersection of Washing ton Avenue and 16th Avenue is within this,restricted use zone. This land has been leas- ed for farming purposed in past years and frequent criticism has been voiced concerning the appearance of the land. The City just recently completed the task of cleaning the weeds off and filling in an unsightly ditch. The City has a big investment in the airport and it should present an attractive appearance. However, to properly maintain this area the airport manager would require labor and equipment which he does not have. The Metropolitan Park District has indicated interest in developing the area for park purposes. This use is permitted by the F.F.A. regulations and would relieve the city of the responsibility of maintaining this three acre plot. In discussing this proposal with Ed Putnam and with members of the Chamber Aviation Committee, it was thought that the matter should be presented to the City Commission for discussion and possible action. Notice of Appeal having been duly filed with the City Commission and the Planning Commission pursuant to Section 2007 of the Comprehensive Zoning Ordinance of the City of Yakima, by Max J. La Fond and others, appealing for a hearing with the City Commissi to reconsider the decision rendered by the Planning Commission in the matter of re- zoning of property situated at 614, 616 and 618 West Lenoz Avenue and 1103 South 7th Avenue, it was ordered that the City Clerk give notice of hearing on this matter for the hour of 11 a.m. on the 6th day of May, 1959. Moved by Mathews, seconded by Alderson that Ordinance No. B -2284 amending the Electrical Code, ordinance No. B -850, setting forth the minimum service installation for a new single family dwelling and doubling the price of permits not taken out before the work is started, be passed as read:. carried, Alderson, Wine and Mathews voting aye on roll call ORDINANCE NO. B -2284, AN ORDINANCE amending Ordinance No. B -850, entitled "An Ordinance to be known as the Electrical Code of the City-of lakima for safeguarding life and property by regulating the installation, alteration, repair, use and olB ration of electric wires, appliances, apparatus and devices in or about buildings on private or public property; providing for the licensing for regulation and revenue of electrical contractors, dealers and wiremen; defining approved electrical materials and appliances; prohibiting the sale or use of unapproved materials and appliances, providing penalties for the violation hereof; repealing Ordinance No. B-t925 of the City of Yakima and all other ordinances or parts of ordinances in conflict herewith ", as - amended. Moved by Wine, seconded by Alderson that Ordinance No.. B -2285 fixing the height of the J. M. Perry & Company Ice and Storage Conveyor at a minimum height of 14.5 feet and repealing Ordinance No. B -2281 which changed the height to 15 feet, be passed as read: carried, Alderson, Wine and Mathews voting aye on roll call. ORDINANCE NO. B -2285, AN ORDINANCE amending Ordinance No. B -677 entitled "AN ORDINANCE GRANTING J. M. Perry & Company the right to construct, operate and maintain a conveyor belt over and across "C" Street between the Northern Pacific Railway tracks and First Avenue North in the City of Yakima, Washington ", and repealing Ordinance No. B -2281. Moved by Alderson,seconded by Mathews that we do now adjourn to meet at.the hour of 2:30 p.ml on this same date: carried, Alderson, Wine and`Mathews voting aye on roll call. ADJOURNED MEETING, WEDNESDAY, APRIL 29, 1959, 2:30 O'CLOCK P.M. The City Commission met pursuant to adjournment, Mayor Alderson, Commissioners Wine and Mathews and City Attorney Arntson present on roll call. A hearing having been held on the 22nd day of April, 1959 on Resolution No. C -1671, being a resolution of intention to improve specific property in the Lenox Avenue Industrial Area, by the construction of a domestic water system, and there being consid- erable protest in writing and otherwise, and the ordinal# creating a local improvement district being tabled for further consideration and it/ eing established t�,atahuYitiml Commission or Council can modify the assessments at the final hearing and/ e assess- ment roll is confirmed and it being streesed that if portions of lots are removed from the district this property would not be served by water and would not be eligible to use City Water, it was MOVED by Mathews, seconded by Wine that Ordinance No. B -2286 provid- ing for this improvement and creating Local Improvement District No. 869, be passed as read: carried, Alderson, Wine and Mathews voting aye on roll call. ORDINANCE NO. B -2286, AN ORDINANCE providing for the improvement of property in the City of Yakima by the construction of necessary mains, fire hydrants, valves and other appurtenances for the purpose of supplying water for domestic use and fire protection, establishing a Local Improvement District, providing for the method of payment therefor, and creating a special fund. The following matter with regard to purchase of pipe for the Water Department being brought before the commission by the purchasing Agent and set forth in the following letter: as 1 1 1 1 1 1 1 APRIL 29, 1959 April 29, 1959 To: Commissioners From: Purchasing Subject - Bid for Pipe for Water Dept. On April 8, 1959 the bid was awarded to-H. D. Fowler Company as part of bid number 35 for 1170 feet of 12 guage dipped steel pipe to be delivered at 88� per foot. Today H. D. Fowler Company informed us that the carload of pipe they received was not of the right size and.specification. However they also informed us that they are willing to go on the open market and buy the required pipe and will deliver it to us at their cost of 94 per foot. This will make an in- crease over the original -bid figure of $23.40,,they state they are able to make immediate delivery. There is an immediate need for this pipe by the Water Department, A check has been made of all available suppliers and none other than H. D. Fowler Company will lye able to make delivery in less than a•week. Our total cost at this increased price will be $1053.00. Permission is requested to purchase 1170 figet of 12 gauge 4" dipped and wrap- ped steel pipe from H. D. Fowler Company at an increase of 2¢ per foot over the amount awarded in the original bid. • . sl W. J.
