The minutes of the regular meetings of the 18th, the 25th and the special meetinp, of the 27th day of March, 1959, were approved as read. A vacancy havin§ been created in the City Commission by the resignation of Corrimissioner Kenneth C. Schutt, Commissioner of Finance and Accounting, said resignation having been accepted as of March 27, 1959, it was MOVED by Mathews, seconded by Alderson that E. Bernard Wine be appointed to serve out the unexpired term of Corrmissioner Schutt or until June 1, 1959: carried, Alderson and Mathews voting aye on roll call. The following bidsiere received and considered by a bid board comprised of the Purchasin, Agent,'Deputy City Clerk and the Superintendent of Public Works, on Monday the 23rd day of March, 1959, for the purchase of one dump box for the Street Department: Schetky Equipment Corporation $1265.25 Alte -rnate $1175.25 Truck Welding; & Equipment $1297.00 Transport Trailer & Equipment $1499.00 Manufacturers Distributors. Inc. 1125.58 Alternate 1206.18 The Purchasing Agent now reporting that, after investigating the business character of the low bidder, it is deemed advisable to accept the bid of Schetky Equipment Corpora- tion as the best bid. MOVED by Mathews, seconded by Alderson that the recommendation of the Purchasing Agent be accepted and this bid be awarded to Schetky Equipment Corporation: carried, Alderson and Mathews voting aye on roll call. A report by the Traffic Board having been read, disclosing that 40 of the 102 merchants contacted, were ip favor of a merchandising mall on Yakima Avenue and 20 against it and others being of various opinions, and a petition protesting such a mall having been duly filed with the City Commission and discussed, it was MOVED by Mathews, seconded by Alderson that Resolution No. C -1670 authorizing the temporary closure of certain streets in the downtown area of Yakima, between 12:00 noon and 9:.00 p.m. on April 6, 1959, be passed as read, providing, the merchants pay about $100.00 for the parking meters and the cost of extra policemen and also that a full report of the costs to the City of Y Yakima together with the vote for and against the mall as reported by the Traffic Board be handed to the Retail Trades Bureau for future use: carried, Alderson and Mathews voting aye on roll call. RESOLUTION N O. C =1670, A RESOLUTION authorizing; the temporary closure of certain streets in the downtown area of Yakima, Washington, between 12:00 noon and 9:00 P.M. on April 6, 1959. WHEREAS, the Retail Trade Bureau of the Yakima Chamber of Commerce has requested that a portion of East Yakima Avenue together with certain cross streets be temporarily closed to vehicular traffic between 12:00 Noon and 9:00 IP_:M. on April 6, 1959 in connection with the promotion of the "Million Dollar Sale ", and WHEREAS, it is deemed advisable in the best interests of the people of the City of Yakima to provide for such temporary closure, now therefore, FE IT RESOLVED BY TFE CI 91.Y COMMISSION OF THE CITY OF YAKIMA : Section 1. That the following portions of streets in the City of Yakima, Wash-ington to-wit: East Yakiraa Avenue between lst Street and 4th Street; 2nd Street between A Street and Chestnut; 3rd Street between A Street and Chestnut. shall be temporarily closed to all vehicular traffic on April 6, 1959 between the hours of 12 :00 Noon and 9:00 P.M. Section 2. That during said period of time, said portions of streets may be used by pedestrians without restriction as to place of crossing or travel. ATTEST: J. A. C -1671, BE IT RESOLVED BY THE CITY C0MMISSION OF THE CITY 0r' YAK-1-MA: That it is its intention to improve the following described property by constructing the necessary mains, fire hydrants, valves, and other appurten- ances for the purpose of supplying water for domestic use and fire protection; all of said improvement to be, constructed in full accordance with. the plans and specifications to be prepared by the office of the City Engineer and filed with the City Clerk. All persons who may desire -'.o be heard, with reference to said proposed improvement are hereby notified to appear and present objections, if any, at a meeting of the City Comnlissior_ to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at-the hour of 10:00 b'clock A.M. on Wednesday, the 22nd day of April, 1959, which. time and place are hereby fixed for the hearing of all matters relating to said proposed improvement or objections thereto; and for de- termining the method of payment for said improvement, and the City Clerk is hereby di- rected to give notice of said hearing and of the intention to make the aforesaid im- provement. A portion of the costs and expenses of said improvement in- cluding engineer; -ng, inspection, advertising , publication of notices, if any, and all other expenses incident thereto, shall be levied and assessed against all of the property legally and property assessable therefor, as provided by law and as above de- scribed, and the balance of the said costs and expenses shall be borne by the City Water Department in accordance with Resolution C -1051. The City Engineer is hereby directed to submit to the City Commission all of the date and any other information required by law to be by him sub- mitted.
