The City Commission met in regular session, Mayor Alderson, 'Commissioners Schutt and
Mathews and City Attorney Arntson, present on roll call.
The minutes of the regular meeting of February 25, 1959, were approved as read.
A letter, protesting the erection of a fence around the parking area at the Yakima
Municipal Airport, signed by Fred C, Squire and Crystal I. Squire, was read by the 'City
Clerk. Interested persons present suggested the need of proper lighting at the entrance
of the Airport, rather than fencing.
Moved by Schutt, seconded by Mathews that since the Airport does not lodgically come
under the Finance and Accounting Division of City Government, that the City Attorney be
and is hereby instructed to draw the necessary ordinance, transferring the general
supervision and control of the Yakima Municipal Airport to and under the Commissioner of
Public Works: carried, Schutt and Mathews voting aye on roll call. Alderson not voting.
Moved by Mathews, seconded by Schutt that Resolution. No. C -1664a providing that, as soon
as road restrictions are removed on the Ahtanum Road, the City of Yakima shall begin to
haiil the garbage to the Airport and use same in the construction of a sanitary landfill,
be passed as read: carried, Schutt and Mathews voting aye on roll call. Alderson not
voting.
RESOLUTION NO. C- 1664 -A, WHEREAS, the City of Yakima has unimproved land located upon
the Yakima Municipal Airport, and,
WHEREAS, it is in the best interests of the City of Yakima to
improve said unimproved land by filling the same up to the level of the balance of the
Airport so that the same may be used for sites for the development of affiliated airport
industries, anal,
WHEREAS, said fillip& -and reclamation of said unimproved land
can be obtained by the City of Yakima through the means of locating sanitary landfill
thereon, and,
WHEREAS, in January, 1957, the Yakima City Engineer made a
report to the City Commission with respect to the location of such sanitary landfill up-
on the airport premises, now, therefore,
FE IT RESOLVED BY THE CITY OF YAKIMA:
That as soon as road restrictions are removed on Ahtanum Road the City of Yakima shall,
begin to haul the garbage from said City to unimporved sites upon the Yakima Municipal
Airport and shall use the same in the sonctruction of a sanitary landfill; said sanitary
landfill operation to be conducted in a manner approved by the State Health Department
and other state regulatory bodies that might be concerned therein.

A petition having been duly filed by Cahalan Investment Company ,and Yakima Cortinunity
Hotel, Inc., and a hearing having been held at the regular meeting of the City Commission
on February 18, 1959, and further action having been tabled of the East -West alley
behind the Chinook Hotel and Commissioner'Mathews now maintaining that there are three
l.egal points to be settled before he wishes to take action, it was MOVED by Schutt,
seconded by Mathews that the ordinance providing for said vacation continue to lay on Ide
table until said.legal points are cleared up: carried, Schutt and Mathews voting, aye on
roll call. Alderson not voting.
The State of Washington Census Board having advised the Mayor and the City Clerk of its
intention to determine, as of April 1, the population of all towns and cities of the
State of Washington and offering its services to any city planning; on taking a census,
it was MOVED by Mathews, seconded by Alderson that Resolution No. C -1664 authorizing the
Mayor and the City Clerk to enter into an agreement with the U.S. Department of Commerce,
Bureau of Census for certain census statistics, be passed as read: carried, Alderson
and ' "athews voting aye on roll call. Schutt not voting.
RESOLUTION NO. C- 16611, A RESOLUTION authorizing and directing the Mayor and 'ity Clerk
of the City of Yakima to enter into an agreement with the U. S. Department of Commerce,
;bureau of Census, for the acquisition of housing characteristics and statistics.
WHEREAS, the U. S. Department of Commerce, Bureau of Census has
extended its policy to the collection and publication of block statistics in conjunction
with the 1960 census with respect to cities of less than 50,000 population upon a con-
tract fee basis, and
WHEREAS, such statistics are necessary for the purpose of urban
planning, including zoning, building codes, slum clearance, residential and commercial
rehabilitation, school and recreational planning, and similar activities of the City of
Yakima, and
WHEREAS, the City of Yakima is preparing a workable program for
submission to the Housing and Home Finance Agency of the Federal Government, and said
statistics are an integral and essential part of such a program, the same being a pre-
requisite for application for Urban Renewal funds, now, therefore,
BE IT RESOLVED BY THE CITY OF YAKIMA:
Section 1. That the Mayor and City Clerk of the City of Yakima
be and they are hereby authorized and directed to enter into an agreement with the U.S.
Department of Commerce, Bureau of Census, for the compilation of block statistics, the
same to be furnished to the City o f Yakima.

Code or Ordinance No. B -2095, as to Land Use, be passed as read: carried, Alderson,
Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -2258, AN ORDINANCE adding Paragraph 19 of Section 800 of Ordinance No.
B -2095, establishing zones in the City of Yakima; regulating and limiting the use of bu
buildings and land; establishing use, height, area, and off - street parking regulations;
providing for yards, courts and other open spaces; providing for the adoption of maps
showing the boundaries of said zones; providing for a Board of Adjustment; providing for
the administration and enforcement of this Ordinance, and fixing penalties for the vio-
lation of its provisions; repealing Ordinances numbered B -22, B -35, B -51, B -71, B -126,
B -147, B -172 and B -293, and all amendments thereto, and all other ordinances and parts
of ordinances in conflict herewith.

ORDINANCE NO. B -22591 AN ORDINANCE rezoning certain specific property situate in the
City of Yakima, County of Yakima, Washington..
An ordinance appropriating the sum of $500.00 for the.payment of Water service for the
Tahoma Cemetery, said item omitted from the 1959 Budget was read in its entirety by the
Clerk and ordered laid on the table for one week to be read and considered at the next
regular meeting of the City Commission.
Moved by Schutt, seconded by Mathews that Resolution No. C -1665 transferring the sum of
$75.00 within the 1959 Budget for the Municipal Airport, be passed as read: carried,
Alderson, Schutt and Mathews voting aye on roll call.
RESOLUTION NO. C -16651 A RESOLUTION transferring the sum of $75.00 from Account 7 -45
Maintenance - Building - Miscellaneous item to Account 7 -86 water Assessments & Storage item,
both within the Mintenance and Operation classification of the 1959 Budget for the
Airport.
WHEREAS, at the time of the adoption of the 1959_ Budget no
appropriation was made for the payment by the Airport to the Water Department for water
furnished for, the use of the Airport, and
WHEREAS, it is requested that the Airport pay. the Water Depart-
ment for water used, and
WHEREAS, a surplus exists in Account 7 -45 Maintenance-Building-
Misc. item of the Maintenance and Operation classification of the 1959 Budget for the
Airport, and
WHEREAS, such requirement could not have been reasonable fore-
seen at the time of the adoption of the 1959.Budget and the action contemplated herein is
authorized. by R.C.W. 35.33.120, now, therefore,
BE IT RESOLVED BY THE CITY OF YAKIM:
That the sum of $75.00 be and the same is hereby transferred
from Account 7 -45 Maintenance - Building -Mist. item to Account 7 -86 Water Assessments and
Storage item, both within the Maintenance and Operation classification of the 1959 ap-
propriation for the Airport, and the Chief City Accountant be and he hereby is authorized
and directed to make the aforesaid transfer of funds.

and Printing item of the Maintenance and Operation classification of the Legal Depart-
ment, and
WHEREAS_, it is necessary that there be transferred the sum of
$20.00 from said item to Account 7 -53 subscriptions item within the Maintenance and
Operation classification of the Legal Department of the Current Expense Fund,,and
WHEREAS, said item could not have been reasonable foreseen at the
time of the adoption of the 1959 Budget, and

RESOLUT,TnN NO. C -1667, A RESOLUTION authorizing the City of Yakima to purchase traffic
signal material in excess of $500.00 without calling- for bids.
WHEREAS, on January 19, 1959 the Purchasing Agent of the City
of Yakio:a purchased traffic signal supplies from the Eagle Signal Corporation as per
Purchase Order No. 2641, said Purchase Order being in the total sum of $463.40, and
WHEREAS, pursuant to said Purchase Order, said Eagle Signal
Corporation shipped the supplies contained therein and forwarded their invoice for said
supplies, and
WHEREAS, without the knowledge of the Purchasing Agent of the
City of Yakima there had been a price increase in said supplies resulting in the total
amount of said purchase up to the sum of 514.21, and
WHEREAS, an emergency is hereby said to exist, now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CT_ TY OF YAKIMA :
Section 1. That an emergency is hereby declared to exist by
reason of the fact that it could not have been reasonably foreseen at the time of
placing Purchase Order No. 2641 with the Eagle Signal Corporation that the price of the
supplies ordered therein would have been increased and that the total purchase would
have exceeded the sum of $500.00 as set forth. in Section 6 of Article VI of the Charier
of the City of Yakima.
Section 2. That the Chief City Accountant of the `ity of
Yakima be and hereby is authorized to issue warrant to the Eagle Signal corporation in
the sum of $514.21 in payment of the supplies ordered by Purchase Order No. 2641 dated
January 19, 1959 and without calling for bids for the same.

against the City.for the City's removal of top soil from property in the Westover
Terrace Addition belonging to Dr. Chisholm, having been read- by the City Clerk, it was

City Clerk be and is hereby instructed to notify the claimant of said action: :. carried

The Burchasing Agent requesting permission to call for bids for one dump box for mount-
ing on a truck for the Street Department, it was MOVED by Mathews, seconded by Schutt
that said permission be granted: carried, Alderson, Schutt and Mathews voting aye on
roll call.
The Superintendent of the Municipal Garbage Service, Mr. Leon B. Sheeley becoming; of
compulsory retirement age as of June 13, 1959, and the.Public Works Supervisor recom-
mending the extension of employment of Mr. Sheeley for one year, it was MOVED by
Mathews, seconded by Schutt that said recommendation be honored and the City Clerk be
and is hereby instructed to advise the Statewide C -ity Employees Retirement of said
action; carried, Alderson, Schutt and Mathews voting aye on roll call.
The City Engineer reporting the following- estimates for payment on work performed on
city projects during the month of February, 1959:

The Chief City Accountant again seeking the arproval of claims paid in January and the
lst-part of February, Commissioner Schutt brought forth for'discussion, Resolution No.
C -1594 passed unanimously by the City Commission on the 29th day of Nay, 1958 author-
izing department heads to approve claim vouchers in accordance with R.C.W.42.211.0104 it
was ordered that this item of business be set aside and considered at an adjourned
meeting on this same day, at 2 o'clock p.M.

The purchasing agent again seeking the rejection of bids received and considered by a
bid board on the 24th day of February, for the purchase of fire hose for the Fire
Department, it was MOVED by Mathews, seconded by Schutt that said bids.be rejected:
carried, Alderson, Schutt and Mathews voting aye on roll call.
A representative from Hertz Rent -A -Car being present informed the City Commission that
if the fence now being constructed at the Airport were completed it would come through
the middle of the space _obbupied by his business. He was informed that the construction
of said fence was to be stopped.
Moved by Alderson, seconded by Mathews that we do now adjourn to meet again at the hour
of 2 otclock p.m. on this same day: carried, Alderson, Schutt and Mathews voting aye
on roll call.
ADJOURNED MEETING, WEDNESDAY, MARCH 4, 1959, 2 O'CLOCK P.M.
The City. Commission met pursuant to adjournment, Mayor Alderson, Commissioner Schutt and
,Mathews and City Attorney Arntson present on roll call.
An ordinance directing the City Treasurer to transfer all funds in the Accumulative
Library Reserve Fund of the City of Yakima to the Yakima County Treasurer in accordance
with R.C.W. 27.1.2.080, having, been read by the city Clerk, and the Attorney for said
Library explaining that this action was mandatory by law and that the money, was now
needed for the purchase of books for thc.Library, the City Attorney was ordered to pre-
pare a formal written opinion on this request.
Moved by Matliews, seconded by Schutt'-that Ordinance No. B -2261 prescribing the duties
and responsibilities of the Airport Manager and placing; the Yakima Municipal Airport
under the general direction and control of the Commissioner of Public Works, said
ordinance having been drawn in accordance with action taken at the regular meeting at
10:00 a.m. on this date, be passed as read: carried, Alderson, Schutt and Mathews vot-
ing on roll call.
ORDINANCE NO. B -2261, AN ORDINANCE prescrili ng the duties and responsibilities of the
Airport Manager, placing the Yakima Municipal °irport under the general direction and
control of the Commissioner of Public Works, repealing subdivision F of Section 1 and
all of Section 9 of Ordinance •B -2235 of the City of Yakima and declari. -ng- an ,emergency.
A Resolution, known as resolution No. 2, passed by the City Planning Commission on the
3rd day of March, 1959, adopting certain sections of tre proposed Park & Recreation
Plan, was read in its entirety by the City Clerk. Moved by Mathes, seconded by Schutt
that Ordinance No. B -2262 adopting a part of the Comprehensive Plan, which was adopted
by Ordinance B -2075, certain sections of the proposed Park & Recreation Plan: carried
Alderson, Schutt and "athews voting: aye on roll call.
ORDINANCE NO. B -2262, AN ORDINANCE adopting; as part of the Comprehensive Plan certain
sections of the proposed Park & Recreation Plan.
An ordinance appropriating $9,634.80 for the re- roofing of the City Hall in accordance
with bids received and awarded on the 25th day of February, 1959, was read in its
entirety and ordered laid on the table to be read a -nd considered at the next regular
meeting of the City Commission.
Commissioner Schutt asked for the approval of the Commission,to make a trip to Seattle
to inspect the accounting system of the Seattle Port District. Commissioner Mathews
asked that a definite proceedure be agreed on for handling Commissioners expenses away
from City.Hall. After discussion it was MOVED by Mathews, seconded by Schutt that before
a member of the Commission takes a trip, he must have one other Commissioner sign a
trip slip.for him: carried, Alderson, Schutt and Mathews voting aye on roll call.
Commissioner Schutt again asked for the approval of the Commission to make a trip to
Seattle to inspect the accounting system of the Seattle'Port District and permission
was granted, Commissioner Mathews signing the trip slip.
Mayor Alderson reported that'it had now been brought to his attention that there would
be some $700 or800 back water assessments to be paid from the sale of Cemetery property
to the U.S. Government for a Naval Reserve Center as authorized by Resolution. No's
C -1603 and C -1604. No action was taken on this matter.
A discussion was then held on the proceedure of approval of claim vouchers for the
Accounting Department. Commissioner Schott brought forth Resolution No. C -1594 authoriz-
ing the heads of department to a-oprove claims. Moved by Schutt that all claims paid
in January and February including his two expense claims in question, covering a trip
to San Jose, California and his attendance at I.B.M. School_, be approved. This motion
lost for want of a second.
Moved by Mathews that all claims paid in January and February excepting; the expense
claims in question, belonging to Commissioner Schutt, be approved. This motion lost
for want of.a second.
City Attorney Arntson informed the Commission that he was working with the Attorney
Generals office on this matter.
Moved by Alderson, seconded by Mathews that we do now adjourn to meet again at the hour
of 10 otclock a.m. on Wednesday the 11th day of March, 1959: carried, Alder.son, Schutt
and Mathews voting aye on roll call.
