HomeMy WebLinkAbout02/25/1959 Business Meeting458 FEBRUARY 25, 1959 The City Commission met in regular session, Mayor Alderson, Commissioners Schutt and Mathews and City Attorney Arntson present. The minutes of the postponed regular meeting of Wednesday, the 18th day of February, 195 were approved as read. Cof,amissioner Schutt asked that citizens present, some 150, state their questions and he would make a general statement in answer to all questions, that he did not wish to carry on a public debate regarding his recent trip to San Jose, California. However, those present insisted that he answer questions as they were asked,which he dial. When asked to explain the difference between the $154.44 spent for travel in 1956 and the $842.76 spent in 1958, Commissioner Schutt explained that he did not have an itemized list of the expenditures but,that several conventions in which groups of employees were paid as one item was in this amount. When asked if he felt that he had justified the confidence of the persons who elected him and if he felt justified in taking his salary when he was on the job only a few days out of the week, Commissioner.Sch.utt read a pre- pared statement covering the improvements he had made in his departments since elected and he also read an attorney generals ruling which sanctioned city officials traveling to other cities and towns to gather new ideas, thus promoting better city government. Commissioner Schutt was emphatic in his statement that he would continue to do his job as his conscience dictated until June 4, 1959. When asked if he was seeking another job on city time, he explained that he was on leave of absence from a job he held be- fore taking office and that he would make application for a job if he heard of one , but that he had not been paid for expenses in connection with job.hunting. When asked if tie schooling was scheduled prior to the trip to Spokane, on which trip he applied for a job with that City, he said it was not, and that the course related to accounting pro- cedures which were very valuable to the City, that certain changes have been recommended by the Municipal Finance Officers Association as procedures for City Managers, and that he was cooperating with the City Manager form of government. When asked.if he did not think that he was a bit presumptuous to make major changes before the Council Manage was hired, in view of the fact that the Manager might not be in accord with his changes, Commissioner Schutt said that he could not sit back and do nothing until the City Manager form of government comes into being and that he highly approved of the new form. When. asked why he had turned in an expense claim for mileage for a trip to Spokane which he began in. a city car, he explained that after the car broke down he continued on in his own private automobile. When questioned :about the disturbance at the Municipal Airport and the threat, to fire Mr. Al Ring, Commissioner Schutt explained that he had tried to put Mr. Ring into a better job and that the Chamber of Commerce had recommended that this job be eliminated at the Airport. On citizen expressed the belief that since the lease with Joseph L. OtErien c/b/a Airport Parking Lot Company, had not been execut- ed, the check in the amount of $40.00 received for said rental,should have been returned to Mr. Obrien at once without having been receipted. Commissioner Schutt explained that the usual procedure was for the money to be receipted by the Airport personel and then turned into the City Treasurer. He also insisted that he was right in having it receipt- ed even though it must be returned to Mr. O'Brien. When asked what his duties were now that a Purchasing Agent and Chief Accountant had been hired, Commissioner Schutt ex- plained that they were administrative -and legislative for the Financial Departments of the City and that the job responsibility was his and that he would continue to do-it as he saw fit. Commissioner Schutt explained that II-M equipment was under consideration for the City of Yakima, but that we are not legally obligated to buy as yet and that no such purchase will be made without commission action. When asked what changes were be- ing planned between now and June 4th, Commissioner Schutt stated that he was not pre- pared to answer the question. When asked if he would make some statement that no drasti charges would be made between now and June when the Council Manager form of government would take effect, he declined. Mayor Alderson was asked how City cars and travel would be handled in the _future and he explained that this matter would follow the Resolution passed in 1956 (C- 1401). The Mayor was also asked if Commissioner Schutts trip to California would be paid and he explained that this morning was the first time he had heard the Commissioners side of the story and that he questioned that it would be. A real estate representative from Spokane spoke in behalf of the Chateau Enterprises operated by Robert J. Paradise,asking that the City Co mnission try to work out a solution to this problem, in order that this operation would not be forced to close down, as she was trying to sell this business and would appreciate the City Commissions efforts to let Mr. Paradise carry on for at least 6 months. Mayor Alderson commented that this business was having trouble making ends meet and that Mr. Paradise was to submit a plan for the commissions approval, and that he was hopeful that they would be able to meet their problems satisfactorily. The regular order of business was then re 's.umed. A.bid board consisting of the Purchasing Agent, City Engineer and Deputy Cit�r Clerk having received and considered the following bids on Tuesday,the 24th day of February, 1959: 'Talley Roofing Company Yal�ima Roofing Company Holaday and Edworthy $9,634.8o 11,881.27 12,093.10 for the re- roofing of the City Hall, and the City Engineer now recommending the bid of Valley Roofing Company in the amount of9,634.80 as the lowest and best bid and calling to the attention of the City Commission that money for this project has not been in- cluded in the 1959 Budget, it was MOVED by Mathews, seconded by Alderson that said bid be awarded to the Valley Roofing Company subject to the appropriation of funds by the City Commission: carried, Alderson and Mathews voting aye on roll call. Schutt not voting. A bid board consisting of the Purchasing Agent, Cit7T Engineer and Deputy City Clerk having received?.and considered the following bid: Sparling Meter Company 1 -8" Main line Domestic Water Meter A560.00 1 -12" Main Line Domestic Water Meter $745.00 1-24" Main Line Domestic Water Meter $1360. f 1- Indicator- Totalizer Recorder for 24" Main Line Water Meter $785.00 1 1 J 1 1 FEBRUARY 25, 1959 for the purchase of meters for the Water Department, said bid being the only bid received and the City Engineer now recommending the purchase from Sparling Meter Co., it was MOVED by Mathews, seconded by Alderson that said recommendation be accepted: carried, Alderson and Mathews voting a.ye on roll call. Schutt not voting. A member of the County Planning Board being present and Commissioner Mathews explaining that he believed it to be advisable that the Commission be on record as approving the acquisition of land for park purposes in connection with the building of the new inter- state highway to by -pass the City of Yakima, it was MOVED by Mathews, seconded by Alderson that Resolution No. C -1663, approving the acquisition of land between Terrace Heights Way, Lenox Avenue and the interstate highway and the Yakima River and directing the City Attorney to prepare the necessary Ordinances and Resolutions to appropriate $50,000.00 and to issue General Obligation Bonds in this amount, be passed as read: carried, Alderson and Mathews voting aye on roll call. Schutt not voting. RESOLU9'ION N0. C -1663, A RESOLUTION approving the acquisition of land, for park purposes located between Terrace Heights Way, Lenox Avenue, the new interstate highway and the Yakima River. WHEREAS, the acquisition of the land, as described above, for park purposes has, received widespread public support, and, WHEREAS, said park development is given top priority by the Planning Commission in a proposed addition to the Comprehensive Plan of the City of Yakima, and, WHEREAS, the State of Washington will shortly begin to acquire property for the interstate highway,ra.and, WHEREAS, several portions of property may be acquired more economicallin in cooperation_ with the purchases made by the State, and, WHEREAS, Federal participation in acquiring said land is possible through Urban Renewal, NOW, THEREFORE, BE IT RESOLVED: Section 1. The City Attorne is. hereby directed to prepare the necessary Ordinances and Resolutions to appropriate 4150,000.00 and to issue General Obligation Bonds in that amount, for the immediate acquisition of lands for said park purposes. Such acquisition to be in conjunction with that_ of the State Highway Depart- ment. Section 2. The City;Engineer and City Planner are hereby directed to prepare a Workable Program for submission to the Housing and Home Finance Agency and to investig=ate the possibility of an Urban Renewal Project for this area. An ordinance providing for an assistant City Attorney and providing for the appropriation of $p4200.00 as the salary for said position was read in its entirety at the regular meeting of the City Commission on February 11, 1959 and now having been ready by caption only, it was MOVED by Mathews, seconded by Schutt that Ordinance No. B92254 providing for said Assistant Attorney and the salary for this position, be passed as read: carried, Alderson Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -2254, AN ORDINANCE providing for an assistant City Attorney on a part - time basis, providing a salary therefore and declaring an emergency. An ordinance providing for the expenditure of $800.00 for the Street Department, said sum to cover water service which was omitted from the 1959 budget, having been read in its entirety at the regular meeting of the City Commission on the 18th day of February, 1959 and laid on the table for one week, and now having -been read by caption only, it was MOVED by Mathews, seconded by Schutt that Ordinance No. B -2255 appropriating $800.00 to the Street Department 1959 Budget be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. _ ORDINANCE NO. B -22551 AN ORDINANCE appropriating the sum of $800.00 to the Water item of the Maintenance and Operation classification of the 1959 Budget for the.Street Department and declaring an emergency. Moved by Mathews, seconded by Schutt that Ordinance No. B -2256 amending the Zoning Code or Ordinance No. B- 2055•and setting forth regulations for the locations of service stations, be passed as read: carried, Schutt and Mathews voting aye on roll call. B -2257, AN ORDINANCE granting to Longview Fibre Company permission to construct, maintain and operate a- railway spur track over and across West Pine Street between South Second Avenue and South Third Avenue within the City of Yakima. Moved by Mathews, seconded by Schutt that we do now adjourn to meet again at the hour of 2 p.m. on this same day: carried, Alderson, Schutt and Mathews voting aye on roll call. ADJOURNED MEETING, WEDNESDAY, FEBRUARY 25, 1959, 2 O'CLOCK P.M. The City Commission met pursuant to adjournment, Mayor Alderson, Commissioner Schutt and Mathews present on roll call. The Planning Commission recommending the adoption of a Housing Code, the City Clerk read an ordinance providing minimum requirements for public safety and welfare, providi for the issuance of permits and collection of fees-for same and adopting a housing code fcr the City of Yakima. Said ordinance was ordered laid on the table for further consideration. The Chief City Accountant still seeking the approval of claims paid to date and attempt- ing to work out a satisfactory proceedure for the future, it was ordered that this business be set aside for further consideration.. After discussion. of the recommendation, it was moved by Mayor Joseph K. Alderson, and seconded by City Treasurer Gladys H. Richter that -the City Treasurer: (1) Invest $25,000.00, held in the Seattle First National Bank, in 91 day United States Treasury notes for the Water Deposit Fund. (2) Invest $25,000.00, held in the National Bank of Commerce, in 91 day United States Treasury notes for the Water Deposit Fund. The motion carried.
