Due to the absence of Mayor Alderson and Commissioner Schutt the regular meeting of this
date was postponed until the hour of 2:00 p,m. on Friday, the 13th day of February; 1959,
time for said postponed meeting being fixed by Commissioner Mathews.
POSTPONED REGULAR MEETING, FRIDAY,•FEBRUARY 13., 1959, 2 O'CLOCK P.M.
The City Commission met in regular session at this later time, Mayor Alderson,
Commissioners Schutt: and Mathews and City Attorney Arntson present on roll call.
The minutes of the regular meeting of February 4, 1959 were approved as read.
A hearing having been held February 4, 1959 on Resolution No. C -1646, being a resolution
of intention to construct a pipe sewer in Lots 1 to 17 of Mary Lin Park and other areas
fully described in said resolution and there being verbal and written protests to said
improvements which were referred to the City Engineer for consideration and recommenda-
tion, and the City Engineer now reporting that the over all protests for the district,
amounts to 24.8% of the total assessments and recommending the creation of a Local
Improvement District, as proposed, it was MOVED by Mathews, seconded by Alderson that
Ordinance No. B -2.249 providing for�t��iiE improvement and creating L.I.D. No. 868, be
passed as read: carried, Alderson`` iathews voting a y e on roll call.
ORDINANCE NO. B -2249, AN ORDINANCE providing for the improvement of certain property
by constructing pipe sewers with the necessary wye branches and manholes; establishing
• Local Improvement District, providing for the method of payment thereof, and creating
• special fund.

RESOLUTION NO. C -1660, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMAY
That the Mayor and City Clerk are hereby authorized and directed
to execute a written farm lease between said City as Lessor, and Loren H. Miller, as
lessee, on that certain real property situate in Yakima County, Washington described as
follows; to -wit:
That portion of Tract 23, State. Addition to the City of North
Yakima, No. 2, according to the plat thereof recorded in
Volume "F11 of Plats, Page 11, Records of Yakima County, Washing-
ton, described as follows:
Beginning at the Southwest corner of Tract 23, thence along the southwest line of
said tract forth 22022138” west 930•39 feet: thence along the northwest line of
said tract North 39025155" East 614.60 feet; thence along a I curve to the fight

RESOLUTION NO. C -16613 A RESOLUTION authorizing the City Commission to enter into a
lease agreement with Robert F. Tormaschy for certain City property upon which there is
situated an orchard.
.WHEREAS, the City of Yakima is the owner of real property

upon which is situate a fruit orchard, and
WHEREAS, said premises are not presently required for City
purposes and it is for the best interest of the people of the City of Yakitfla that said
fruit orchard be taken care of and the premises maintained, and
WHEREAS, the City has received and offer from Robert F.
Tormaschy to lease said premises above described for a period commencing January 1, 1959

ORDINANCE NO. B -2250, AN ORDINANCE discontinuing the special fund known as the "Shop
Fund" and providing for the transfer of the unexpended balance, less outstanding warrant;
to the "Street Fund "; and repealing Ordinances B -2070 and B -2142 and declaring an
emergency.
An ordinance providing for the appropriation of $1,167.50 in the Water -sewer Fund in
payment of Judgment No. 42086 as handed . down in the Superior Court of the State of
Washington in the case of A. L. Goodman�.'and J. D. Goodman d /b /a/ Goodman Construction
Company vs the City of Yakima, said amount to be charged against the South Interceptor
Sewer Project, was read by the Clerk in its entirety and ordered laid on the table, to
be read and considered at the next regular meeting of the City Commission.
An ordinance providing for the position of Assistant City Attorney on a part time basis
and appropriating $4,200.00 for the salary of said position, was read in its entirety
by the City Clerk and ordered laid on the table for one week,to be considered at the
next regular meeting of the City Commission.
An ordinance appropriating 64,000.00 for the construction of two domestic water wells,
having been read at the regular meeting of the City Commiss ion on February 4, 1959 and
laid on the table for one week, and now being read by caption only, it was MOVED by
Mathews, seconded by Schutttthat Ordinance No. B -2251 appropriating $64,000.00 in the
Water -Sewer Fund for said project be passed as read: carried., Alderson, Schutt and

ORDINANCE INTO. B -2251, AN ORDINANCE providing for the appropriation from the unappropria•
ted moneys in the Water -Sewer Fund for the construction of two domestic water wells for
the Water Department and declaring an emergency.

delinquency and prescribing the form of bonds for L.I.D. No. 860, being the Swan Tract

ORDINANCE NO. B -22521 AN ORDINANCE fixing the time of delinquency of installments of
assessments levied for the payment of the cost of the improvement in Local Improvement
District No. 860, and providing for the issuance of bonds with coupons attached for the
payment of the unpaid portion thereof.

The following is a letter received by Commissioner Mathews from the Kiwanis Club on
Riverside Area Beautification and ordered to become a part'of these minutes:

Dear Sir:
Yakima Kiwanis Club is on record favoring the development of the river area between the
new interstate highway, #410, by -pass and the Sportsmen's State Park. Our board has
given its official blessing to this project as_ a community endeavor of major importance.
Last year (1958) our business and public affairs committee,. with board sanction, made
the furthering of acquisition of the area for public park and recreation. purposes its
sole and major concern. Many of our members have, on their own.and on behalf of Kiwanis
Club, been active in seeking expression of community attitude and encouraging support.
The Yakima Chamber of Commerce has a standing Area Beautification Committee and we
heartily endorse their foresight in making this river area beautification project their
No. 1 concern. The Yakima Visitors and Convention Bureau is likewise urging that the
area involved be "secured" at this time, though "development" be delayed. We;'are in
accord with the Bureauts considered opinion that the economy of the Yakima Valley will
be so enhanced by the development in question as to be deserving of full support of the
community, county and state officials who are in any way affected.
We are urging our state legislators to secure favorable action toward allocation of
State Parks funds for this area available for acquiring land east of the Yakima River
extending Sporksments State Park along the river,between the Moxee and Terrace Heights
Bridges. We are urging our city officials to zone and, within their authority and
menas of financing, to secure for future development, the area west of the river along
the new highway by -pass, between said bridges. We understand the County and City
Planning Commissions are supporting the planned project.from the standpoint of their
functions in orderly development of areas within their jurisdictions and we support them
in this effort.

of approval of the citizenry, businessmen, taxpayers and all civic groupe. Please do
your best as one of our public officials to move this project along to a point where

The following is the report submitted by the City Engineer in accordance with the order
recorded in the minutes of the regular meeting of February 4, 1959: and now ordered to
become a part of these minutes without having been read:
RIVERSIDE RECREATION AREA
LAND ACQUISITION
On February 4,1959, the Yakima City Commission authorized this office to make a
preliminary investigation directed toward acquiring land for park purposes located
between Terrace Heights Way,. Len.ox Avenue, the new interstate highway and the Yakima
River.
SCOPE OF REPORT
The attached Map No. I shows the land as described above outlined in red. This
map also shows the existing State Park, outlined in blue, and the area which has been
recommended as an extension to the State Park outlined in dashed blue lines. This
report will be limited to the area west of the River as outlined In red.
COST OF ACQUIRING PROPERTY
The property located between Lenox -Avenue and Terrace Heights Way contains approx-
imately 270 acres, some of which is already owned by the City of Yakima and by the
State of Washington. The total assessed valuation:: of this property is $46,166, in-
cluding all improvements. Mbst °�:of ,f:-the:-property is devoted to agricultural or residen-
tial uses. Using the current ratio of 18% assessed valuation to 100% actual value, the
actual market value o.f the property is 46,100 + 0.18 or $256,000. Spot checks of
valuation show them to be very close to market value. Since all severance damages will
be, paid by the acquisition of right of way for the new highway, and the value of some
roperty will be decreased due to the construction of the highway, the figure of
256,000 appears to be adequate if all property is to be purchased. Acquisition costs
are estimated at $9000.

CO- OPERATIOi7T WITH STATE HIGHWAY DEPT.
State Highway o f cials have assured the City of co- operation in acquiring
property which is severed by the highway right of way. The usual method of appraising
such a parcel is to place a value on it as it now exists, and a value on the remaining
portion after the taking. The City, by working with the State Highway Department, can
then acquire the property for the "after taking" price, with all severance damages paid
by the State.
About 30 segments of several parcels will be within the proposed park area. The
severed portions contain about 70 acres and have an estimated value of $45,000.00.
Appraisals are currently being made on this section of the interstate highway.
In order to provide access to the property owners east of the highway, an under-
pass and frontage roads are scheduled to be constructed at a cost of over $100,000. It
is the thought of this Department, the Planning; Staff, Metropolitan Park Superintendent,
and many others, that if this area is to be developed into a recreation area it would
be better.to have access only at its North and South extremities. While no comm--ritment
has been made on this subject, it seems logical to assume that some participation, in
either acquiring the land or in developing roadways through the park, could be secured
from the State and Federal Highway Agencies if the overpass and other access road
improvements are not constructed.
UR B,AJ\T RENEWAL
Approximately 75 families and 25 businesses will be displaced by the construction
of the freeway between Terrace Heights Way and Lenox. Another 75 families will be dis-
placed if the park development is carried out. Most of the existing dwellings in this
area are definitely sub- standard, and and are not served by water or sewer utilities.
The cost of providing such services to the property between the highway and the river
would be prohibitive due to the location, topography, and ground water conditions,.
Without the feasihility of these utilities, future development of the area will no
doubt be of a similar nature to that which now exists.
The Urban Renewal Program is directed towards eliminating and preventing sub-
standard housing and blight. It is the total approach to the problems of neighborhood
decay. Under this program the Federal Government will grant up to two thirds of the
"net project cost" of an urban renewal project. Advances and loans are available to
provide working capital for planning and carrying out projects.
In order to qualify for federal aids for urban renewal, a community must commit
itself to provide a workable program. This is the blueprint of the actions that a
community proposes to take in. dealing with problems of sub - standard housing and blight.
The seven basic steps_ to a workable program are:
1) Adequate local codes and ordinances, effectively enforced. These include
building Code, Zoning Ordinance, Fire Prevention Code, Housing Code, etc.
2)Adequate administrative program to carry out urban renewal programs.
3)Analysis of blighted neighborhoods.
4)A Comprehensive Plan for development of the Community-

5) Financial responsibility.
6) Responsibility for re- housing adequately all families displaced by urban renewal
and other governmental activities.
7) Citizen participation.
Housing is an important part of urban renewal. However, this does not usually mean
public housing. In a typical project, land is acquired upon which exists sub - standard
housing or other structures and which, due to labk of planning, cannot be economically
rehabilitated. The site is cleared, replatted, ,oned, improvements such as streets and
utilities are installed, and the land is sold to'private business for development.
On Map No. II is shown the area bounded by Fair Avenue on the west, Kiwanis Park on
the South, and the Yakima Avenue interchange on the North and West. This area is
currently partly within the Yakima City Limits, and contains about 22 acres with an
assessed value of $21,850. It is used as an example as to how urban renewal might be
utilized in connection with the Park development and the construction of the. new inter-
state highway. A possible platting of the area is shown for illustrative purposes.
Actually, of course, the property could be divided in many di_flferent ways.

The estimates used above should be reasonably accurate, and point out the advantage
to the City if an Urban Renewal project is possible.
CONCLUSIONS AND RECOMMENDATIONS
If it is the intention of the City to acquire, or to help acquire, the land between
the Yakima River and the new Interstate Highway for park and recreational purposes,
now is the most opportune time to start such acquisition. Appraisals are currently being
made by the State Highway Department and purchase of their right of way will begin this
spring. By cooperation with the State, severed portions can be obtained with no sever-
ance damages to pay.
Two methods are availa;,le to acquire the whole 270 acres in the park area. It can
be made strictly a Community project in which the City, through General Obligation Bonds,
provides all or part of the funds required, with service clubs and other organizations
participating where possible. Under this method no provision would be made for displaced
families, and the estimated cost to the City is 265,000.
The other-approach is Urban Renewal. Additional land would be acquired to provide
housing areas for those displaced by the highway and the park development. Yakima
currently has most of the requisites for a "Workable Program." For a City to be eligible
for federal funds the workable program must be approved by the Housing and Home Finance
Agency. Yakima's workable program should be submitted as soon as possible whether or not
this method is to be used for the park development. If the entire project is eligible fol
federal aid the net cost to the City would be about $150,000.
It appears obvious that this proposed "Riverside Recreational Area" development has
widespread support. The actual development of the park will no doubt take several years.
In order to start acquisition of the property it is recommended:
1) that the sum of $50,000 be appropriated to allow the City to participate with
the State in acquiring severed portions of land.
2) that the City be authorized to pay for such properties the difference between the
agreed before and after taking values, each parcel_ to be accepted or rejected on this
basis by the_City Commission.
3) that the proper officials be instructed to submit a "workable program" to the
Housing and Home Finance Agency and to investigate the possibility of an Urban Renewal
Project for this area.
4) that provisions be made for the acquisition of the rest of the property, either
by Urban Renewal, General Obligation Bond Issue, or other means prior to the actual
,t-art of construction on the freeway. Work is expected to commence early in 1960 or
