JANUARY, 14, 1959
The City Commission met in regular session, Commissioners Schutt and Mathews present on
roll .call. Mayor Alders -on absent until 11:15 a.m. City Attorney Arntson absent.
The minutes of the regular meeting of January 7, 1959 were approved as read.
In accordance with a call for bids for the construction of the 12th Avenue South Trunk
Storm Drain the following bids were received and read by the Clerk:
De Blasio Bros., Yakima, Wash. Concrete Pipe 036,339.00
Moved by Mathews, secorded by Schutt that said bids be referred to the City Engireer
for tabulation and recommendation: carried, Schutt and Mathews voting aye on roll call.
Alderson absent.
Petitions having been filed with ,the City Clerk for the adoption of a Charter Amendment
providing for Civil Service Status for certain employees of the City of Yakima and the
City Clerk now certifying to the City Commission that there are in excess of 2,375 or
15/ of the total number of votes cast at the last preceeding general state election
held 11/4/1958, it was MOVED by Mathews, seconded by Schutt that the certificate be
accepted as, read and Resolution No. C -1645 authorizing the placing of said amendment on
the general city election ballot of March 10, 1959 and prescribing the form of ballot,
be passed as read: carried,-Schutt and Mathews voting aye on roll call. Alderson absent
RESOLUTION NO. C -1645, WHEREAS, a petition has been filed with the City Clerk of the
City of Yakima requesting that a proposed measure known as "Amendment to the city
charter cC the City of Yakima, Washington, by adding thereto Article XVI, providing
civil service status for certain employees of the City of Yakima; creating a civil
service commission to administer this charter amendment; and setting forth its powers
and duties;, excepting certain employees therefrom; listing grounds for dismissal,
censure, or disciplining of employees within this charter amendment; providing for the
establishment of a pay"and classification plan; and making the city council responsible
for funds to administer this charter amendment "be submitted to the qualified voters of
the City of Yakima, Yakima County, Washington, for their approval or rejection at the
general city election to be held.on the 10th day of March, 1959; and
WHEREAS, the said City Clerk has duly examined said petition in
accordance with law and the city charter and has certified to the City Commission of
the City of Yakima that said petition has been signed by qualified.voters of the City
of Yakima in excess of the number required by the City Charter and in excess of a
number equal to 15% of the total number of votes caat in the City of Yakima at the last
preceding general state election, to -wit; the general state election held November 4,
1956.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF YAKIMAY
Section 1. That there. shall be submitted to the qualified
voters of the City of Yakima at the general city election to be held on the 10th day
of March, 1959, for their approval or rejection_ the following ballot proposition:

CIVIL SERVICE CHARTER AMENDMENT
Shall the City Charter of the City of Yakima be amended by
adding thereto Article XVI to provide for Civil service status
for certain city employees to be effective the the first Monday
in June, 1959?

charter amendment to be published in two daily newspapers in the City of Yakima within
the time and in the manner provided by law.

RESOLUTION NO. C -16462 BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That it is its intention to improve the property within the
following described district by constructing a pipe sewer with the necessary wye branch-
es and manholes; all of said improvement to be constructed in full accordance with the
plans and specifi.cation.s to be prepared by the office of the City Engineer and filed
with the City Clerk.
The district to be served by and specially benefitted by.and as
assessed for the above- described improvement is situated in the City of Yakima, Yakima
County, Washington; and described as follows:

All persons who may desire to object to said proposed improvement
are here by notified to appear and present' such objection, if any, at a meeting of the
City Commission to.be held at its office in the City Hall in the City of Yakima, Yakima
County, Washington, at the hour of 10 o'clock on Wednesday the 4th day of February,
1959; which time and place are hereby fixed for the hearing of all matters relating to.
said proposed improvement or objections thereto, and for determining the method of pay-
ment for said improvement; and the City Clerk is hereby directed to give due notice of
said hearing and of the intention to make the aforementioned improvements.
All costs and expenses in connection with the construction of
said improvement, including the engineering, inspection, advertising, publication of
notices, and all other expenses incident thereto, shall be levied and assessed against
the above - described property,pexcept that the water -sewer fund is to bear one half of
the cost of sewer lines which.will also serve property adjacent to the district.
The 'ity Engineer is hereby directed to submit to the City
Commission at or prior to the,_date herein fixed for said hearing, all of the data and
other information required by law to be by him submitted.
That said assessment shall be made according to special benefits
derived from the improvement without regard to.the zone, and termini method.

An Ordinance amending Ordinance No. B -850 known as the Electrical. Code was read by the
City Clerk and ordered laid on the table for further consideration.
Robert F. Tormaschy requesting the renewal of a lease agreement for certain orchard
property being a part of Tahoma Cemetery and the City.Clerk having read a resolution
authorizing said lease, it was MOVED by Mathews, seconded by Schutt that said resolution
be laid on the table and that the City Clerk be and is hereby authorized to call for
bids for the rental of said property: carried, Schutt and Mathews voting aye on roll
call. Alderson absent. ,
The City Engineer reporting the completion of L.I.D. No. 867, being the 41st Avenue,
Curb and Gutter and Paving District, it was MOVED by Mathews, seconded by Schutt that
the City Engineer be instructed to prepare the assessment roll.f or said district and the
City Clerk be and is hereby authorized to give notice of hearing on said assessment roll,
for the hour of 10 o'clock a.m. on Wednesday the 4th.day of February, 1959: carried,
Schutt and Mathews voting aye on roll call. Alderson absent.

transfers within the 1958 .Current Expense budget for 1958 be passed as read: carried,

RESOLUTION NO. C -1647, A RESOLUTION providing for the transfer of funds within the 1958
Budget Appropriation for the Current Expense Fund.
WHEREAS, a surplus of funds exists within certain items of the
Salary classification of the 1958 Budget Appropriation for the Current Expense Fund
while a shortage exists within certain other items within this same cllssification for
this same fund; and
WHEREAS, a surplus of funds exists within certain items of the
Maintenance and Operation classification of the 1958 Budget Appropriation for the C
Current Expense'-Fund while a shortage exists within ceftain other items within this
same classification for this same fund; and
WHEREAS, a surplus of funds exists within certain items of the
Capital Outlay classification of the 1958 Budget Appropriation for the Current Expense
Fund while a shortage exists within certain other items within this same classification
for this same fund; and
WHEREAS, transfers within the various classifications as set
forth hereinbelow are necessary to adjust the balances in said budget items; and
WHEREAS, the City Commission deems it in the best interests of
the City to make the transfers provided for herein, and
WHEREAS, the action contemplated is authorized by R.C.W. 35.33•

transfers within the 1958 Budget of the Water Sewer Fund, be passed as read: carried

RESOLUTION NO. C -16482 A RESOLUTION providing for the transfer of funds within the
1958 appropriation of the Water -sewer fund, City of Yakima Water Department.
WHEREAS, a surplus exists in the Industrial Insurance & Medical
Aid account of the Maintenance and Operation classification of the Water -Sewer appropri-
ation in the 1958 budget, and the funds in the Maintenance & Operation classification
of the Water -Sewer appropriation in the 1958 budget are insufficient, and,
WHEREAS, the City Commission deems it in the best interests of
the City to make the transfer provided herein and the action contemplated is authorized
by R.C.W. 35.33.120, now, therefore,
BE IT RESOLVED 'BY THE CITY OF YAK IMA : .
Section 1. That the sum of $1,000.00 be and the same hereby is
transferred from the Industrial Insurance & Medical Aid account of the Water -Sewer
appropriation in the 1958 budget to the Maintenance & Operation Supplies account of the
Water -Sewer appropriation in the 1958 budget; all of said accounts being within the
Maintenance and Operation classification in said appropriation.
Section 2. That the sum of $500.00 be and the same hereby is
transferred from the Industrial Insurance & Medical Aid account of the Water -Sewer
appropriation in the 1958 budget; all of said accounts being within the Maintenance and
Operation classification in said appropriation.
Section 3. The City Clerk is hereby authorized and directed to
make the aforementioned transfers herein provided for.

Moved by Mathews, seconded by Schutt that Ordirn nce No. B -2240 providing for certain
transfers within the Airport, Garbage, Street and Cemetery 1958 Budgets, be passed as
read: carried, Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -2240, AN ORDINANCE providing for the transfer of funds within-the 1958
budget appropriation and declaring an emergency.
The insurance on boilers used by the City of Yakima, now expiring and Mr. A.J. Goldade
and Mr. Alfred J. Ackley being ;insurance agent's,;; arid- Goldade -_ Insurance _Agency now hold-
ing the boiler insurance and asking for the renewal of same and Mr. Ackley submitting an
informal bid $f2:33 ",-.lower than the present rate, Mayor Alderson suggested that this
insurance be distributed to other companies and Mr. Schutt suggested that since Goldade
Agency was giving the City good service, it should be left with the Goldade Agency.
No o..ficial action was taken by the Commission.

property described as the North 501 of Lot 1, Block 2, Terminal Addition, to thej_public
for street purposes, be passed as read: carried, Alderson, Schutt and Mathews voting
aye on roll call.
RESOLUTION NO. C -1649, A RESOLUTION dedicating to the public for street purposes, c
certain property owned by the City of Yakima.
WHEREAS, certain property has been acquired by the !Ci-ty for th
westerly approach to a proposed grade separation at Lenox Avenue, and
WHEREAS, access to the remaining portion of said property will
be eliminated by construction of said grade separation structure, and
WHEREAS, other property adjacent to Lenox Avenue has been acqui
ed by the City of Yakima to provide such access,
NOW, THEREFORE, BE IT RESOLVED BY.THE CITY COMMISSION OF THE
CITY OF YAKIMA, WASHINGTON,
That the North 50' of Lot 1, Block 2, Terminal Adition, accordi
to the plat thereof recorded in Volume 1 of Plats, Page 42, records of Yakima County,
Washington, is hereby dedicated to the public for street purposes.
