The minutes of the regular meeting of December 10, 1958 were approved as read. An Ordinance amending the Traffic Code known as Ordinance No. B -1546, said Ordinance providing for two hour parallel parking on certain streets having been read and conside ed at the regular meeting of the City Commission on December 10th and now being consid- ered further, it was moved by Mathews, seconded by Schutt that said ordinance be tabled for further consideration.and brought before the City Commission at their regular meeti on January 7, 1959: carried, Alderson, Schutt and Mathews voting aye on roll call. Ordinance No. B -2227 providing for certain transfers within the Irrigation, Garbage, Street and Cemetery 1958 appropriations having had its first reading December 10, 1958 and now being read by the City Clerk by caption only, it was moved by Mathews, seconded by Schutt that said ordinance be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -2227, AN ORDINANCE providing for the transfer of funds within the 1958 appropriation and declaring an emergency. Moved by Mathews, seconded by Schutt that Ordinance No. B -2228 providing for transfer of funds within the 1958 Budget, said ordinance having been read and considered at the regular meeting of the City Commission on December 10, 1958 and now being read by the City Clerk by caption only, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -2228, AN ORDINANCE providing for the transfer of funds within the 1958 appropriation and declaring an emergency. Moved by Mathews, seconded by Schutt that Ordinance No. B -2229 creating a Working Fund in the sum of $p2500.00 within the Current Expense Fund of the 1959 Budget, said ordinance having been read in its entirety at a regular meeting of the City Commission on December 10, 1958 and now being read by the City Clerk by caption only, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO.B -2229, AN ORDINANCE providing for the appropriation of funds from the unappropriated funds of the Current Expense Fund to.establish a Working Fund and declaring an emergency. Moved by Schutt, seconded by Mathews that Ordinance No. b -2230 fixing the time of delinquency and providing the form of bonds for L.I.D. No. 858 being the revised Swan Tract and 29th Avenue domestic water system, be passed as read: carried, Alderson ?;. Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -2230, AN ORDINANCE fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 858, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. Moved by Mathews, seconded by Schutt that Ordinance No. B -2231 which amends Ordinance No. B -2141 which adopts the Uniform Building Code, 1958 Edition, said amendment adopting the Appendix of said Uniform Building Code, be passed as read: carried, Alderson4-. Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -2231, AN ORDINANCE amending Ordinance No. B -2141, the same being the Ordinance adopting the Uniform Building Code, 1958 Edition, by adding thereto an addit- ional section, adopting the Appendix to the Uniform Building Code, 1958 Edition. A vacancy having been created on the Planning Commission by the resignation of John White, `it was moved by Mathews, seconded by Schutt that George Van Aken be appointed to fill this unexpired term and S. I. Anthon be reappointed to serve another six year term on said Planning; Commission: carried, Alderson, Schutt and Mathews voting aye on roll call. Moved by Schutt, seconded by Mathews that Resolution No. C -1639 authorizing the approval of a sublease of certain airport property from James A. Sellers et ux, to Carrol E. Meyer and wife and others, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -1639, A RESOLUTION authorizing approval.of a sublease of certain airport property from James A. Sellers et ux, to Carrol E. Meyer et ux et al. WHEREAS, on July 31, 1950, the City of Yakima entered into a lease for a certain portion of the Yakima Municipal Airport to Darrell V. Underwood, which lease was'modified on July 18, 1952, and again on May 2, 1955, and WHEREAS, said lease was subsequently assigned by the said Underwood to James A. Sellers and Ruth M. Sellers, his wife, and,, WHEREAS, the said James A. Sellers and Ruth E. Sellers have entered into an agreement subleasing a portion of said property to Carrol E. Meyer and Helen M. Meyer, his wife, and Wayne M. Cooper and Winnifred Cooper, his wife, and, WHEREAS, it is deemed advisable for the City of Yakima to approve said sublease, now, therefore, BE IT RESOLVED BY THE CITY OF YAKIMA: That the sublease for a portion of the Yakima Municipal Airport, dated November 6, 1958, between James A.. Sellers and Ruth M. Sellers, his wife, as lessors, and Carrol E. Meyer and Helen M. Meyer, his wife, and Wayne M. Cooper and Winnifred Cooper, his wife, as lessees, a copy of which is hereto attached and by this reference made a part hereof, be and the same hereby is approved and the Mayor and City Clerk are hereby authorized to execute an approval of-said sublease. 3 421 1'422 ATTEST: J. ALDERSON Mayor Moved by Mathews, seconded by Schutt that Resolution No. C -1640 providing for the transfer of $1,000.00 within Water -Sewer Fund 1958 Budget, said money to be used for the purchase of a carload of liquid chlorine: carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C-1640, A RESOLUTION providing for the transfer of funds within the 1958 appropriation of the Water -Sewer Fund, City of Yakima Water Department. WHEREAS, a surplus exists in the State Examination Account of the Maintenance and Operation classification of the Water -Sewer appropriation in the 1958 budget, and, WHEREAS, the City Commission deems it in the best interests of the City to purchase a carload of liquid chlorine with 1958 funds for use of the Water Department, in order to obtain a favorable reduction in price which can be claimed only if said purchase is made by December 31, 1958, and, WHEREAS, said purchase is chargeable to the Maintenance and Operation Supplies account of the Maintenance and Operation classification of the Water - Sewer appropriation in the 1958 budget and funds therein are not sufficient for said purchase, and, WHEREAS, the action contemplated herein is authorized by R.C.-W. 35.33.120., now, therefore, BE IT RESOLVED BY THE CITY OF YAKIMA: That $1,000.00 be and the same is hereby transferred from the State Examination account to the Maintenance and Operation Supplies account of the Water -Sewer appropriation in the 1958 budget, all of said accounts being within the Maintenance and Operation classification of said appropriation, and the City Clerk is hereby authorized to make the aforementioned transfer as set forth herein. day of December, 1958. B -2232, AN ORDINANCE establishing an irrigation rate for the use of domestic water for irrigation purposes, and providing for the rules regulating and fixing the use and price of such water supplied by the City. Moved by Mathews, seconded by Schutt that Resolution No. C -1641 authorizing the Purchasing Department to purchase wire fencing to enclose the parkin area at the Yakima Municipal Airport without calling for bids, at a cost not to exceed 1900.00, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -1641, A RESOLUTION authorizing the Purchasing Department to purchase wire fencing to enclose the parking area at the Yakima Municipal Airport without calling for bids, and to spend in excess of $500.00. WHEREAS, it is immediately necessary to purchase wire fencing to enclose the parking area at the Yakima Municipal Airport in order to combine our purchase with another so that we may save substantially on freight rates, and WHEREAS, an emergency is hereby declared to exist requiring the immediate purchase of said fence because of the foregoing reasons, now, therefore, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: Section 1. That the Purchasing Agent be and he hereby is, authorized, without calling for bids, to purchase wire fencin to enclose the parking area at the Yakima Municipal Airport at a cost not to exceed 1,900.00. Section 2. RESOLUTION NO. C- 164.21 A RESOLUTION providing for the employment of acting assistant city attorneys from time to time, and providing for compensation of $25.00 per day. WHEREAS, from time to time the city attorney has been engaged in trial in the superior court and has been unable to appear in Municipal Court, and upon such occasions it has been necessary to engage.outside attorneys to appear as acting assistant city attorney in municipal court, now, therefore, BE IT RESOLVED BY THE CITY OF YAKIMA: Section 1. That the city attorney be and he hereby is author- ized to employ outside attorneys to act as acting assistant city attorney from time to time as -may be required to perform the function of city attorney in municipal court. Section 2. That such acting assistant attorney shall receive as compensation the sum of $25.00 for each day or portion thereof during which he acts as.city attorney in municipal court. B -2233, AN ORDINANCE establishing a Public Works Operations Department and consolidating the Engineering - Inspection and Planning Departments and prescribing the functions of said departments. Moved by Mathews, seconded by Schutt that Ordinance No. B -2234. being an ordinance creating the office of Public Works Superintendent, prescribing his powers and duties, providing for his appointment and repealing all other ordinances or parts of ordinances in conflict herewith., be passed as read:. carried, Schutt and Mathews voring aye on roll call. Alderson not voting. ORDINANCE NO. B- 2234., AN ORDINANCE creating the office of Public Works Superintendent, prescribing his powers and duties, providing for his appointment and repealing all other ordinances or parts of ordinances in conflict herewith. Moved by Schutt, seconded by Mathews that Ordinance No. B -2235 being an ordinance providing for a unified finance office of the City of Yakima and outlining the principle and procedure of municipal accounting and finance administration and prescribing the powers and duties of the principal officers and repealing all ordinances and parts of ordinances that are in conflict herewith, be passed as read: carried, Schutt and Mathews voting aye on roll call. Alderson not voting. ORDINANCE NO. B -2235, AN ORDINANCE providing for a unified finance office of the City of Yakima and outlining the principles and procedures of municipal accounting and finance administration and providing for the organization of the finance office and prescribing the powers and duties of the principal officers of the finance office, and repealing ordinances 2,6,62, 260, 261, 263, A- 258,A- 259,A- 3o6,A- 795,A- 1194.,B -1984. and B -2085 of the City of Yakima, Washington, and all other ordinances and parts of ordinances in conflict herewith are hereby repealed.
