The City Commission met in regular session, Mayor Alderson, Commissioners Schutt and
Mathews and City Attorney Arntson present on roll call.
The minutes of the regular meeting of December 3, 1958 were approved as read.
This being the time for receiving bids. for the purchase of Water Meters for the Water
Department use in 1959, the following were received and considered:

and the Public Works Administrator requesting permission that the awarding of this bid
be held up for 30 days in order that a physical check may be made on said meters, it was
MOVED by Schutt, seconded by Mathews that this request be granted and said bids be re-

fer of $782 within the 1958 Budget appropriations for the Airport, be passed as read:

RESOLUTION NO. C- 1.6342 A RESOLUTION providing for the transfer of funds within the 1958
Budget Appropriation for the Airport Fund.
WHEREAS, a surplus of funds exists within certain items of the
Maintenance and Operation classification of the 1958 Budget Appropriation for the Air-
port Fund while a shortage exists within certain other items within this same classifi-
catiori for this same fund; and
WHEREAS, transfers between the various items of the Maintenance
and Operation classification as set forth hereinbelow are necessary to adjust the balanc-
es in said budget items; and
WHEREAS, the City Commission deems it in the best interests of
the City to make the transfers provided for herein, and
WHEREAS, the action contemplated is authorized by R.C.W.35.33.12C
NOW, THEREFORE, BE IT RESOLVED BY THE CITY CO MLIISSION:
Section 1. That the sum of $782.00 be and the same is hereby tr
transferred from the surplus items of the Maintenance and Operation classification of
the Airport Fund to the deficit items of the Maintenance and Operation classification

Department to purchase rock salt for the Street Department without calling for bids, be
passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call.
RESOLUTION NO. C -16361 A RESOLUTION authorizing the Purchasing Department to purchase
rock salt for the Street Department without calling for bids, and to spend in excess of
500.00.
WHEREAS, it is immediately necessary to purchase rock salt for
the Street Department, for proper maintenance and the public health and safety, and
WHEREAS, an emergency is hereby declared to exist requiring
immediate need for said 'rock salt at request of Street Department, now, therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
Section 1. That the Purchasing Agent be and.he hereby is,
authorized, without calling for bids, to purchase rock salt for the City of Yakima
Street Department at a cost not to exceed $1,100100.
Section 2. That an emergency exists by reason of the fact that,
because of the weather and time of year, said rock salt is necessary for the immediate
preservation of the public peace, health and safety.

anci 4 of Rl ock 49, or the property now occupied by the Yakima Valley Regional Library,
and that part of the SE-l' of the SW4 of Section 19, Range 13 N. Township 19 E.W.M. lying
between Adams and Pacific Streets and Easterly of South Second Street and Westerly of
South Third Street, or the property now occupied br the Minda Lane Bowling alley, from
Local Improvement District No. 308 or the Irrigation Maintenance Rolls, be passed as
read: carried, Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -2223, AN ORDINANCE eliminating Lots 1, 2, 3 and 4, of Block 49 of the
Town of North Yakima; and property on South Second Street -- that part of the SE49 of
the SW -1 of Sec. 19, Rarige 13 N Township 19 E.W.M. lying between Adams and Pacific Stre
and easterly of South Second Street and Westerly of South Third Street, also on file in
the City Treasurers Office as Tract No. 227, of the City of Yakima, from Irrigation
Maintenance Charges of Local Improvement District No. 308.
An Ordinance amending the Traffic Code known as Ordinance No. B -1546, said Ordinance
providing for two hour parallel park :'ng on certain streets among them being the North
side only of West Yakima Avenue from 7th Avenue to 8th Avenue Iand both sides of North
8th Avenue from Yakima Avenue to Summitview Avenue, having been read by the Clerk, and
there being some protest to said amendment, it was ordered that said ordinance be laid
on the table and the Planning Commission ordered to draw a map of this area in order that
said parking problem may be considered further.
An Ordinance providing for the transfer of funds within the 1958 appropriations for the
Irrigation, Garbage, Street and Cemetery Funds, was read by the clerk and ordered laid on
the table to be considered at.the next regular meeting of the City Commission on
Wednesday the 17th day of December, 1958

An Ordinance providing for the expenditure of $3,000.00 for labor not appropriated in
the 1958 Budget of the Municipal Garbage Collection Service, having been read for,the
first time at the regular meeting of the City Commission on Wednesday the 3rd day of
December 1958, and -now being read the second time by caption only, it was MOVED by
Schutt, seconded by Mathews that Ordinance No. B -2224 providing for said expenditure
be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -2224, AN ORDINANCE providing for the expenditure of funds for the
Municipal Garbage Collection Service Fund salaries and declaring an emergency.
An Ordinance providing for the appropriation of $2,500.00 in addition to the 1959
Budget Appropriations for the Current Expense Fund, said amount to be known as a Worki
Fund for the purpose of making payments for materials and labor for work done for
private parties and into which payments received from said private parties shall be
paid, was read in full by the City Clerk and ordered laid on the table for one week to
be read and considered again at the next regular meeting of the City Commission on
December 17, 1958.

and the City .Clerk to .execute a city license on behalf of the City of Yakima, to the
United States of America to install operate and maintain an approach light land and
necessary control facilities at the Yakima Municipal Airport, be passed as read:

RESOLUTION NO. C -1637, A RESOLUTION authorizing the Mayor and City Clerk to execute
on behalf of the City a license to the United States of Ameica to install, operate and
maintain an approach light lane and necessary control facilities at the Yakima
Municipal Airport.
WHEREAS, the City of Yakima has acquired by purchase and con-
demnation the necessary easements for the purpose of constructing, operating and main-
taining an approach lighting; system at the Yakima Municipal Airport; and
WHEREAS, it is deemed to be in the best interests of the City
to grant to the United States of America a license to install, operate and maintain
said approach lighting system,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF YAI�IMA :
Section 1. That'the Mayor and City Clerk are here authorized
and directed to execute on behalf of the City a "license, right and privilege to the
United States of America to install, operate and maintain an approach light lane and
necessary control facilities in connection with the approach lighting system at the
Yakima Municipal Airport. A copy of said license is attached hereto and made a part
hereof.

RESOLUTION NO. C -16380 A RESOLUTION authorizing the Mayor to enter into a lease -
purchase agreement with the Motor Products Corporation, Duncan Parking Meter Division,
for the lease- purchase of paring meters.
WHEREAS, the Purchasing Agent has heretofore called for bids
for the purchase of parking meters, and
WHEREAS, The Duncan Parking Meter Division of the Motor
Products Corporation has submitted the only satisfactory bid for manual parking meters,
and
WHEREAS, it is deemed advisable to enter into a contract with
said corporation for the lease - purchase of parking meters, now therefore,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
Section 1. That the Mayor be 'and he hereby is authorized and
directed to enter into a lease - purchase agreement with the Duncan Parking Meter
Division of the Motor Products Corporation, a copy of which agreement is attached
hereto and by this reference made a part hereof.

be confirmed by the City Commission, it was MOVED by Alderson, seconded by Schutt that

Mathews expressing wish to refer said appointment to the Bar Association for recommenda-
tion.
