The City Commission met in regular session, Commissioners Schutt and Mathews and
City Attorney Arntson present on roll call. Mayor Alderson absent.
The minutes of the regular meeting of November 26, 1958 were ordered corrected to in-
-the following letter directed to the City Commission by Commissioner Mathews-and state-
ment of Mayor Alderson:

TO THE CITY COMMISSION
From Public Works Commissioner, Larry Mathews
Condemnation proceeding to acquire land for the clear zone and approach landing
system at the Yakima Municipal Airport was approved by unanimous consent of the City
Commission at a meeting held in August, 1958. Mayor Alderson, 'Commissioners.Schutt
and Mathews,. City Engineer Hobbs, C.A.A. Dirstrict Engineer Drew were present.
This decision was made because the City, under agreement with the United States
Government in 1956, had obligated itself to acquire a clear zone area at the eastern.
approach to the airport. Acquisition of the clear zone area involving the properties
of Christoff, Wong & Pollock.would provide for the approach lighting system and would
meet .all future requirements of the C.A.A.
It now appears that the City Commission by secret negotiation without full
knowledge by all members of the City CCommission ( Co mnissioner Mathews was not inf=ormed,
despite repeated requests for information). has decided upon another-course of.action.
Instead of clear title to the land, easements have been negotiated for the
approach lighting system. This decision is not questioned, but the method by which the
decision.was made and the price that the city will pay merely for an easement, is in
the opinion of this Commissioner, highly questiona}ie, and I sincerely doubt that it is
in the public interest to pay voluntarily, prices two and three times as high as the
appraisals made by three separate appraisers hired by the city, This is a matter more
properly.haridled by the courts.
Attached is a summary of the facts concerning the properties involved, the
acreage, the appraised price, the negotiated price and other information is included.
I am putting myself on record as opposing this resolution on the grounds that
the properties.should have been condemned by proper legal methods, and the prices set
by a.court of competent jurisdiction.

A petition having been duly filed by Gale E. Thompson and others, praying for the annex-
ation of a 9.59 acre tract located between Fruitvale Blvd. and Willow Street and North
18th Avenue and Wright Avenue, it was MOVED by Mathews, seconded by Schutt that the
City Clerk be and is hereby authorized to give notice of public hearing by posting said
property and publication, for the 7th day of January 1959, at the hour of 10 o'clock
a.m.: carried, Schutt and Mathews,voting aye on roll call. Alderson absent. -

and the City Clerk is hereby authorized to give notice of hearing on said assessment

ized to draw the necessary warrants in payment of said estimates: carried, Mathews and

An ordinance providing for the expenditure of $3,000.00, not now provided for in the
1958 budget, said additional sum to be used for labor in the Sanitation Department, was
read in its entirety and ordered laid on the table for one week to be read and considerec
at the next regular meeting of the City Commission.
Moved by Mathews, seconded by Schutt that the City Clerk be and is hereby authorized to
call for bids for the purehas'e of petroleum products for the ye.ar of 1959 upon direction
from the Purchasing Agent: carried, Schutt and Mathews voting aye on roll call.
Alderson absent.
Moved by Mathews, seconded by Schutt that we do now adjourn to meet again in regular
session at the hour of 10 o'clock a.m. on Wednesday, the 10th day of December, 1958:
