Bids having been received and read by the 'City Clerk in accordance with the call for sealed proposals for the purchase of one three wheel motorcycle for the Police Depart- ment, it was MOVED by Alderson., seconded by Schutt that the bids, Poulins Motorcycle 1,737.39 Triber Sales & Service 11,524-00 Ray E. Garner $1,085.00 be referred to the Police Chief and the Purchasing Agent for recommendation: carried, Alderson and Schutt voting aye on roll call. Mathews absent. This being the time for the hearing on a petition filed by the Metropolitan Park Board prayi for the annexation of a 9 acre tract located between South 38th Avenue and South Oth Avenue and Webster Avenue and Arlington Avenue and there being no protests in writing or otherwise to said petition, it was MOVED by Schutt, seconded by Alderson that Ordinance No. B -2218 providing for the annexation of this certain property and every part thereof, be passed as read: carried, Alderson and Schutt voting aye on roll call. Mathews absent. ORDINANCE NO. B -22189 AN ORDINANCE providing for the annexation by the City of Yakima Washington, of certain property contiguous to the City of Yakima". In conjunction with a petition praying for the annexation of a 14 acre.tract west of 42nd Avenue between Summitview Avenue and West Chestnut Street, filed by,Ro be rt R. Dolsent et al,and this being the date set for the public hearing on said.petition, and there being no protests in.writing or otherwise to said action, it was,MOVED by Schutt seconded by Alderson that Ordinance No. B -2219 providing for the annexation of this certain property and every part thereof, be passed as read: carried, Alderson and Schutt voting aye on roll call. Mathews absent. ORDINANCE NO. B -2219, AN ORDINANCE providing for the annexation by the City of Yakima Washington, of certain property contiguous to the City of Yakima. Bids having been received at the regular meeting of November 5, 1958 for,the purchase of one Pickup Truck for the Street Department, said bids now being considered, it was ordered that they be laid on the table to be considered at some future. time. Moved.by Alderson, seconded by Schutt that the Authentication of Charter.Amendments as prepared by the City Attorney and read by the City Clerk, said amendments having been voted on by the electors of the City of Yakima on November 4. 1958, and said amendments providing for the government of the City of Yakima under the Council- Manager plan and the majority of votes cast being "For" said amendments, be accepted and the City Clerk be and and is "hereby instructed to record both the Amendments and the "Authentication of Charter Amendments" in the original Charter Book: carried, Alderson and Schutt voting aye on roll call. Mathews absent. Moved by Schutt, seconded by Alderson that Resolution No. C -1629 authorizing the Purchas ing Agent to purchase Housing Units for E.I.D. Trays for the City Treasurer without calling for bids, be passed as read: carried, Alderson and Schutt voting aye on roll call. Mathews absent. RESOLUTION NO. C -16291 A RESOLUTION authorizing the Purchasing Department to purchase Housing Unit for L.I.D. Trays and to expend not in excess of $1250.00, without calling for bids. WHEREAS, Housing Unit for L.I.D. Trays are immediately required by the City Treasurer's Department for proper ".maintenance, and WHEREAS, an emergency is hereby declared to exist requiring immediate need for said Housing Unit for L.I.D. Trays at request of City Treasurer's Department, CITY OF YAKIMA: NOW, THEREFORE,,9E IT RESOLVED BY THE CITY CON ?MISSION OF THE SECTION 10 That the Purchasing Agent be, and he hereby is, authorized, without calling for bids, to purchase one Housing Unit for L.I.D. Trays, as described herein, for the City of Yakima Treasurer's Department, at a cost not to exceed $1,250.00. SECTION 2. That an emergency exists by reason of the fact that said Housing Unit for L.I.D. Trays is necessary because of an immediate need of said Unit, day of 1�ovember, 1958. ATTEST: J. A. Mathews absent. RESOLUTION NO. C -16302 A RESOLUTION authorizing an agreement between the City of Yakima and the State of Washington, Department of Highways for the relocation of the water transmission facilities of the City between Jacobson and Fruitvale Blvd. 0 n I I I f' 1 I C i 5 NOVEMBER 192 1958 WHEREAS, the State of Washington, Department of Highways has prepared plans and specifications for the relocation of primary state highway; No. 5 upon a section known as Jacobson to Fruitvale Blvd., and, WHEREAS, in connection with said relocation it will be necessary for the said Department of Highways to relocate portions of the existing water trans- mission facilities belonging to the City, and, WHEREAS, it is necessary prior to said construction work that an agreement be made between said Department of Highways and the City ,permitting the sai Department of Highways to enter upon the easement owned by the City, upon which said water transmission facilities are located, and to perform such work, now therefore, BE IT RESOLVED BY THE CITY OF YAKIMA: Section 1. That the Mayor of the City of Yakima be, and he is hereby, authorized to enter into an agreement with the State of Washington, Department of Highways allowing said Department of Highways to enter upon the easement owned by the City of Yakima and upon which are located the water transmission facilities of said City for the purpose of relocating the same in connection with the construction by said Department of Highways of a section of primary state highway No. 5, known as Jacobson to Fruitvale Blvd. section. Business Zone, be passed as read: carried, Alderson and Schutt voting aye on roll call. ORDINANCE NO. B -2220, AN ORDINANCE rezoning certain specific property situate in the City of Yakima, County of Yakima, Washington. Bids having been received and considered on the 12th day of November for the purchase of Parking Meters and now being considered again, it was MOVED by Schutt, seconded by Alderson that all bids received be rejected and the Purchasing Department be and is hereby authorized to purchase said meters on the open market.(Vote inadvertently left off Alderson aye. Schutt Aye. (correction) Moved by Schutt, seconded by Alderson that we do now adjourn to meet again at the hour of 8 o'clock a.m. on Thursday, the 20th day of November, 1958: carried, Alderson, Schutt and Mathews voting aye on roll call. The City Commission met pursuant to adjournment, Mayor Alderson, Commissioners Schutt and Mathews and the City Attorney present on roll call. Moved by Schutt, secoit ed.by Mathews that Ordinance penditure of $5,000.00 of the $35,000.00 bond issue fof' the Municipal Airport, said appropriation to be the acquisition of the necessary easements and righ approach lighting system at said Airport: carried, aye on roll call. No. B -2221 providing for the ex- provided for in Ordinance No. B -2161 used for the purpose of completing is of way for the installation of the Alderson, Schutt and Mathews voting ORDINANCE NO. B -22219 AN ORDINANCE providing for the expenditure of funds in the Airport Improvement Fund not provided for in the 1958 Budget and declaring an emergency. Moved by Schutt, seconded by Mathews that Ordinance No. B -2222 directing the City Clerk to call an election for the purpose of electing seven councilmen in.accordance with Articles II and III of the Amended Charter, said election to be held in February and March of 1959, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -22221 AN ORDINANCE directing the City Clerk to call an election for the purpose of electing seven councilmen who shall constitute the council of the City of Yakima. Moved by Schutt, seconded by Mathews that Resolution No. C -1631 authorizing the City Treasurer to establish the Irrigation Maintenance rates for 1959, the same as were charged for the year of 1958, be passed as read: carried, Alderson Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -16312 A RESOLUTION authorizing the City Treasurer to establish the irrigation maintenance rates for 1959, the same as were charged for the year 1958. WHEREAS, it is necessary for tle City Treasurer to establish irrigation maintenance rates for the year 1959, the same as were chargedfor the year 1958, now therefore, BE IT RESOLVED BY THE CITY OF YAKIMA: SECTION 1. That the City Treasurer be, and she hereby is, authorized to establish the irrigation maintenance rates for 1959, the same as were charged for the year 1958. ATTEST: J. A.
