OCTOBER 22.9 1958
The City Commission met in regular session, Commissioners Schutt and Mathews and City
and pity Attorney Arntson present on roll call. Mayor Alderson absent.
The minutes of the regular meeting of October 15, 1958 were approved as read.
This being the time for receiving bids for the sale of City owned property, namely 1,
1949 Ford Sedan, 1, 1942 Pick up and 1, 1936 pick up -and the following bids having been
received:

it was MOVED by Schutt that these bids be referred to the City Purchasing Agent and
Fire Chief for tabulation and recommendation: carried, Schutt and Mathews voting aye
on. roll call.
An ordinance appropriating $2556.00 to the County Health District in'accordance with
Resolution No. 4 -58 passed by the Yakima County Health Board at their regular meeting
of July 8, 1958, said resolution in effect being a request by the City of Yakima to
transfer the position of "Meat Inspector" from the city control to the District Board of
Health and increasing the city's contribution to the Yakima County Health District, was
read in its entirety and ordered laid on the table for one week, to be read and consider-
ed at the next regular meeting of the City Commission on October 29, 1958.
Moved by Mathews, seconded by Schutt that Resolution No. C -1626 authorizing the purchas-
ing Department to purchase one Radar Speedmeter, said purchase not to exceed 1,215.00,
be passed as read: carried, Schutt and Mathews voting aye.on roll call. Alderson absent,
Commissioner Mathews requested that informal.bids be obtained for this purchase.
RESOLUTION NO. C -16260 A RESOLUTION authorizing the Purchasing Department to purchase
one Radar Speedmeter, complete with transistorized power supply pack, Transmitter/Receiv-
er head for Spotli ht mounting, all connecting cables and mounting brackets and to ex-
pend in excess of 500.00.withou,t calling for bids.
WHEREAS, one Radar Speedmeter is immediately required by the
Police Department for proper maintenance and the public health and safety,and
- WHEREAS, an emergency is hereby declared to exist requiring
immediate need for said Radar Speedmeter at request of Police Department,
NOW, THEREFORE., BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF YAK IMA :
Section 1. That the Purchasing Agent be, and he hereby is,
authorized, without calling for bids, to purchase on Radar Speedmeter as described here-
in, for the City of Yakima Police Department at a cost not to exceed 1,215:00.
Section 2. That an emergency exists by reason of the fact that
said Radar Speedmeter is necessary for the immediate preservation of the public peace,
health and safety.

A petition praying for the 'annexation of a nine acre tract located between South 38th
Avenue and South 40th Avenue and We bster.,Avenue and Arlington Avenue having been filed
by the Metropolitan Park District Board and the majority of saA Park Board having
signed said petition, it was MOVED by Mathews, seconded by Schutt that said petition be
accepted and the City Clerk be and is hereby authorized to give not ice'of hearing by
publication and posting notice on said property as required by law, for November 19,
1958 at the hour of 10 o'clock a.m.: carried, Schutt and Mathews voting aye on roll
call. Alderson absent.
The City Engineer reporting.the completion of L.I.D. No. 858, being the Revised Swan
Tract and 29th Avenue Domestic Water System, it was MOVED by Mathews, seconded by Schutt
that the City Engineer be instructed to prepare the assessment roll for said district
and the City Clerk be and is hereby authorized to give notice of hearing on'said assess-
ment roll for the hour of 10 o'clock a.m. on Wednesday the 12th day of November, 1958:'
carried, Schutt and Mathews voting aye on roll call. Alderson absent.
The Purchasing Agent for the City of Yakima, &sting authority for the City Clerk to
advertise for bids for the purchase of 3/n w 99 cars for the Police Department, 1 new
1958 or 1959 112 ton pick up for the Street Department, 2 new cab -over engine Garbage
Trucks for the Garbage Department, 1 new Packer Type Garbage body for the Garbage Depart-
ment and an assortment of nozzles and fittings for the Fire Department, specifications
for each item on file with the Purchasing Agent, it was MOVED by Mathews, seconded by
Schutt,that the City Clerk be and is hereby authorized to call for bids on said items to
be received and considered at the hour of 10 o'clock a.m. on Wednesday the 5th day of
November, 1958: carried, Schutt and Mathews voting aye on roll call. Alderson absent.
Bids having been received at this meeting for the sale of -City owned property, namely,
1 -1949 Ford Sedan, 1 -1942 Ford Pick up and 1 -1936 Ford Pickup, and the Street Engineer a
Purchasing Agent now having tabulated the bids received and recommending the following

it was MOVED by Schutt, seconded by Mathews that said bids be awarded as recommended
with the - exception of the bid on the 1936 Ford Pick up, and it is understood that Mr.
Ford wishes to withdraw his bid on this vehicle Land in this case the bid be awarded to
John Madison in the amount of $76.01 or the second highest - bidder: carried, Schutt and
Mathews voting aye on roll call. Alderson absent.
Moved by,Mathews, seconded by Schutt that we do now adjourn to meet again on this same
day at the hour of 2 o'clock p.m.: carried, Schutt and Mathews voting aye -on roll call.
ADJOURNED MEETING, WEDNESDAY, OCTOBER 22, 1958 2 O'CLOCK P.M.
The City:Commission met pursuant to adjournment, Mayor Alderson, Commissioners Schutt
and Mathews and City Attorney Arntson present on roll call.
An Ordinance amending certain sections of the zoning code, being Ordinance No. B -2095,
having been read in its entirety at a regular meeting of the City Commission on the 8th
day of October, 1958 and now being read by caption only, it was MOVED by Mathews,
seconded by Schutt that Ordinance No. B -2209 amending specific sections of said zoning
code be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE N0: B -2209, AN ORDINANCE amending Section 212, Paragraph 2 of Section 400,
Paragraph 6 of Section 900, Paragraph 1 of Section 1300 and Paragraph 4 of Section 1409;
deleting Section 271 and adding Section 281, Paragraph 15 of Section 400, Paragraphs
10 and 11 of Section 700, Paragraphs 15, 16 and 17 of Section,800, and Section 1617 of
Ordinance No..B -2095, establishing zones in the City of Yakima; regulating and limiting
the use of buildings and land; establishing use, height, area, and off-street parking
regulations; providing for yards, courts and other open spaces; providing for the adop-
tion of maps showing the boundaries of said zones; providing for a Board of Adjustment;
providing for the administration and enforcement of this Ordinance, and fixing penalties
for the.violatio.n of its provisions; repealing Ordinances numbered B -22, B -35, B -43, B -51
B -71, B -126, B -147, B -172 and B -293, and all amendments thereto, and all other Ordinances
and parts of Ordinances in conflict herewith; and declaring an emergency, and declaring
an emergency.
An Ordinance providing for the appropriation of $67,000.00 in the, Water Sewer Fund for
construction of a Storm Sewer from 12th Avenue and Mead Avenue to 26th Avenue and Bonnie
Doon, a Sanitary Sewer to serve Liengang's Addition on 39th Avenue, a Sanitary Sewer on
Nob Hill Blvd., from 16th Avenue to 18th Avenue, a Sanitary Sewer to the County Detention
at 18th Avenue and .Jerome Avenue and 5000 lineal feet of 8 inch sewer pipe, having been
read in full at the regular meeting of the City Commission on October 15, 1958 and laid
on the table for o ne week and now having been read by caption only, it was MOVED by
Mathews, seconded by Schutt-that Ordinance No. B -2210 be passed as read: carried,
Alderson, Schutt and Mathews voting aye on roll calla
ORDINANCE NO. B -2210, AN ORDINANCE providing for the appropriation of funds in Sewer
and Water Department not provided for In the 1958 Budget, and declaring an emergency.
An Ordinance- providing for the appropriation of $95,000.00 in the Water -Sewer Fund for
the construction of two domestic water wells for the Water Department having been read
in its entirety at the regular meeting of the City Commission on October 15,''1958 and
laid on the table for one week and now having been amended to appropriate only $30,000.00
for this project and having had its second reading by caption only, it; was MOVED by
Mathews, seconded by Schutt that Ordinance No. B -2211 be passed as read: carried,
Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -22112 AN ORDINANCE providing for the appropriation from the unappropriat
�. ed moneys in the Water -Sewer Fund for the construction of two domestic water wells for
the Water Department and declaring an emergency.
Moved by Mathews, seconded by Schutt that Ordinance No. B -2212 amending Ordinance No.
B -15260 being the Traffic Code, said ordinance setting forth certain 2 nickel parking

meter zones in the City of Yakima, be-passed as read: carried, Alderson, Schutt and

ORDINANCE NO. B -2212, AN ORDINANCE amending Section 88 (j) of Ordinance No. B -1526,
entitled "AN ORDINANCE relating to and regulating travel, traffic,, and transportation
and their incidence upon the streets and other ways open to the public; and amending
Ordinance No. B -1526 and declaring an emergency." an emergency.,
Moved by Mathews, seconded by Schutt that Ordinance No. B -2213 rezoning property at
7 South 8th Street from R -3 Multiple Family Residen't.ial to B -3 Business zone and
property located at 406 North 2nd Street from R -3 Multiple Family Residential to B -2
Local Business Zone, said ordinance,being in accordance with recommendations made by
the Planning Commission, be passed as read:' carried, Alderson, Schutt and Mathews
voting aye on roll call.
ORDINANCE NO. B- 2213,. AN ORDINANCE rezoning certain specific property situated in the
City of Yakima, County of Yakima, Washington; and declaring an emergency.
Moved by Schutt, seconded by Mathews that the,City Clerk be and is hereby authorized to
call for bids for Parking Meters on a unit basis, 50 to 100 or more, both automatic and
Manual types, to be purchased as needed, said bids to be receive up to the hour of l&
o'clock a.m. on the 12th day of November, 1958: carried, Alderson, Schutt and Mathews
voting aye on roll call.
Moved by Mathews, seconded by Schutt that we do now adjourn to meet in regular session
on Wednesday, the 29th day .of October, 1958 at the hour of 10 o'clock a.m: carried,
