Commissioner Schutt .and City Attorney Arntson absent. The minutes of the regular meeting of October 8, 1958 and adjourned meeting thereof were approved as read. This being the time for the hearing on the petition filed by Neal D. Turner praying for the annexation of certain property abutting on Bel Air Drive and there being no protest in writing or otherwise to said annexation, it was MOVED by Mathews, seconded by Alders that Ordinance No. B -2206 providing for.said annexation be passed as read: carried, Alderson and Mathews voting''aye on roll call. Schutt absent. ORDINANCE N0: B -22060 AN ORDINANCE providing for the annexation by the City of Yakima, Washington, of certain property contiguous to the City of Yakima. Bids having been received October 8, 1958 for the construction of two domestic water wells, Wand #5 and the City Engineer now recommending the bid of Midland Drilling Company of Walla Walla, Washington as the lowest and best bid,'it was MOVED by Mathews, seconded by Alderson that said bid be awarded and the Mayor and City Clerk be and are hereby authorized to execute the necessary contracts in behalf of the City for said construction: carried, Alderson and Mathews. voting aye on roll call. Schutt absent. Bids having been received October 8, 1958 for the purchase of 50 tons more or less of special stoker coal and the Purchasing Agent and the Public Works Co- ordinat.or recom- mending the bid of Western Fuel Company in the amount of $13.10 a ton for Roslyn coal, as the lowest and best bid, it was MOVED by Mathews, seconded by Alderson that this bid be awarded in accordance with said recommendation: carried, Alderson and Mathews voting aye on roll call. Schutt absent. An ordinance amending the zoning code as recommended by the Planning Commission,having been read in its entirety and laid on the table at the regular meeting of the City Commission on October B, 1958 was ordered set aside until the next regular meeting of the City Commission due to the absence of Commissioner Schutt, since this ordinance is an emergency.. A letter setting forth certain zoning changes and a Major Street plan for the City of Yakima as recommended by the City Planning Commission was read by the Clerk and ordered referred to the City Attorney for preparation of the necessary ordinances to cover said recommendations. Moved by Mathews, seconded by Alderson that Ordinance No. B -2207 fixing the time of delinquency and prescribing the form, of bonds for L.-I.D. No. 862 being the 4th Avenue and Other Streets Curb, Gutter and Surfacing district, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call'. ORDINANCE NO. B -2207, fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 862, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. The Purchasing Agent requesting authoriziation for the City Clerk to call for bids for the purbh.ase of two -way radio equipment to replace obsolete equipment in police cars, new equipment to be installed in new police cars as they are acquired, matching funds to be available from the Federal Civil Defense, and the citys half of the cost being estimated at $1500.009 it was MOVED by Alderson, seconded by Mathews that the City Clerk be and is hereby authorized to call for bids for the purchase of said radio equip- ment, said bids to. be received up to the hour of 10 otclock a.m. on Wednesday the 5th day of November, 1958: carried, Alderson and Mathews voting aye on roll call. An ordinance providing for the appropriation of $67,000.00 in the Water - Sewer Fund to be distributed to the construction of a storm sewer from 12th Avenue and Mead Avenue to 26th Avenue and Bonnie Doon, a Sanitary Sewer to serve Liengang's Addition on 39th Avenue, a Sanitary Sewer on Nob Hill Boulevard from 16th Avenue to 18th Avenue, a Sanitary Sewer to the County Detention Home at 18th Avenue and Jerome Avenue and the purchase of 5000 lineal feet of 8 inch sewer pipe, was read by the clerk in its entirety for the first time and ordered laid on the table for one week to be read and considered at the next regular meeting of the City Commission on October 22, 1958. An ordinance providing for the appropriation of $95,000.00 in the Water - Sewer Fund for the construction of two domestic water wells for the Water Department, was read in its entirety for the first time and ordered laid on the table for one week, to be read and considered at the next regular session of the City Commission on Wednesday the 22nd day of October, 1958. Moved by Alderson, seconded by Mathews that Ordinance 'go. B -2208. fixing the salary of the Police Judge or Municipal Judge at $5000,00 and supplementing Ordinance No. B -194 of the Ordinances of the City of Yakima in accordance with certain State Laws, be passed as read: carried, Alderson and Mathews voting aye on roll call. Schutt absent. An ordinance amending the traffic code and having to do with the*locatio n of parking meters in the City of Yakima was presented but was not read nor considered since said ordinance is an emergency and only two commissioners were present. Schutt absent. A petition filed by Robert R. Dolsent et al praying for the annexation of a 14 acre tract west of 42nd Avenue between Summitview and West Chestnut having been filed and the City Engineer reporting that the area meets the policies set forth in Resolution No. C -1404 and that the owners of 81% of the assessed valuation have,.signed said petitio it was MOVED by Mathews, seconded by Alderson that said petition be accepted and the City Clerk be and is hereby authorized to give notice of hearing by publication and posting on the property in accordance with the state law, for November 19, 1958: carrie Alderson and Mathews voting aye on roll call. The City Engineer requesting the appointment of Mr. Lee Beaman as Electrical Inspector on a temporary basis, at the budgeted salary of $4,836 per year, said appointment to be effective October 16, 1958s it was MOVED by Mathews, seconded by Alderson that said appointment be made in accordance with the Engineers recommendation: carried, Alderson 6) o 97 F, 398 OCTOBER 152 1958 and Mathews voting aye on roll call.
