The City Attorney having obtained the information asked for as to proceedure for putting
an amendment to the City Charter on the special election called for November 4, 19580
he reported that he had talked by phone to the Attorney Generals office in Olympia and
searched the laws of the State for his information and that in accordance.with his find-
ings, the City Commission, by its own power, could not put.this issue on the special
election ballot, but they could put it on the ballot at the next regular General City
Election and that the only way this amendment could be placed on the ballot at this time
would be by petition of the voters and there is not time enough to do this. With this
information the Labor group withdrew their request to place the ward system for electing
Councilmen under the Council Manager form of government on the ballot.
