SEPTEMBER 32 1958
The City Commission met in regular session, Mayor Alderson, Commissioners Schutt and
Mathews and City Attorney Arntson present on roll call.
The minutes of the regular meeting o'f August 27,:1958, were approved.as read..
This being the time for receiving bids for L.I.D. No. 867, being the 41st Avenue Paving
District, the following bids having been received

it was MOVED by Mathews, seconded by Schutt that said bids be referred to the City
Engineer for tabulation and recommendation: carried, Alderson, Schutt and Mathews
voting aye on roll call.
This being the time fore the hearing on the assessment roll for L.I.D. No. 862, being
ftZxfideR�gxhwtxg the 4th Avenue and Other Streets Paving District and there being no pro-
tests in writing or otherwise, it was MOVED by Mathews, seconded by Schutt that
Ordinance No. B- 2196,confirming said assessment roll and every part thereof be passed
as read: carried, Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -2196, AN.ORDINANCE confirming the assessment roll covering Local
Improvement District No. 862 as created and established by Ordinance No. B -2140 of the
Ordinances of the City of Yakima.
An ordinance,providing for the borrowing of $1,200.000.00 and issuing and selling
General Obligation Bonds for the purpose of. constructing grade separations at Lenox
Avenue and at "C" Street and for other Street improvements and providing for the sub
mission of said proposition of incurring such indebtedness to the electors of the City
In a special election on November 4. 1958, having been read for the first time at the
regular meeting of the City Commission on.August 27, 1958 and laid on the table for
one week and now having its second reading `by capt1on: only, was ordered laid on the
table for one week to have -its third reading at the next regular meeting of the City
Commission on September 10, 1958.
An Ordinance providing for a full time legal stenographer and the salary for said
position; was read by the Clerk for the first time on August 27, 1958 and laid on the
table for one week and now having been ~read again by caption only, it was MOVED by
Schutt, seconded by Mathews that Ordinance No. B -2197, be passed as read: carried,
Alderson, Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B -2197., AN ORDINANCE providing for a full time legal stenographer, pro-
viding a salary therEtbre and declaring'an emergency.
Bids having been received August 20, 1958 for the purchase of 11 lights for alarm boxes
for the Fire Department and the Alarm Superintendent and Purchasing Agent now recom-
mending the bid of Angelus Industries Inc., of California as the lowest and best bid
and asking that said order be increased to 15 lights totaling $616.13 plus freight,
it was MOVED by Mathews, seconded by Schutt that said bid be awarded in accordance with
recommendation and that the order be increased to 15 lights: carried, Alderson, Schutt
and Mathews voting aye on roll call.
The City Engineer reporting the.following Monthly estimates for work performed on City

it was MOVED,by Mathews, seconded by Schutt that the City Clerk be and is hereby author-
ized to issue the necessary warrants in payment of said estimates: carried, Alderson,
Schutt and Mathews voting aye.on roll call.
The City Engineer reporting the completion of L,.I.D. No. 865, being the-East King &
Maryland Surfacing District, it was MOVED by Mathews,.seconded by Schutt that the City
Engineer be instructed to prepare the assessment roll and the City Clerk be and is hereby
authorized to give notice of hearing on said assessment roll for September 24, 1958 at
the hour of 10 otclock a.m.: carried, Alderson, Schutt and Mathews voting aye on roll
call.
The City Engineer also reporting the completion of L..I.D. No. 866, being the Elm Street
Surfacing District, it was MOVED by Mathews, seconded by Schutt that the City Engineer
be.instructed to prepare the assessment roll and the City Clerk be and is hereby author-
ized to give notice of hearing'on said assessment roll for September 24, 1958 at the
hour of 10 o1clock a.m: carried., Alderson, Schutt and Mathews voting aye on roll call.
The City Engineer requesting authority to call for bids for the purchase of concrete
sewer piper -with rubber joints and wyes for sewer construction, it was MOVED by Schutt
seconded by Mathews that the City Clerk be and is hereby authorized to call for bids
for said purchase, said bids to be received up to the hour of 10 o ►clock a.m. on the
17th day of September 1958: carried, Alderson, Schutt and Mathews voting aye on roll
call.
Moved by Schutt, seconded by Mathews that the following investment report submitted by
the City Treasurer showing investments purchased during the month.of August, 19589 be
accepted as read: carried, Alderson, Schutt and Mathews voting aye on roll call.

Moved by Schutt, seconded by Mathews that Resolution No. C -1616 authorizing the payment
of $500.00 to Kenneth C. Hawkins who was engaged as special counsel for certain legal
work for the City during the month of August, 1958, be passed as read :.
RESOLUTION NO. C -1616, WHEREAS, Kenneth C. Hawkins was engaged as special counsel for
the City of Yakima to carry on certain .legal work for. the City during the month of
August, 1958, and,
WHEREAS, the same was necessary for the proper functioning of
the City Government and,
WHEREAS, the sum of $500.00 is a reasonable sum-to be paid the
said Kenneth C. Hawkins for such special work.
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COMMISSION
OF THE CITY OF YAKIMA:
That the City Treasurer be and she hereby is authorized and
directed to pay to Kenneth C. Hawkins the sum of $500.00, and to pay the same from the
salary appropriation of the Legal Department...

Moved by Mathews, seconded by Alderson that Resolution No. C -1617 authorizing the City
Treasurer to pay the sum of $127.95 to the County of Yakima for the real property and
drainage taxes on certain property fully described in said resolution, said property
having been forecbsed upon by the City of Yakima and now being foreclosed upon by the
County of Yakima: carried, Alderson, Schutt and Mathews voting aye on roll call.
RESOLUTION NO. C -1617, WHEREAS, on August 16, 1957 the "ity of Yakima foreclosed upon
the following described real property standing in the name of James 0. Irons, to wit:
the west 112 of Lot 9, Broadway Lenox Addition No. 2 to the City of Yakima, and the

WHEREAS, said property is up for tax foreclosure by the County
WHEREAS, it is necessary that the afore mentioned taxes in the
total amount of $127.95 be paid to the County of Yakima in order to protect the rights
of the City of Yakima,
NOW, THEREFORE, IT IS HEREBY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF YAKIMA:
That the City Treasurer be, and she hereby is authorized and
directed to pay the sum of $127.95 to the County of Yakima as and for the real property
and drainage taxes as herein before set forth at length, and to pay the same from the -
Local Improvement Guaranty Fund,
ADOPTED BY THE CITY COMMISSION this 3rd day of September, 1958.

Bids having been received and opened at this meeting for the construction of the 41st
Avenue"Curb, Gutter & Paving District, L.I.D. No. 867 and the City Engineer now recom-
mending the bid of De Atley Paving & Crushing Company as the-lowest and best bid, it bf gr
MOVED by Mathews, seconded by Schutt that said bid be awarded and the, Mayor and City /be
are hereby authorized to execute a contract on behalf of the City of Yakima for said
construction.
Moved by Schutt, seconded by Mathews that we do now adjourn to meet in regular session
on Wednesday the 10th day of September, 1958 at the hour of 10 ofclock a.m.: carried,
Alderson, Schutt and Mathews voting aye on roll call.
