JULY 23, 1958
The City Commission met in regular session, Mayor Alderson, Commissioners Schutt and
Mathews present on roll call. No City Attorney present.
The minutes of the regular meeting of July 16th and the adjourned meeting thereof were
approved as read.
This being the time for receiving and considering bids for the purchase of two used 4
wheel drive vehicles for the Water Department and the following bids having been
received,

it was MOVED by Schutt, seconded by Mathews that said bids be turned over to the Street
Engineer and Purchaseing Agent'fo.r recommendation: carried, Alderson, Schutt and
Mathews voting aye on roll call.
An ordinance establishing an irrigation rate for the use of domestic water for
irrigation purposes and providing for rules and regulations and fixing the use and
Price of such water supplied by the City having been presented and read in rough draft
at the regular meeting of the City Commission on July 9, 1958 and said ordinance now
being considered in its final form, it was MOVED by Schutt, seconded by Alderson that
said ordinance be turned over to Harper Grimes for further study: carried, Alderson and
Schutt voting' aye-;on-roll .call:. Mathews' vQting nay.
Moved by Mathews, seconded by Alderson that Resolution No. C -1609 relating to vacations,
sick leave, and other time off privileges -for City Employees and increasing cumulative
sick leave to a maximum of 45 day4 be passed as read: carried, Alderson and Mathews
voting aye on roll call. Schutt voting Naye.
RESOLUTION NO. C -1609 A RESOLUTION re.lating to; vacations, sick leave, and other time
off privileges for City Employees and to supercede and take the place of Resolutions
No. C- 1114 as amended by Resolution No. C -1451.
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA-:
That all permanent employees of the City of Yakima shall be grant
ed time off privileges as follows;
VACATION LEAVE
1. Each employee regularly employed six days each week shall be
entitled to an annual vacation with full pay at the rate of one working day of vacation
.for each full month's work during the preceding year.
2. Each employee regularly employed five days each week shall be
entitled to an annual vacation with full pay of ten working; days vacation for each
twelve (12) month's work period during the preceding year.
3. In computing, the vacation period only those days on which the
employee would normally be required to work shall be counted. Municipal holidays shall
be deducted, and Saturday when workdd, shall be counted as a whole day.
4. An employee shall be entitled to his first, vacation with full
pay after having served the city for a period of twelve (12) months, and vacation leave
may be accumulated for a period of one year. At no time shall an employee during any
year have a paid vacation in excess of two weeks.
5. The vacatinn leave shall be taken by the employee upon appro
of the department head or delegated authority at a time that will not interfere unreason-
ably with the, operations of the department; provided that the department head must
allow an employee to take vacation leave which would otherwise be invalidated by virtue
of the accumulation beyond the maximum.
6. Employees who are granted a leave of absence with pay for any
purpose shall continue to accrue vacation leave at the regularly prescribed rate during
such absence.
7. Each employee whose service is terminated will be allowed pay
for any vacation earned and not taken up to a maximum of twelve (12) working; days.
8. When an employee is transferred to another position, any un-
used vacation leave which may have accumulated to his credit shall continue to be avail-
able for his use.
SICK LEAVE
1. Sick leave with pay shall accrue at the rate of one working
day of leave for each full calendar month of the employee's service to commence at the
end of the first calendar month of the employee's service and any such leave accrued
but unused in any year shall be cumulative for succeeding years to a maximum of forty -
five (45) working days. Employees who are granted a leave of absence with ;gay for any
purpose,shall continue to accrue sick leave at the regularly prescribed rate during such
absence.
2. An employee eligible for sick leave with pay shall be granted
such leave for the following reasons:
a. Personal illness or physical incapacity resulting from
causes beyond employee's control;
b. Forced quarantine of the employee in accordance with
community health requirements; or
C* the death of a member of the employee's immediate family.

3. An employee on sick leave shall inform his immediate
superior of the fact and'the reason .therefor as soon as possible. The employee shall
also keep his superior informed of the probable length of his absence.
4- When the sick leave continues for three (3) or more work
days, the employee shall file evidence of illness with the department head stating the
cause of the absence and the nature of his illness. At the discretion of the department
head, a doctor's certificate may be required when the sick leave extends over a period
of five (5) days.
5. ..Any failure to give notice. of file a physician's certificate
when requested, as required herein, may be cause for denial of sick leave with pay for
the period of absence.
6. Any employee receiving sick leave with pay who simultaneously
receives compensation under the Workmen's Compensation Law, shall receive for the dura-
tion of such compensation only that portion of his regular salary which, together with
said compensation, will equal his regular salary.
7. Absence for a fraction or part of a day that is chargeable
to sick leave in accordance with these provisions, shall be charged proportionately in
an amount not less than one -half day.
8. An employee who is laid off from his position for reasons
that are not discreditable to him may, if reappointed within twelve months, have avail-
able for his necessary use any accrued leave existing at the time of his''layoff.
9. When an employee is transferred to another position, any
unused sick leave which may have accumulated to his credit shall contue to be available
for his use as necessary.
10. At the option of the employee, sickness in excess of the
maximum number of days accrued may be charged to unused vacation.
CIVIL LEAVE
1. Any necessary leave may be allowed by the head of the depart-
ment to permit any employee to serve as a member of the jury, or to exercise his other
civil duties. Each employee who is granted such leave, and who, for the performance of
the civil duties involved, received any compensation, shall be paid bjT the city for the
time he is absent only in the amount of excess of his regular salary over the compensa-
tion so .received.
MILITARY LEAVE
1. Leave not to exceed fifteen (15) calendar days, plus travel
time,'in any period of twelve (12) consecutive months, over and above annual vacation,
may be allowed any employee who is a member of the National Guard or Reserve Corps.
The employee will be paid for the period of the leave less the ..mount of the base pay
received by him by reason of his active duty training, and proof of the amount and re-
ceipt of the base pay for such service shall be made in such manner and upon such Certi-
ficate as the State Auditor of the State of Washington shall require.

1. No leave without pay will be granted an employee until the
employee has first taken advantage of all his usable earned vacation credits, and such
leave will not be granted.for the purpose of the employee gaining personal advantage or
profit.
2. Unauthorized absence from duty for three consecutive working
days shall constitute grounds for dismissal at the discretion of the City Commission.
EMPLOYEES ELIGIBLE
1. These provisions regarding time off privileges do not apply
to employees performing temporary work or to employees occupying positions provisionally.
2. The provisions regarding vacation leave, sick leave and time
off privileges shall not in any Ivay reduce or alter the benefits and provisions relating
thereto provided for by the State Firemen's Relief and Pension System, Policemen's
Relief and Pension System, or by any laws.of the State of Washington now in effect or to
be adopted hereafter.
REPORT ?'of ABSENCES
1. It shall be the duty of each department head to submit to
the City Clerk the first of each month a complete accounting of all absences of employees
of his department, such accounting to give the name of employee, dates on which absent,.
and reason for absence during the previous month.

Mayor Alderson recommending the name of Anthony Arnston for the position of City
Attorney to_.take-office on August 4, 1958 at a salary of $101000.001 it was MOVED by
Schutt, seconded by Mathews that the Mayor's recommendation be accepted.
Moved by Schutt, seconded by Alderson that Ordinance No. B -2188 amending Ordinance No.
B -1827 which adopts with certain exceptions,the 1955 uniform Building Code and including
within the exceptions therein the new Y.M.C.A. building located at Naches and Yakima
Avenue, be passed as read: carried, Alderson and Schutt voting aye on roll call.

exceptions the uniform- Building Code, 1955 Edition.
Moved by Alderson, seconded b y Schutt that we do now adjourn to meet again at the hour

Engineer to have made a !Me Ilroy Analysis" of the domestic water system of Yakima and
the Mayor to enter into any necessary agreements for said analysis, be passed as read:

RESOLUTION NO. C -1610, A RESOLUTION authorizing the City Engineer to have made a
"McIlroy Analysis" of the domestic water system of Yakima, and the Mayor to enter into
any necessary agreements for said analysis.
WHEREAS, the City of Yakima is currently studying its water
supply and distribution system; and
WHEREAS, an accurate analysis of said distribution system is
necessary to adequately plan future requirements for the system; and
WHEREAS, a Me Ili�oy analyzer is available at the State College
of Washington,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF YAKIMA,
Section 1, That the City Engineer is hereby authorized to make
a "McIlroy Analysis" of the domestic water system of the City of Yakima.
Section 2, The Mayor is hereby authorized to enter into the
necessary agreements with the State College of Washington, Division of Industrial
Research for said Me Ilroy analysis.
