ATTEST: J. A. Smith City Clerk ADOPTED BY THE CITY COMMISSION, signed and approved this 16th (SEAL) JOE K. ALDERSON Mayor The following letter, signed by Commissioner Mathews making recommendations concerning the replacing and /or repairing the boiler located at the Sewage Treatment Plant was read by the City Clerk: April 10, 1958 RECOMMENDATION TO THE CITY COMMISSION by Public Works Commissioner Larry Mathews At the regular City Commission meeting of January 22, 1958 the recommendation was made that immediate action be taken to replace the boiler at the Sewage treatment Plant. The City Commission elected to defer replacement of the boiler because of insufficient f It is necessary to again direct the Commission's attention to the unsatisfactory and unsafe condition of the boiler at the treatment plant. The boiler inspector, Mr. Dawdy, representing the Hartford Steam Boiler Inspection, and Insurance Company, reported to me on April 1, 1958 that the temporary repairs made on the boiler have failed and that the boiler have failed and that the boiler is again leaking like a sieve and is T very unsafe. He estimates that an expenditure of $1,000 to $1,500 is required.to put the boiler in a safe operating condition and there is no guarantee that the repairs will last another year. Paul Page, the operator of the Sewage Treatment Plant, was asked what progress he was making in putting the boiler back in operation. It seems that a problem has develop- ed in keeping the boiler patched up. The material he uses to seal the cracks is removed by the water conditioning additives, so a permanent repair is not possible without re- placing sections of the boiler. I recommend that the City Engineer be directed to prepare specifications and call for bids on the furnishing and installation of a boiler capable of supplying the needs for the next thirty years. The commission should be aware that failure to provide heat to the digestors can result in severe operational problems which could cost the city more in extra labor than the cost of a new boiler.
