The minutes of the meeting of January 29, 1958, were approved as read. This being the time for receiving bids for the purchase of paint for the street depart- ment, the following bids were received: W._ P. Thompson for Tropical Paint 750 Gallons White 2.90 Company 450 ,t Yellow 2.90 " ,r Moved by Mathews, seconded by Schutt that the paint bids be referred to the Street Engineer, John Mayo, for recommendation: carried, Alderson, Schutt and Mathews voting aye on roll call. This being the time for receiving bids for the purchase of salt for the street depart- ment, the following bids were received: Morton Salt Company Leslie Salt Company Deseret Salt Company Royal Crystal Salt Company $ 1.355 per sack (100 #) 1.36 ,► ' 1.351 „ 1.3 5 2 ,t it it was moved by Mathews and seconded by Schutt that said bids be referred to the Street Engineer, John Mayo, for recommendation: carried, Alderson, Schutt and Mathews voting aye on roll call. This being the time for receiving bids on'the sale of a printing machine by the Engin- eer's Office and no bids having been received, it was moved by Mathews, seconded by Alderson that the.City Engineer be authorized to negogiate with whomever might be interested in purchasing this piece of equipment: carried, Alderson, Schutt and Mathews voting aye on roll call. Moved by Mathews, seconded by Schutt that Ordinance No. B -2131, being an emergency ordinance appropriating $49069.61 to cover certain items of maintenance and operation in the Municipal Garbage Department not provided for in the 1957 budget, said ordinance having been read in its entirety the first time on January 29, 1958, and now having been read again, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -2131, AN *ORDINANCE providing for the expenditure of funds in the gar department not provided for in the 1957 Budget, and declaring an emergency. Bids having been received January 29, 1958 for the purchase of a sewer rodding machine for the Street Department, it was moved by Mathews and seconded by Schutt that the recommendation of John Mayo, Street Engineer, be accepted and the bid in amount of $3747.77 plus the necessary attachments be awarded to Waterworks Supplies Company of Portland, Oregon: carried, Alderson, Schutt and Mathews voting aye on roll call. Bidshhaving been received January 29, 1958 for the purchase of a pickup truck for the Street Department, it was moved by Schutt and seconded by Alderson that the bid of Wagner Chevrolet Company in amount of*$1732.93, being the lowest bid, be awarded in accordance with the Street Engineer's recommendation: carried, Alderson and Schutt voting aye on roll call. Mathews voting nay. Bids having been received January 29, 1958, for the purchase of a pickup truck for the parking meter department and the City Treasurer, Gladys Richter,'recommending the bid of Morrow - Cahoon Motor Company in amount of $1619.84 as the best bid for the purchase of a 1958 Studebaker, it was moved by Schutt, seconded by Alderson that said bid be accept- ed: carried, Alderson and Schutt voting aye on roll call. Mathews voting nay. Moved by Mathews, seconded by Schutt that Ordinance No. B -2132 amending Ordinance No. B -2076, establishing industrial waste sewer charges and providing for the payment there- of, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE No. B -2132, AN ORDINANCE amending Sections land 3 of Ordinance No. B -2076 entitled "An ordinance establishing industrial wastes sewer charges, providing for the method of payment thereof, and providing for the measurement of said industrial wastes, and declaring an emergency. "; and declaring an emergency. 31.5 '31.6 FEBRUARY 5, 1958 Moved by Mathews, seconded by Alderson that Resolution No. 1562 being a Resolution of intention to improve South Fourth Avenue from Pine Street to Division Street and other streets fully described in said Resolution and authorizing the City Clerk to give notice of hearing on said improvement by grading, ballasting and surfacing for the hour of 10 o'clock a.m. Wednesday, the 26th day of February, 1958, be passed as read: carried, Alderson, _ and Mathews voting aye on roll call. Schutt not voting. RESOLUTION NO. C -1562, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That it is its intention to improve the following streets by grading,. ballasting, surfacing with asphaltic concrete and constructing concrete curbs and gutters, together with any necessary drainage features: Fourth Avenue from Pine Street to Division Street Maple Street from Fourth Avenue to Fifth Avenue 39th Avenue from Summitview to Chestnut, except half street adjacent to Chestnut Park Addition East Half of 35th Avenue from Tieton Drive South to end. Webster from 34th Avenue to 35th Avenue South half of Pierce - 5th Avenue to Cornell Avenue Mead Avenue from 1st Avenue to 2nd Avenue 34th Avenue from Chestnut to Walnut Walnut from 34th Avenue to 35th Avenue That it is also its intention to improve the following street by grading, ballasting, surfacing with asphaltic concrete and constructing concrete curbs and gutters, together with any necessary drainage features and 'by constructing concrete sidewalks on both sides of said street: Summits ew from 40th Avenue to 42nd Avenue That it is also its intention to improve the following alley by grading,ballasti.ng,and surfacing with asphaltic concrete; Alley in Block 253, Lund's Addition Said proposed district is to embrace all property adjacent to the above improvements which is subject to assessment for the cost of said improvements as provided by the laws of the State of Washington. All persons who may desire to be heard with reference to said proposed improvements are hereby notified to appear at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washing -' ton, at the hour of 10 o'clock on Wednesday, the 26th day of February, 1958, which time and place are hereby fixed for the hearing of all matters relating to said proposed improvements, and for determing the method of payment for said improvements; and the Cit� Clerk is hereby directed to give due notice of said hearing and of the intention to makes the aforesaid improvements. All costs and expenses in connection with the construction of said improvements, including the engineering, inspection, advertising, publication of notices, and all other expenses incident thereto, shall be levied and assessed against all of the property legally and properly assessable therefor as provided by the laws and as above described, with the exception that on officially designated arterial streets as Summitview Avenue and Mead Avenue, the City shall bear the cost in excess of that requ- ired to construct standard 32 -foot residential streets. The City Engineer is hereby directed to submit to the City Commission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted; all of said improvements to be constructed in full accordance with the plans and specifi- cations to be prepared by the City Engineer and filed with the City Clerk. ALDERSON Mayor Moved by Mathews, seconded by Schutt that Resolution No. C -1563 providing for the city printing for the ensuing year, and fixing the time for receiving bids therefor for Wednesday, February 19, 1958 at 10 o'clock a.m. be adopted as read: carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -1563, WHEREAB, by ordinance, it is provided that on the first Monday in February of each year, the City Commission of the City of Yakima, Washington, shall pass a resolution prescribing the form of contract for the city advertising for the ensuing year; NOW, THEREFORE, BE IT RESOLVED by the City Commission that the form of contract for the city printing for the ensuing year shall be in substantially the form hereto attached and made a part hereof, and the City Clerk, is.hereby directed to give notice for sealed proposals for a contract for doing the city advertising for the ensuing year by publishing the same for two consecutive issues in the newspaper doi the city printing, which notice shall contain a general statement of the terms of the contract to be let., together with the time and place when said bids will be opened, and providing that any and all bids may be rejected. day of February 1958. ALDERSON Mayor Bids having been received January 29, 1958 for the sale of Airport bonds in amount of $35,000.00 and-the bid from the State Finance Committee at an interest rate of 3.25% per 1 L 1 1 1 FEBRUARY 5, 1958 annum being -the only bid received, it was moved by Schutt, seconded by Alderson that Resolution No. C -1564 accepting the bid of the State Finance Committee and authorizing the City Clerk to proceed with printing and issuing of said bonds as provided by law, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -15641 A RESOLUTION accepting the bid of the State of Washington, act- ing through the State Finance Committee for the purchase of $35,000.00 of general oblig- ation airport bonds of the City of Yakima. WHEREAS, pursuant to notice of bond sale for the issuance of $35,000.00 of General Obligation Bonds, the City duly received one bid, said bid being submitted by the State of Washington, acting through the State Finance Committee; and WHEREAS, said bid was in compliance with all statutory require- ments pertaining to the sale of general obligation bonds; and WHEREAS, the effective rate of interest contained in said bid by the State of Washington was 3.25%; and WHEREAS, after due consideration, it is deemed to be in the best interests of the City of Yakima to accept the bid of the State of Washington, NOW,THERE- FORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: Secti6n 1. That the City Commission hereby accepts the bid of the State of Washington acting through the State Finance Committee for the purchase'of $35,000.00 of General Obligation Airport Bonds of the City and the City Clerk is hereby authorized and directed to proceed with the printing and issuance of said bonds as provided for by law.
