JANUARY 22, 1958
The City Commission met in regular session,.Mayor Alderson and Commissioners Schutt and
Mathews and Assistant City Attorney Loy present on roll call.
The minutes of the meeting-of January 15, 1958, were approved as read.
This being the time for receiving bids for the purchase of petroleum products for the
yearly requirements of the City of Yakima and thirteen bids having been received, it
was moved by Mathews, seconded by Schutt that -the bids be turned over to the Street
Engineer for compilation and recommendation and award be made on January 29, 1958:
carried, Alderson, Schutt and Mathews voting aye on roll call.
This being the time for receiving bids for the purchase of coveralls, cap frames and
tops, shoulder identification patches and name patches for the Sanitation Department,
It was moved by Mathews and seconded by Schutt that the three bids received be turned
over to the Superintendent of Sanitation fdr recommendation: carried, Alderson, Schutt
and Mathews voting aye on roll call.
This being the time for receiving bids for the purchase of one automobile for the City
of Yakima Fire Department, it was moved by Schutt and seconded by Alderson that the
five bids be turned over to the Chief of the-Fire Department, Pete- Moore, for recommend-
ation: carried, Alderson, Schutt and Mathews voting aye on roll call.
Moved by Mathews, seconded by Alderson that the City Clerk be and is hereby authorized
to advertise for bids for the sale of one old printing machine in the Engineer's Office,
said bids to be received on February 5, 195$ at the hour of 10:00 A.M.: carried,
Alderson, Schutt and Mathews voting aye on roll call.
Moved by Mathews, seconded by Schutt that the City Clerk be and is hereby authorized
to advertise for bids for the purchase of sewage metering devices for the Industrial
Waste Project, said bids to be received at the,hour of 10:00 a.m. Wednesday, the 19th
day of February, 1958: carried, Alderson, Schutt and Mathews voting aye on roll call.
Moved by Schutt and seconded by Mathews that Resolution No. C -1555 authorizing the City
Treasurer to refund certain barber shop license fees, be passed as read: carried,
Alderson, Schutt and Mathews voting aye on roll call.
RESOLUTION NO. C -1555, A RESOLUTION authorizing the City Treasurer to refund certain
barber shop license fees.
WHEREAS, the City-Commission pursuant to Ordinance No. B -2124
passed and approved January 15, 1958, repealed certain ordinances of the City of Yakima,
requiring the payrpent of license fees by barber shops and
WHEREAS, prior to the repeal of said ordinances various barber sl
shops within said city had already paid license fees applicable to the calendar year
1958; and
WHEREAS, it is the intent of the City Commission not to collect
license fees from barber shops for the year 1958 under the ordinances set forth here-
under, NOW, THEREFORE,
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
Section 1. That the city treasurer is hereby authorized, and
directed to refund any and all license fees applicable to the year 1958 payable by
barber shops and barber schools pursuant to the provisions of Ordinance No. A -346 as
amended by Ordinance No. B -1230 and Ordinance No. B -74$ as amended by Ordinance No.
B -135$.

A letter was read by the City Clerk from Commissioner Mathews addressed to the City
Commission regarding required improvements to the sewage treatment plant, contents of
said letter as- follows:

Attached is a letter from the City Engineer regarding an inspection and
recommendation concerning the physical condition of the sewage treatment plant.
The City Engineer was requested to examine some obvious defects, which -I
noticed on an inspection trip to the plant. He has examined the points in
question and has made his recommendation.
It is my recommendation that the City Commission immediately call for bids
for a new steel boiler and furnace to replace the - existing gas operated boilers
which are no longer satisfactory or safe to use. I would like to direct the
Commission's attention to the fact that the expected life of the existing
boilers has long since been used up, and they have been operating for the last
five years on borrowed time.
The crew at the Sewage Treatment Plant is capable of making the instal
lation. We will, however, require a call for bids on the purchase of the
boiler, and it will exceed the $500 limit.
I.recommend that immediate-action be taken on this matter.

Bids having been received January 15,,195$, for the purchase of a Turbine Pump for the
Irrigation Department; and the bid of DeCoto Bros. in amount of $1,000.27 being the lowest
and best bid, it was moved by Mathews and seconded by Schutt, that said bid be accepted:
carried, Alderson,.Sc:hutt and Mathews voting aye on roll call.
Moved by Mathews, seconded by Schutt, that Ordinance No. B -2125 creating L.I.D. No.861,
being the 24th Avenue South Irrigation District, be passed as read: carried, Alderson,
Schutt and Mathews voting aye on roll call.
ORDINANCE NO. B- 2125, AN ORDINANCE providing for the improvement of property in the City
of Yakima, Washington, by the construction of an irrigation system, establishing a Local
Improvement District;, providing for the method of payment, and creating a special fund.
Moved by Mathews, seconded by Schutt that Resolution No. C -1556 providing for the retir-
ing of Homer Lee and Harry Leibold and Edward Montz, all being employees of the City
Water Department, be passed as read providing that Edward Montz is,at this time eligible
for the maximum benefits from all retirement sources: carried, Alderson, Schutt and
Mathews voting aye on roll call.
RESOLU'T'ION NO. C -1556, WHEREAS Homer Lee and Harry Leibold have reached retirement age,
and
WHEREAS, both are now eligible for Statewide City Employees
Retirement and will 'be eligible for Social Security on July 1st, 1958, be it therefore
resolved by the City Commission that both shall be retired on July 1, 1958, and
WHEREAS, Edward Montz has reached retirement age, and
WHEREAS, Edward Montz is now eligible for Social Security and
Statewide Retirement and World War 1 Pension, be it therefore resolved by the City
Commission that Edward Montz shall retire March 1, 1958 and
WHEREAS the position of general foreman in the water department
is now vacant,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF YAKIMA:
That Glenn Perkins be and is hereby appointed 'to the position
of general foreman effective February 1, 1958-
ADOPTED BY THE CITY CO1V1MISSION, signed and approved this
22nd day of January 1958.
