HomeMy WebLinkAbout01/15/1958 Business Meeting1 u 1 1 JANUARY 15, 195$ -The City Commission met in regular session, Mayor Alderson, Commissioners Schutt and Mathews and City Attorney Kenneth Hawkins present on roll call. The minutes of the meeting of January 8, 1958 were approved as.read. This being the time for receiving bids for the purchase of a Turbine Pump for the Irrigation Department and the following bids having been received: Food Machinery Corporation, Yakima $1064.75 General Machine Company Spokane 1041.60 DeGoto Brothers, Yakima 1000.27 it was moved by Mathews, seconded by Schutt that the bids be referred to the Superinten- dent of the Irrigation Department for recommendation: carried, Alderson, Schutt and Mathews voting aye on roll call. This being the time for hearing on the-assessment roll for L.I.D.'No. $54, being the Arlington Avenue curb, gutter and surfacing district and there being no protests in writing or otherwise, it was moved by Schutt, seconded by Mathews that Ordinance B -2117 confirming said assessment roll and every part thereof, be passed as read: carried, Alderson,Schutt and Mathews voting aye on roll call.. ORDINANCE No. B- 2117,' AN ORDINANCE confirming the assessment roll covering Local Improvement District No. 854 as created and established by Ordinance No. B -2043 of the Ordinances of the City of Yakima. Moved by Alderson and seconded by Schutt that Ordinance No. B -2119 prescribing,regulat- ions for prevention and protection from fire; regulating the use, storage, keeping, manufacture and transportation of combustible substance, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. Moved by Schutt and seconded by Alderson that Ordinance No. B -2120 an Ordinance relating to and regulating parking at the Yakima Municipal Airport and authorizing the instal- lation of meters, be passed as read: carried, Alderson, Schutt and Mathews voting aye on. roll call. ORDINANCE No. B -2120, AN ORDINANCE relating to and regulating parking at the Yakima Municipal Airport; defining offenses and providing penalties and declaring an emergency. Moved by Schutt, seconded by Mathews that Ordinance No. B -2121 amending Section 302 of Ordinance No. B -$50, which is the Electrical Code, be passed as read: carried, Alderson,.Schutt and Mathews voting aye on roll call. ORDINANCE No. B -2121, AN ORDINANCE amending.Section 302 of Ordinance No. B -$50, entitled "An ordinance to be known as the Electrical Code of the City of Yakima for safeguarding life and property by regulating the installation, alteration, repair, use and operation of electric wires, appliances, apparatus and devises in or about building on private or public property; providing for the licensing for regulation and revenue of electrical contractors, dealers and wiremen; defining approved electrical materials and appliances; prohibiting the sale or use of unapproved materials and appliances; providing penalties for the violation hereof; repealing Ordinance No. B -25 of theCity of Yakima and all other ordinances in conflict herewith; and declaring an emergency. Moved by Mathews, seconded by Schutt that Resolution No. C -1554 providing for the transfer of $400.00 within the 1957 budget of the Irrigation Department, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C -15541 A RESOLUTION providing for the transfer of funds witl�%he 1957 appropriation of the Irrigation Department. WHEREAS, a shortage of funds exists in the New Structures, Pumps & Pipelines item of the Irrigation Department appropriation in the 1957 Budget, and WHEREAS, a shortage exists in the Purchase of Water Stock item within said Irrigation Department, appropriation, and WHEREAS, the City Commission deems it in the best interests of the City to make the transfer provided for herein, and WHEREAS, the,action contemplated herein is authorized by R.C.W. 35.33.120, NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA. That $400.00 be and the same is hereby transferred from the New Structures, Pumps & Pipelines item in the Irrigation Department Appropriation in the 1957 Budget to the Purchase'of Water Stock item, each of said'items being within the "Capital Outlay" classification in said appropriation, and the City Treasurer is hereby authorized and directed to make the aforementioned transfer as provided for herein. .307 FI P JANUARY 15, 1958 ADOPTED BY THE CITY COMMISSION, this 15th day of January, 1958. No. $53, be passed as read: carried, Alderson,'Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -2122, AN ORDINANCE.fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 853, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. The City Engineer reporting the completion by the contractor of the Nob Hill Sidewalk district, being L.I.D. #855, it was moved by Mathews, seconded by Schutt that said work be accepted and the City Engineer be authorized to prepare the assessment roll for said district and the City Clerk be and is hereby instructed to give notice of hearing on said assessment roll by publication and notice to each property owner as required by law, and since this is an exceptionally large district, said hearing to be set for Wednesday, April 2, 1958 at the hour of 10 o'clock a.m.: carried, Alderson, Schutt and Mathews voting aye on roll call. Moved by Mathews, seconded by'Schutt that Ordinance No. B -2123 eliminating certain lots of Block 8 of the City of Yakima from Irrigation Maintenance Charges of Local Improve- ment District No. 308,.be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -2123, AN ORDINANCE eliminating Lots 7, $, 23, 24, 25 and 26 of Block 8 of the City of Yakima from Irrigation Maintenance Charges of Local Improvement District No. 308. Moved by Mathews, seconded by Schutt that Ordinance No. B -2124 repealing certain ordinan- ces concerning the licensing and regulation of barber shops, be passed as read, and the City Attorney instructed to prepare a Resolution authorizing the City Treasurer to refund payment of their 195£3 renewal license payments: carried, Alderson, Schutt and Mathews voting aye on roll call. - ORDINANCE NO. B -2124, AN ORDINANCE repealingg Ordinance No: A -346 as amended by Ordinance No. B -1230, and repealing Ordinance No. B -74$ as amended by Ordinance No. B -135$, regulating and controlling barber shops; and declaring an emergency. Bids having been received January 8th for the purchase of a fire truck chassis and the bid of Northwest Truck Sales, Inc. Seattle, being the only bid received, it was moved by Schutt, seconded by Alderson that said bid in the amount of $11,148.61, which includes options, be awarded: carried, Alderson and Schutt voting aye on roll call. Mathews voting nay. Mr. Schutt called to the Commissions attention letters dated December 19, 1957 and January 15, 1958 addressed to'Mr. David Hoge and Mr. C. E. Hanson in the Water Depart- ment reminding them that certain bi- monthly reports are now due. Moved by Schutt, seconded by Mathews that we do now adjourn to meet again in regular session at the hour of 10 o'clock a.m. on Wednesday, the 22nd day of January, 1958: carried, Alderson, Schutt and Mathews voting aye on roll call.
