The minutes of the regular meeting of December 18, 1957 and- :the,%adjoiirnedj- ,meeting there- of were approved as read. This being the time for receiving bids for the purchase of a listing machine for the City Treasurer the following were received: Mogren Rounds 1203.13 National Cash - Register Co. 1165.60 Monroe Calculating Machine 985.80 ;Burroughs Corporation $ 706.80 Alternate Bid 827.70 Moved by Schutt, seconded by Alderson that said bids be taken under advisement and the award be made at' a :Later date: carried, Alderson, Schutt and Mathews voting aye on roll call. Moved by Schutt, seconded by Alderson that Ordinance No. B -2108, being an emergency ordinance providing for the expenditure of ;5,880.00 not provided for in the 1958 budget, said ordinance having been read for the first time on December 18, 1957 and now having been read again, be,passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -2108, AN ORDINANCE providing for the expenditure of funds not provided for in the 1958 budget for the payment of salary for a deputy engineer, and declaring an emergency. Moved by'.Mathews, seconded by Schutt that Ordinance No. B -2109, being an emergency ordinance providing'f or the expenditure of 3,000.00 labor costs for the Municipal Garbage Department not provided for in the 1957 budget, said ordinance having been read for the first time on December 18, 1957 and now having been read again, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B- 210192 AN ORDINANCE providing for the expenditure of funds not provided for in the 1957 Budget in the Garbage Department and providing for the transfer of funds within said department and declaring an emergency. Moved by Schutt, seconded by Alderson that Resolution No. C -1552 authorizing the purchase of uniforms for the Police Department without calling -for bids, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C- 15,529 A RESOLUTION authorizing the purchase of uniforms for the City of Yakima Police Department without calling for bids; and declaring an emergency. . WHEREAS, it is necessary for the Police Department to immediate purchase uniforms, consisting of thirty -six (36) shirts and forty -eight (48) trousers, along with buttons and insignia; and WHEREAS, Nudelman Bros. of Seattle have given the best service and quality of merchandise, and said Nudelman Bros. have quoted the lowest price, to -wit: $1700.21 including state sales tax for the above mentioned shirts and trousers; and WHEREAS, an emergency exists, because the City of Yakima Police Department has held off the purchase of uniforms to this late date in order to take advantage of new standard specifications adopted by Municipal officers of the State of Washington, and that 'said purchase must be made from the 1957 Budget. BE IT FURTHER RESOLVED THAT AN EMERGENCY EXISTS BECAUSE OF the immediate need of said uniforms, and said Police Department is authorized to make the foregoing purchase without calling for bids because of such emergency. ORDINANCE NO. B -2110, AN ORDINANCE providing for the transfer of funds within the 1957 appropriation of the Engineering.Department,-and declaring an emergency. Statewide City Employees Retirement System having submitted a bill in the amount of 304.72 covering charges for unallocated costs and direct costs for Social Security Coverage under the coordinated plan for City Employees, it was MOVED by Schutt, seconded by Mathews that the City Clerk be and is hereby authorized to notify said retirement system to deduct the amount of this bill from Yakima's surplus funds: carried, Alderson, Schutt and Mathews voting aye on roll call. Moved by Schutt, seconded by Alderson that the ordinance read by the Clerk adding Article 20 to the Zoning Code being Ordinance No. B- 2095,have an emergency clause added to it: carried, Alderson, Schutt and Mathews voting aye on roll call. Moved by Mathews, seconded by Schutt that Ordinance No. B -2111 being an!_amendment to the zoning code, Ordinance No. B -2095, said ordinance adding Article 20 entitled "Amendments" to said code and Ordinance No. B -2111 having been corrected in accordance with the above action, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call ORDINANCE NO. B -21112 AN ORDINANCE establishing zones in the City of Yakima; regulating and limiting the use of buildings and land; establishing use, height, area, and off - street parking regulations; providing for yards, tours and other open spaces; providing for the adoption of maps showing the boundaries of said zones; providing for a Board 1 1 1 El t. 1 of Adjustment; providing for the administration and enforcement of this Ordinance, aril fixing penalties for the violation of its provisions; repealing Ordinances numbered B -22, B -35, B -43, B -51, B -71, 19-126, B -117, B -172 and B -293, and all amendments thereto and all other Ordinances and parts of Ordinances in conflict herewith; amending Ordinance B -2095, and declaring an emergency. Moved by Schutt, seconded by Mathews that Ordinance No. B -2112 creating a payroll fund for the City of Yakima be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -2112, AN ORDINANCE creating a Payroll Fund for the City of Yakima. Moved by Schutt, seconded by Mathews that Ordinance No. B -2113 creating a Claims Fund for the City of Yakima be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. ORDINANCE NO. B -2113, AN ORDINANCE creating a Claims Fund.for the City of Yakima. Moved by Schutt, seconded by Mathews that we do now adjourn to meet again at the hour of 2 o'clock on Monday the 30th day of December, 1957: carried, Alderson, Schutt and Mathews voting aye on roll call. Moved by Schutt, seconded by Alderson that all bids received on Thursday, December 26, 1957 for the purchase of a listing machine for the Treasurers office be rejected and the Finance Officer be allowed to examine further the operation of the accounting machines needed and that he be allowed to purchase lfaid.machines on the open market: carried, Alderson and Schutt voting aye on roll call. Mathews absent. Moved by Schutt, seconded by Alderson that we do now adjourn to meet again in regular session on Thursizy, January 2, 19,5% at the hour of 10 o'clock a.m.: carried, Alderson and Schutt voting aye on roll call.
