Commissioner Mathews absent. The minutes of the regular meeting of November 20, 1957 and adjourned meetings thereof were approved as read. The date for the hearing to confirm the assessment roll for L.I.D. No. 853, being the Front Street, Petzel Avenue and Logan Avenue Paving District, having been November 13, 1957 at the hour of 10 otclock a.m. and a formal protest having been filed at that time and on that date and by action of the City Commission said hearing having been continued ./to the regular meeting of the 20th of November, 1957 and on that date said hearing further continued to the regular meeting of this date and now due to the absence of Commissioner Mathews and a City Attorney and in accordance with the request of Mr. Elwood Hutcheson,Att:orney for the property owners filing said protest, it was MOVED by Alderson, seconded by Schutt that this hearing be set aside and continued at the next regular meeting of the City Commission on December 4, 1957 at the hour of 10 o'clock a.m.: carried, Alderson_, -arid Schutt voting aye on roll call. Mathews absent This being the time for the hearing on the assessment roll for L.I.D. No. 852, being the 36th Avenue South Irrigation District and there being no protests in writing or otherwise, 'it was MOVED by Schutt, seconded by Alderson that Ordinance No. B -2096 con- firming said assessment roll and 'every part thereof, be passed as read: carried, Alderson and Schutt voting aye on roll call. Mathews absent.. ORDINANCE NO. B -2096, AN ORDINANCE confirming the assessment roll covering Local Improvement District, No. 852 as created and established by Ordinance No. B -1999 of the Ordinances of the City of Yakima. Moved by Schutt, seconded by Alderson that•Ordinance No. B -2097 granting Cascade Lumber Company permission to construct, maintain and operate a railway spur track over and across East "H" Street between North 6th and North 7th Streets, be passed as read: carried, Alderson anal. Schutt voting aye on roll call. Mathews absent. ORDINANCE NO. B -2097, AN ORDINANCE granting Cascade Lumber Company, doing business as Cascade Lumber Company, permission to construct, maintain and operate a railway spur track over and across East "H" Street between North 6th Street and North 7th Street within the City of Yakima, and ,north along the unvacated portion of North 7th Street. Bids having been received on the 20th day of November 1957 for the construction of the Suburban Acre Homes Sewer District, being L.I.D. No. 859 and the City Engineer now recommending the`bid of De Blasio Bros., in ithe amount of $15,720-43 ,as being the' lowest and best bid, it was, MOVED by Schutt seconded by Alderson that said bid be awarded: carried, Alderson and Schutt voting aye on roll call. Mathews absent. Moved by Schutt, seconded by Alderson that Ordinance No. B -2098 fixing the time of de- linquency and prescribing the form of bonds for L.I.D.. No. 847, being the Buwalda Lane Curb and Gutter District, be passed as read: carried, Alderson and Schutt voting aye on roll call. Mathews absent. ORDINANCE NO. B- 2098,. AN ORDINANCE fixing the time of delinquency of installments of assessments levied for the payment of the cost of the improvement in Local Improvement District No. 847, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. Moved by Schutt seconded by Alderson that Ordinance No. B -2099 fixing the time of de- linquency and prescribing the form of bonds for L.I.D. No. 848,being the Delmar Terrace Paving District, be passed as read: carried, Alderson and Schutt voting aye on roll call. Mathews absent. ORDINANCE NO. B -2099, AN ORDINANCE fixing the time of delinquency of installments of assessments levied for the payment,of the cost of the improvement in Local Improvement District No. 848, and providing for the issuance of bonds with coupons attached for the payment of the unpaid portion thereof. Moved by Schutt, seconded by Alderson that Resolution No. C -1547 providing for the combination of the Building Department, Electrical Department and Plumbing Department with the Engineering Department, be passed as read: carried, Alderson and Schutt voting- aye on roll call. Mathews absent. RESOLUTION NO. C -1547, A RESOLUTION providing for the combination of the Building Department, Electrical Department, and Plumbing Department with the Engineering Depart- ment. WHEREAS, the work of the Building Department, Electrical Depart- ment, and Plumbing Department is closely related to that of the Engineering Department, and WHEREAS, it is deemed more economical and efficient to combine said departments, and WHEREAS, the action contemplated is authorized by Section 4 of Ordinance No. B -194, arrJ WHEREAS, the City Commission deems it in the best interests of the City to make such a combination, NOW, THEREFORE BE IT RESOLVED BY THE CITY OF YAKIMA: Section 1. That the Building Department, Electrical Department, and Plumbing,Department are hereby combined with the Engineering Department. In accordance with the recommendation df John Mayo_,, chairman of the City Traffic Board, it was MOVED by Alderson, seconded by Schutt that" Brian Mattson be and is hereby appointed to serve on the City Traffic Board representing the Planning Commission to succeed Donald Livingston, resigned, said appointment to-take effect immediately: carried, Alderson and Schutt voting.,aye on roll call. Mathews absent. Moved by Alderson, Seconded by Schutt that the Irrigation Maintenance Assessment rate for 1958 bE the same as that charged in 1957: carried,Alderson and Schutt voting aye on roll call: Moved by Schutt, seconded by Alderson that Ordinance No. B -2100 repealing Ordinance No. B -2093 providing for the transfer of funds within the 1958 Budget, be passed as read: carried, Alderson and Schutt voting aye on roll call.
