HomeMy WebLinkAbout11/20/1957 Business MeetingF200 NOVEMBER 20, 1957 The City Commission met in regular session, Mayor Alderson, Commissioners Schutt and Mathews and City Attorney Hawkins present on roll' call. The minutes of the regular meeting of November 13, 1957 were approved as read. This being the time for receiving bids for the construction of a pipe sewer for I.I.D. No. $59, being the Suburban Acre Homes Sewer District, the following bids were received: De Blasio Bros. 159720.43 N. L. Kimball 15,913.74 Cherf Bros. & Sandkay :__17,6$2.24 It was MOVED by Mathews, seconded by Schutt that said bids be referred to the City Engineer for tabulation and recommendation. Moved by Mathews, seconded by Schutt that Resolution No. C =1545 being a resolution of intention to improve--.certain property by constructing a domestic water system and fixing the time for hearing; on said resolution at the hour of 10 :00 o'clock a.m. on Wednesday the 11th day of December, 1957, be passed as read: carried, Alderson, Schutt and Mathew voting aye on roll call._ RESOLUTION NO. C- 15t5, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA: That it is its intention to improve the following described property by constructing the necessary mains, fire hydrants, valves and other appurten- ances for the purpose of supplying water for domestic use and fire.protection: The SW, NW14, NW1 of Section 36, Township 13 North, Range 1$, E.W.M., which includes lots 1 to 3$ of the Swan Tracts and a portion of Block 9 of the Plat of Section 36, Township 13 North, Range 1$, E.W.M. . The proposed Local Improvement District is to embrace all propert adjacent to the above mentioned improvements which are subject to assessment.. All persons who may desire to be heard with reference to said proposed improvement:, are hereby notified to appear and-present objections, if any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington at the hour of 10 :00 61clock a.m. on Wednesday, the 11th day of December, 1957, which time and place.are hereby fixed for the hearing of all matters relating to said proposed improvements or objections'thereto, and for determinin the method of payment for said improvements, and the City Clerk is hereby directed to give notice of said hearing and of the intention.to make the aforesaid improvements. The assessments shall be made according to special benefits de- rived from the improvements without regard to the zone and termini method. All costs and expenses in connection with the construction of said improvement, including the engineering, inspection, right -of -way, advertising, publication of notices and all other expenses incident thereto, shall be levied and assessed against all of the property legally and properly assessable therefor as provid= ed by law and as above described; and the City Engineer is hereby directed to submit to the City Commission at or prior to the date fixed herein for said hearing, all of the data and other information required by law to be by him submitted; all of said improve- ments to be constructed in full accordance with the plans and specifications to be pre- pared by the City Engineer and filed with the City Clerk. ALDERSON Mayor Moved by Mathews, seconded by Schutt that Resolution No. C -1546 being.a resolution of intention to improve certain property by constructing an irrigation system and fixing the time for hearing on said resolution at the hour of 10 otclock a.m. on Wednesday the 11th day of December, 1957, be passed as read: carried, Alderson, Schutt and Mathews voting aye on roll call. RESOLUTION NO. C`1546, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA, WASHINGTON: That it is its intention to construct an irrigation system to serve the following described property, situate in the City of Yakima, Yakima County, Washington, to -wit: The W2, W1, SWw, NE4, Section 26, Township 13 North, Range 1$ E.W.M., except the East 146.51 of the West 166:51 of the South $01 of the North 163.51. said improvement to consist of the construction of the necessary mains, service connec- tions and other appurtenances for the purpose of delivering water for irrigation purposes to each lot and tract within the proposed district; and to be constructed in full accord- ance with the plans and specifications to be prepared by the city Engineer and failed with the City Clerk. All persons who may desire to be heard with reference to said proposed improvement are hereby notified to appear and present objections, if any, at a meeting of the City Commission to be held at its office in the City Hall in the City of Yakima, Yakima County, Washington, at the hour of 10:00 a.m. on Wednesday, the 11th day of December, 1957; which time and place are hereby fixed for the hearing of all matters relating to said proposed improvement or objections thereto; and for determining the method of payment for said improvement; and the City Clerk is hereby directed to give due notice of said hearing and of the intention to make the aforesaid improvement. ALDERSON Mayor Moved by Mathews, seconded by Alderson that Mr. Charles Mc Coy be and is hereby appoint- ed to the position of Building Inspector to succeed Mr. V. B. Armstrong, resigned; said appointment to take effect as of December 1, 1957 and to continue . during the pleasure of the City Commission: carried, Alderson, Schutt and Mathews-voting aye on roll call. All other business,•with the exception of the zoning ordinance, was ordered set aside to be considered at the next regular meeting of the City Commission on Wednesday the 27th day of November, 1957 at the hour of 10 o'clock a-.m. A letter addressed to the Planning Commission from Fred Velikanje, Attorney at Law suggesting changes in various sections of the proposed zoning ordinance, was read by Mayor Alderson. Moved by Schutt, seconded by Mathews that we do now adjourn to meet again on Friday, November 22, 1957 at the hour of l0 o'clock a.m. for the purpose of considering further the zoning ordinance as submitted by the Planning Commission. ADJOURNED MEETING, FRIDAY, NOVEMBER 22, 1957, 10:00 O'CLOCK A.M. The City Commission met pursuant to adjournment, Mayor Alderson, Commissioners Schutt and Mathews and City Attorney Hawkins present on roll call. An Ordinance establishing zoning-regulations for the City of Yakima was read in its entirety bye the Clerk with'iassistance of the City Commission.' Moved by Schutt, seconded by Mathews that we do now adjourn to meet again at the hour of 1:30 p.m. on this same day to further consider the zoning ordinance: carried, Alderson, Schutt and Mathews voting aye on roll call. ADJOURNED MEETING,•FRIDAY, NOVEMBER 22, 1957, 1:30 OtCLOCK P.M.' The City Commission met pursuant•to adjournment, Mayor Alderson, Commissioners Schutt. and Mathews and City Attorney Hawkins present on roll call. Commissioner Mathews recommended passage of the zoning Ordinance as submitted by the Planning Commission. After discussion by the Commission and interested parties present; it was MOVED by Schutt, seconded by Alderson that Ordinance No. B -2095 establishing zones in'the City of Yakima and setting forth zoning regulations and providing for the administration and enforcement of said ordinance, be passed deleting Article 20 entitled Amendments: carried, Alderson, Schutt and Mathews voting aye on roll call. Moved by Schutt, seconded by Mathews that we do now adjourn to meet again in regular session at the hour of 10 O'clock a.m. on Wednesday the 27th day of November, 1957 carried, Alderson, Schutt and Mathews voting aye on roll call.
