NOVEMBER 13, 1957
The City Commission met in regular session, Mayor Alderson and Commissioners Schutt and
Mathews and City Attorney Kenneth Hawkins present on roll call.
The minutes of the meeting'of November 6th were approved as read.
This being the time for receiving bids for the purchase of a process printing machine
for the City Engineer's office and the bid of Abadan of Spokane, in amount of $1205.00
plus tax, being the only bid received, it was moved by Mathews, seconded by_Schutt.that
the award be made to said company, payment to be made from the 1958 Engineer's Budget:
carried, Alderson, Schutt and Mathews voting aye on roll call.
This being the time for hearing on assessment roll for L.I.D. #853 being the Front .Street
Petzel Avenue and Logan Avenue paving district and a formal protest having been filed
with the City Clerk and the City Attorney recommending the continuation of this hearing,
it was moved by Mathews, seconded by Schutt that said hearing be continued until the
next regular meeting of the City Commission on November 20th at the hour of 10:00 o'clock
A.M.: carried, Alderson, Schutt and Mathews voting aye on roll call.
Moved by Mathews, seconded by Schutt that Resolution No. C -1540 authorizing the Mayor
and City Clerk to execute anc.agreement on behalf of the City of Yakima with the Yakima
Valley Canal Company for the use by the City of a certain portion of right -of -way of the
Yakima Valley Canal Company for the purpose of installing and maintaining a domestic
water pipeline thereon: carried, Alderson, Schutt and Mathews voting aye on roll call.
RESOLUTION NO. C -1540, A RESOLUTION authorizing the Mayor and City.Clerk to execute an
agreement on behalf of the City with the Yakima Valley Canal Company, a corporation, for
use by the City of a portion of the right -of -way belonging to said corporation.
WHEREAS, the City of Yakima requires the use of a certain portion
of the right -of -way of the Yakima Valley Canal Company for the purpose of installing and
maintaining a domestic water pipeline thereon and
WHEREAS,.it is deemed to be in the best interests of the City to
enter into such an agreement for the aforementioned purpose,
NOW,' THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE
CITY OF YAKIMA:
Section 1. That the Mayor.and City Clerk are hereby authorized
and directed to execute on behalf of the City of Yakima an agreement between the City
and the Yakima Valley Canal Company, said agreement providing for the use by the City of
said Canal Company's right -of -way for the purpose of installing and maintaining a domesti
water pipe -line thereon.

Moved by Mathews, seconded by Schutt that Resolution No. C -1541 providing for the tran-
sfer of $120.00 in the 1957 Budget of the Garage Department be passed as read: carried,
Alderson, Schutt and Mathews voting aye on roll call.
RESOLUTION NO. C -15412 A RESOLUTION providing for the transfer of funds within the 1957
appropriation of the Garage Department.
WHEREAS, a surplus of funds exists in the Building Maintenance
and Coveralls items of the Garage Department appropriation in the 1957 Budget, and
WHEREAS, a shortage exists in'the General Supplies, Auto
Maintenance and Gas, Oil and Grease items in said appropriation, and
WHEREAS, the City Commission deems it in the best interests of
the City to make the transfers provided for herein, and
r WHEREAS, the action contemplated herein is authorized by R.C.W.
35.33.120, NOW,THEREFORE,
BE IT RESOLVED BY THE CITY OF YAKIMA:
Section 1. That the sums of $80.00 and $40.00 be and the same
are hereby transferred from the Building Maintenance and Coveralls items of the Garage
Department appropriation in the 1957 Budget to the General Supplies Auto Maintenance
and Gas, Oil and Grease items in the re.spective amounts of $40.00, 450,00 and $30.00,
all of said items being within the "Maintenance and Operation" classification in said
appropriation, and the City Treasurer is hereby authorized and directed to make the
aforementioned transfers as provided for herein.

transfer of 4250.00 within the Planning Commission 1957 Budget, be passed as read:

RESOLUTION NO. C -1542, A RESOLUTION providing for the transfer of funds within the 1957

An Ordinance amending the 1957 Budget reducing and deleting certain items in the salary
category of the water department, said ordinance being an emergency was read for the
first time by the City Clerk and laid on the table for one week to be read-and considered
at the next regular meeting of the City Commission on November 20, 1R57.
An Ordinance for the expenditure of $16,508.22 by the Water Department in payment for
zervices rendered by the Street Department during the period January 1, 1956, to November
30, 1956, inclusive, said ordinance being an emergency appropriation of funds, was read
in its entirety by the City Clerk and laid on the table for one week to be read again
and considered at the next regular meeting of the City Commission on November 20 ,1957•
Moved by Schutt, seconded by Alderson that Resolution No. C -1543 allowing David W. Hoge
to become a member of the Statewide City Employees Retirement System as of the date of
his employment, August 19, 1957, in order that said employee may retain his membership
in the State Employees Retirement System and authorizing the City Clerk to notify said
Retirement System to deduct the matching funds from the surplus contributions of the City
of Yakima, all being in accordance with the agreement by the City of Yakima and Statewide
City Employees, was passed as read: carried, Alderson, Schutt and Mathews voting aye on
roll call.
RESOLUTION NO. C- 154.3, A RESOLUTION, WHEREAS, David W. Hoge was employed the the State
of Washington Tax Commission and was under the State Employees Retirement System, and on
16th day of August, 1957 he left said employment and became employed by the City of
Yakima as Office Manager for the City of Yakima Water Department, and he now desires to
make contributions of $30.14, said contribution being the amount necessary to cover
from the first day of his employment with the City of Yakima or August 19, 1957 to
October 31st 1957 at which time he may become a regular member of the Statewide City
Employees Retirement System; and
WHEREAS it is necessary for the City of Yakima to match this
amount; now, therefore
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
That the City of Yakima hereby consents and agrees that said
David W. Hoge, as an employee of said City Shall be covered under the Statewide City
Employees Retirement System, commencing as of the date of his employment, August 19,1957,
by said City, pursuant to the existing agreement between said City and the Statewide City
Employees Retirement, System, and the City Clerk is hereby authorized to notify said
Statewide City Employees Retirement System to deduct the matching contributions, or
$30.14, from the surplus contributions of the City of Yakima.

Airport Improvement Fund and $7,000.00 from the Current Expense Fund to the Police Retire-
ment and Pension Fund, said ordinance amending the 1957 Budget and being an emergency
was read in its entirety by the City Clerk and laid on the table for one week to be read
and considered again at the next regular meeting of the City Commission on November 20,
1957.
Moved by Mathews, seconded by Alderson that Resolution No. C -1544 authorizing the purchas
of a Breathalyser from Stevenson Corporation of Red Bank, New Jersey, in the sum of $595- CO
without the necessity of calling for bids was passed as read: carried, Alderson,Schutt
and Mathews voting aye on roll call.
RESOLUTION NO. C- 1514, A RESOLUTION authorizing the purchase by the Police Department
of a Breathalyser, and declaring an emergency
BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF YAKIMA:
Section 1. The Police Department of the City of Yakima is
hereby authorized to purchase of and from Stevenson Corporation of Red Bank, New Jersey,
one Breathalyser for the sum of $595.00 F.O.B. Indianapolis, Indiana.
Section 2. The purchase of said equipment is immediately neces-
sary for the preservation of the health, safety and peace of the public, and an emergency
is hereby declared to exist.

Section 3. In accordance with Section 6 of Article 6 of the City
Charter of the City of Yakima, the Police Department is authorized to make the foregoing
purchase without the necessity of advertising for bids.
